Government for approval not later than 45 days before the beginning of the training course.

14. Contractors shall insure that trails leading to planned camping areas are cleared and useable prior to the field trip in consultation, coordination and through written approval from the office having administrative responsibility for the area. The written approval will be supplied to the

COR at least a week prior to the trip.

Insurance to the Contracting Officer upon the request of the CO. The certificate must name the USDA Forest Service as additionally insured.”

2. Paragraph IV-6.5. The first paragraph of IV-6.5 is replaced with the following (all sub-paragraphs remain the same):

“Contractor-Provided Equipment. The Contractor shall furnish all equipment, including but not limited to those items identified below. All Contractor provided equipment shall be in good working order and to industry standards:”

3. Paragraph IV-11. Attachment 03 is added: “3. Excerpt of FSM 2710 issued 09-17-2008.

4. Paragraphs V-2.5 and V.3 are replaced with the following:

“V-2.5 Instructions for the Preparation of Offers

In addition to returning (1) A signed copy of the Standard Form 1449 (page 1 of this solicitation); and (2)

Offeror prices for relevant items on the Schedule of Items (pages 5-7 of this solicitation), provide the

Government with a response to the following evaluation criteria. There is no required format for the following information, however, Offerors are requested to clearly respond separately to each of the following 3 non-price factors. The Government will evaluate proposals in accordance with the evaluation criteria set forth in FAR

52.212-2 (See Paragraph V-3 for an explanation of how responses will be considered).

(a) Past Performance. Offeror shall demonstrate satisfactory performance of same or similar work.

Offeror shall provide information relevant to Offeror’s quality of service, timeliness of performance, customer satisfaction/working relationships, and management skill. Offeror may submit a list of references, including names and phone numbers.

(b) Guide Services. Provide the Government information regarding the following elements:

a. If the Offeror is a current Forest Service, BLM, Park Service or Fish & Wildlife Service

Outfitter/Guide permit holder (or equivalent), the Offeror shall provide evidence of their current permit. It is not necessary to provide a copy of the entire permit, just evidence of the permit and that it is current.

b. If the Offeror is not a current Forest Service, BLM, Park Service or Fish & Wildlife

Service Outfitter/Guide permit holder (or equivalent), the Offeror shall provide the following information:

i. Evidence that business is licensed in the state of operation. The Offeror shall include information about any liens or lawsuits of court actions against their business.

ii. Certificate of Liability Insurance or evidence of ability to obtain the required insurance.

iii. Financial Statement prepared in accordance with accepted accounting principles.

(c) Technical Proposal. Provide the Government information regarding the following elements. Note:

Some or all parts of Offeror’s response to this criteria may be incorporated into the contract as contract requirements.

1. Equipment to be provided. General equipment and equipment for individual participants.

2. Transportation to be provided.

3. Stock to be provided, if applicable. Quality and Quantity.

4. Safety Practices and Emergency Communications.

5. Meals to be provided. Menus.

6. Proposed locations and itineraries for trips.

7. Maximum number of trips/groups that can be accommodated concurrently. (i.e. Does Offeror have the capacity to provide more than one trip at a time?)

(d) Price. Offeror shall provide this information by completing the Schedule of Items of this solicitation.

Offeror may provide a price proposal on any or all of the line items on the Schedule of Items (For example, an Offeror may choose to propose on only one of the horse packing trips, or only the float trip, etc). However, if an Offeror proposes on any individual line item, the Offeror must propose on all three years for that line item.

V-3. FAR 52.212-2 Evaluation - Commercial Items (OCT 2014)

(a) The Government will award a single contract or up to 5 separate contracts resulting from this solicitation to the responsible offeror(s) whose offer(s), conforming to the solicitation, will be most advantageous to the

Government, price and other factors considered. The Government reserves the right to not award any item(s) if it is determined by the Contracting Officer not to be in the best interest of the Government. A rating of

“Unacceptable” in any of the non-price factors will preclude contract award. The following factors shall be used to evaluate offers:

(1) Past Performance. The Government will evaluate the Offeror’s past performance on same or similar work and will consider information submitted by the Offeror, obtained from references, or obtained by the Government from other sources that is relevant to the following elements: (a) Quality of Service; (b)

Timeliness of Performance; (c) Customer Satisfaction/Working Relationships; (d) management skill. In evaluating past performance, the Government will consider the currency and relevancy of the information provided and obtained, the context of the data and the general trends of Offeror’s performance. Offerors that have no record of past performance will receive a neutral rating.

(2) Guide Services. The Government will evaluate the knowledge, experience, qualifications, skills, certifications, and wilderness knowledge & involvement of the Offeror’s business and proposed guides.

Offerors can increase their opportunity for receiving higher ratings by the following actions:

Clearly respond to each the criteria outlined in Paragraph V-2.5(b);

Provide documentation that confirms Offeror and guide’s level of knowledge, experience, qualifications, skills, certifications, wilderness knowledge & involvement and safety record;

Offer specific information, where possible. For example, if it is possible to identify specific guides for the first year but not the third year, provide the specifics that you reasonably can (i.e.

the first year you may be able to identify the specific guide and their qualifications; for year three you may instead commit that whatever guide you provide will meet certain defined qualifications that you describe in your offer).

Outfitter Guide permit status: Offerors that hold a current Forest Service Outfitter Guide permit

(or equivalent from BLM, Park Service or Fish & Wildlife Service) are most desired for this service, followed by those offerors who have had an outfitter guide permit in the past, and lastly by those who have not held an outfitter guide permit.

(3) Technical Proposal. The Government will evaluate the Offeror’s proposed (a) Equipment, both general equipment and that provided to individual participants; (b) Transportation; (c) Stock; (d) Safety

Practices and Emergency Communications; (e) Meals to be provided; and (f) Proposed location(s)/itineraries.

Offerors can increase their opportunity for receiving higher ratings by:

Clearly responding to each the criteria outlined in Paragraph V-2.5(c);

Proposing appropriate equipment, transportation and stock (when appropriate) of good quality and in good condition;

Clearly describing the Offeror’s safety practices and emergency communications plans.

Providing a thorough, written safety plan addressing hazards and safety measures to reduce those hazards;

Proposing specific menus now that describe the meals to be provided to participants, including accomodations for special dietary requirements;

Proposing specific locations, routes and itineraries for trips to be provided. Multiple options for the Government to select from is highly desirable. Including alternatives that clearly anticipate that ground/river/trail conditions at one site may not always be suitable is desirable.

(Remember, this is an administrative trip, so outfitter-guides responding to this solicitation are not required to have a Special Use Permit for the area(s) of the trip(s)).

(4) Price. To evaluate offers for award purposes, the Government will apply the offeror’s proposed fixed-prices/rates to the estimated quantities included in the solicitation. All unit prices will be evaluated for price reasonableness.

The non-price evaluation factors (1) Past Performance, (2) Guide Services, and (3) Technical Proposal, when combined are collectively significantly more important than the price factor.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.”
