Districts. These districts fall within the following counties: Broadwater, Meagher, Cascade, Wheatland, Judith Basin, Choteau, Lewis and Clark, Pondera, Glacier, Fergus, and Golden
Valley.
East Side Custer-Gallatin National Forest (3.1-3.3) which includes the Ashland and Sioux
Ranger Districts. These districts fall within the following counties: Rosebud, Powder River, and Carter County.
West Side Custer-Gallatin National Forest (4.1-4.3) which includes the Beartooth, Yellowstone, Gardiner, Bozeman, and Hebgen Ranger Districts. These districts fall within the following counties: Stillwater, Carbon, Sweetgrass, Park, Gallatin, and Madison.
Beaverhead-Deerlodge National Forest (5.1-5.3) which include the Pintler, Wisdom/Wise
River, Dillon, Butte/Jefferson and the Madison Ranger Districts. These districts fall within the following counties: Anaconda-Deer Lodge, Granite, Powell, Beaverhead, Jefferson, Madison, Silverbow, and Gallatin counties.
Lolo National Forest (6.1-6.9) which includes the Seeley Lake, Missoula, Ninemile, Superior, and Plains/Thompson Falls Ranger Districts. These districts fall within the following counties:
Mineral, Missoula, Sanders, Ravalli, Powell, Granite, and Lewis and Clark.
Flathead National Forest (7.1-7.5) which includes the Tally Lake, Glacier View, Hungry
Horse, Spotted Bear and Swan Lake Ranger Districts. These districts fall within the following counties: Flathead, Lake, Missoula, and Lewis and Clark.
The contractor shall furnish all necessary items but not limited to materials, chemical, equipment, labor, licensing, supervision, transportation, operating supplies and incidentals necessary to safely apply herbicides that are registered in the state of Montana, using ground-operated spraying apparatus, in strict compliance with the herbicide labels. A variety of herbicides may be used as described in the task orders. Equipment being used for the requirements under this contract shall be power washed prior to entering the Forest and additional cleaning may be required between sites.
Supply of water may or may not be available in the local area of work; if not, the contractor will be required to furnish water.
Work to be performed by the contractor includes but not limited to: a) providing, mixing and applying the specified herbicide to the target weed(s); b) completing and submitting Forest Service provided application, treatment and/or inventory records; and (c) the collection of electronic date which includes both weed inventory point data and a track log that captures travel routes. A sample of the Daily
Herbicide Application Logs is located in attachment section. . The individual task orders will provide specifics on the Daily Herbicide Application Logs.
Task Orders will be issued by the Government for work ordered under this contract. Task Orders will include specific descriptions and maps for the work to be accomplished and will vary by Forest.
This is a performance-based service contract. Performance-based means the Contractor is responsible for an end product. If an end product is not provided in compliance with the contract specifications, an adjustment to the payment will be made by the Contracting Officer.
C.2 Location and Description of Weed Treatment Area
Project Location
Project areas that are included under this contract are all Forest Service administered lands or right-of-ways within or adjacent to the Helena – Lewis and Clark, Custer-Gallatin, Beaverhead-Deerlodge, Lolo and Flathead National Forests. Each task order shall be accompanied with specific project area location maps(s).
Weed Treatment
Weed treatment will occur along roads and trails, utility corridors, on open rangelands, and in some open timber stands. Treatment areas will be identified on maps. Terrain will vary from gentle (0 to
30%) to slopes up to 60%. The district weed manager will estimate the percentage of the treatment area that is accessible by truck, ATV/UTV, backpack or horse. Motorized off-road and off-trail travel for weed control will be authorized on an area by area basis. Travel off-road or trail may be restricted in some sensitive areas and could require backpack work. Task order will specify any such areas.
Weed infestation levels vary from light to moderate to heavy in the treatment areas depending on aspect, elevation, canopy cover. Target weed species are dependent on task order. Contractor will be required to let the COR know and provide a map of any unique or new invader weeds on the Montana
Noxious Weed List and applicable County Weed lists that are found in the project area; therefore, the contractor should be knowledgeable and able to identify all weeds on the Montana State and Counties
Noxious Weed List.

East Side Custer-Gallatin National Forest
Pay Items - 3.1a - Truck Herbicide Application
Roadside truck spraying is defined as 35 feet from the edge of the road; one mile of roadside spraying is equal to 8.5 acres. Truck must be capable of spraying along the edge of road, using either hand gun nozzle, pulling hose, or boom spray.
Weeds are often found every few feet along roads, and it is unusual to have stretches of roads longer than 100 feet with large infestations. These areas may require the use of broadcast spraying to achieve an effective treatment. Many roadsides are nearly weed-free and will only need spot spray. While most weeds are found on the road edge, it is not unusual to have to pull hose off the main road surface to spray cut and fill-slopes. Price per acre is cost of application (wetted acres) and chemical. A daily application record will be completed for each day and treatment location. The cost of herbicides will be invoiced separately. The price also includes the collection of electronic data (points data by weed species). See section C.9 Electronic data.
Pay Item - 3.1b-Truck Covered/Inventoried
Pay Items - 3.2a-ATV/UTV Herbicide Application
OHV will treat weeds in areas with physical limitations (width of trail, rocks, and slopes too steep for truck), travel restriction, or other resource concerns. Weed infestations to be treated range from widely scattered to dense patches in meadows, and near riparian areas. Price per acre is cost of application
(wetted acres) and chemical. A daily application record will be completed for each day and treatment location. The cost of herbicides will be invoiced separately. The price also includes the collection of electronic data (points data by weed species). See section C.9 Electronic data.
Pay Item – 3.2b ATV/UTV Covered/Inventoried
Pay Item - 3.3a Backpack – Herbicide Application
Non-Motorized – Backpack or horse spraying includes treatment of wilderness trails or remote areas that are too steep to access by motorized equipment or where motorized vehicle use is not acceptable.
Price per acre is cost of application (wetted acres) and chemical. A daily application record will be completed for each day and treatment location. The price also includes the collection of electronic data
(points data by weed species). See section C.9 Electronic data.

West Side Custer-Gallatin National Forest
Pay Items - 4.1. Truck spray
Roadside truck spraying is defined as 35 feet from the edge of the road; one mile of roadside spraying is equal to 8.5 acres. Truck must be capable of spraying along the edge of road, using either nozzle, pulling hose, or boom spray. The cost of herbicides is included in the cost per acre. A daily application record will be completed for each day and treatment location.
Pay Items - 4.2 OHV – Off Highway Vehicles only (such as an ATV or UTV)
OHV will treat weeds in areas with physical limitations (width of trail, rocks, and slopes too steep for truck), travel restriction, or other resource concerns. Weed infestations to be treated range from widely scattered to dense patches in meadows, and near riparian areas. The cost of herbicides is included in the cost per acre. A daily application record will be completed for each day and treatment location.
Pay Item - 4.3 Backpack – Off Road Non- Motorized
Non-Motorized – Backpack or horse spraying includes treatment of wilderness trails or remote areas that are too steep to access by motorized equipment or where motorized vehicle use is not acceptable.
Task orders will list the appropriate herbicides and application rates for each site. The cost of herbicides is included in the cost per acre. A daily application record will be completed for each day and treatment location.

Lolo National Forest
Pay Items 6.1 and 6.3 - Standard Areas
Areas defined as “Standard” may have maintained roads, un-maintained roads, off-road areas, powerline corridors or trails for weed treatment. What defines an area as “Standard” is the amount of travel distance off pavement to the general work area. Road spraying within that general work are is almost always unpaved roads. Standard areas are groups of roads/areas that require less than 18 miles of travel on unpaved roads to reach the nearest portion of the work area.
Pay Items 6.2 and 6.4 - Remote Areas
Areas defined as “Remote” may have maintained roads, un-maintained roads, off-road areas or trails for weed treatment. An area is defined as “Remote” when greater than 18 miles must be traveled on unpaved roads to reach the general work area. Basic services such as gas stations, hotels, cell phone coverage, and food services are generally not available in remote areas.
Pay Item 6.1 and 6.2 - Truck Herbicide Application
A small amount of hose reel work may be associated with truck work when weeds extend beyond the reach of the boom, but are still within the cut or fill slopes of the road. Distance from road edge is up to 20 feet on both sides of the road and within the road prism (total 50 ft.) which equals 6.1 acres per mile. The contractor can expect to remove up to 5 downed trees per mile. Price per acre is cost of application and chemical. A daily application record will be completed for each day and treatment location.
Pay Items 6.3 and 6.4 - ATV/UTV Herbicide Application
For purposes of this contract, and ATV, UTV, RTV and Argo all mean the same thing: a motorized vehicle designed for off-road travel. While an ATV is smaller, lighter, and can therefore go through narrower places, using a larger UTV is within the scope of work for the same off-road areas. Hose reel work may be associated with ATV weed treatments when weeds extend beyond the reach of the boom, but are still within the cut or fill slopes of the road. The contractor can expect to remove up to
5 downed trees per mile.
ATV work may include readily accessible areas off-road. These areas will be defined on a map.
Generally off-road motorized travel is not allowed, so off-road motorized weed work must be done in a manner that does not encourage public off-road motorized travel (minimal cutting of downfall, no cutting green trees, and no making trails). A daily application record will be completed for each day and treatment location.
The Contractor may opt to use an ATV in place of a truck. If the task order calls for a truck and the
Contractor chooses to use an ATV instead, the bid price for the truck stands. Price per acre is cost of application and chemical.
Pay Item 6.5 - BACKPACK—Standard Herbicide Application
Includes areas beyond a standard hosereel (100 ft.) and less than ¼ mile (1320 ft.) from road or trailhead. Treatment with herbicide may use longer than standard hosereels, backpack sprayers, horse support or other non-motorized method. Wheeled carts or sleds are acceptable. Electronic mapping is required. Price per acre is cost of application and chemical and data collection. A daily application record will be completed for each day and treatment location.
Pay Item 6.6 - NONMOTORIZED—Bermed/Barricaded Roads These roads are not accessible by motorized means, and must be treated using backpack, horse support, or other non-motorized method. Road beds can be considered long polygons of weeds.
Unlike trails or off-road areas, the roadbed makes for easier travel although roads may be brushed in or washed out, and weed densities may require broadcast spraying using a considerable amount of herbicide. Access to water may be limited. Wheeled carts or sleds may only be used outside wilderness areas. The contractor may encounter occasional downed trees, not exceeding 5 trees per mile. Price per acre is cost of application and chemical. Price per acre is cost of application and chemical and data collection. A daily application record will be completed for each day and treatment location.
Pay Item 6.7 - BACKPACK—Incidental Weeds on Trails.
This item includes trails that have low weed densities and require spot spraying. Weed densities require spraying are less than 4 gallons per mile. The area to be considered includes the trail bed to a
15 ft. distance on each side. Maximum distance from a trailhead is 15 miles. Water may or may not be available along the trail. Trails may be rugged and steep. Horse/mule spraying is acceptable, and wheeled carts or sleds may only be used outside wilderness areas. Electronic mapping of weed treatments is required. Price per acre is cost of application and chemical and data collection. A daily application record will be completed for each day and treatment location.
Pay Item 6.8 BACKPACK--Remote Herbicide Application 1
Backpack application of herbicide at remote sites that require hiking distances of ¼ mile up to 5 miles to reach the project site. Terrain will vary from gentle ground to steeper slopes. Access to project sites will typically be on hiking trails or old road beds. Contractor may encounter occasional downed trees, not exceeding 5 trees per mile. Access to water may be limited. The amount is paid by the acre and is a one-time payment regardless of the number of trips made. Treatments areas will cover a minimum of 1 acre and will not exceed 10 acres. Electronic mapping of weed treatments is required. Price per acre is cost of application and chemical and data collection. A daily application record will be completed for each day and treatment location.

C.3 Accessibility
A vicinity map identifying each Forest is attached to this contract. Specific site maps identifying units and road access shall accompany the task orders. There may be areas that have limited access due to travel restrictions and/or terrain within each District. Within these areas the Forest Service shall select a method of treatment that meets the contract or task order requirements. Some of these areas may be limited to foot or horse travel.
C.4 Contractor Representative The contractor shall provide a contract representative for the performance of work. The name of this person and an alternate(s) who can act for the contractor when the contractor is absent shall be designated in writing to the Contracting Officer.
C.5 Certification and Personnel Requirements
The contractor and employees shall be experienced in noxious weed and invasive weed management, plant identification, and herbicide application. Regardless of area, the contractor and employees shall be proficient in identifying target and non-target species in all stages of development. The contractor performing herbicide mixing or application operations under this contract must meet the State of
Montana certification and application requirements for the use and application of Restricted Use herbicides and must hold a current Montana Commercial Pesticide Applicators License. Personnel employed by the Contractor must be briefed and trained in application and safety techniques. The contractor shall provide a list of all employees with a copy of their certifications prior to issuance of the Notice to Proceed (NTP) with each task order. Personnel employed by the Contractor must be under the direct supervision of a licensed applicator at all times on the National Forest. Personnel should have experience in GPS capability including point and line recording.
C.6 Safety Requirement and General Provisions
The COR will determine when special safety measures may be required when spraying along some roads. If special measures are needed, warning signs shall be located on the road, in both directions so that citizens driving on the road are aware of the spray operations in progress. The signs shall alert traffic that personnel and equipment are working ahead along the road right-of-way. Hazard/warning lights are advised on the vehicles involved in the spraying operation.
The contractor will check the weather forecast a day prior to application. Spraying shall not occur while it is raining or snowing. The Contractor shall take all reasonable precautions to avoid spraying if it appears that precipitation sufficient to wash herbicide(s) off target species or into open water may occur within 2 hours after herbicide application or as cautioned by the herbicide label.
The Contractor shall ensure that containers or tanks used for herbicide application are not washed within 150 feet of open water: springs, ditches, streams, ponds, or lakes. The contractor will follow all
State, Federal and label regulations involving rinsing and washing procedures. A tight fitting and secure lid is mandatory on all spray tanks and herbicide containers. Transport concentrate containers only in a manner that will prevent spills. Transport herbicides and additives in a compartment that is isolated from food, clothing and safety equipment. The contractor will inspect equipment daily for leaks and suspend operations until all leaks are repaired.
All spray operations and herbicide transport vehicles will have standard adequate spill containment and cleanup materials and equipment. Contractors and their employees will be trained in responding to and dealing with any spills of herbicide. Should a minor or major spill occur, the contractor will immediately contact Forest Service personnel as follows: the contractor will attempt to first contact the
Contract Inspector, then the Contracting Officer’s Representative (COR), then the Forest Haz Mat
Coordinator, assigned to each Forest, then Forest Dispatch Center. The contractor will ask Dispatch to reach the Inspector, COR if they are not on site, or Haz Mat Coordinator. The contractor will be familiar with the list of Mitigation Measures from the appropriate Forest. A copy of the Record of
Decision and FEIS is available on request if questions develop. A copy of the spill plan is located in the attachments.
C.7 Scouting of Noxious Weeds in the Project Area The contractor is required to cover all of the project area (task order) to find the weed infestations. In any given project area the exact location and the exact acres of any given noxious weed infestation is unknown. The Forest Service will give the contractor an estimated amount of acres at the time of the task order.
C.8 Herbicide Treatment Standards
The contractor will treat all targeted weeds with the appropriate herbicide at prescribed rate. The
Forest Service may identify which herbicide(s) to use on each treatment area within task order. At a minimum, 90% of the weeds treated (for each species) and acreage claimed will show mortality or physical signs of herbicide treatment such as wilting, curling or discoloration. Contract inspections will allow sufficient time for target plants to exhibit herbicide effects. Avoid broadcast herbicide application where target species occur only sporadically in a dominant cover of non-target plants.
Broadcast application is appropriate for dense continuous stands of targeted weeds. Intermittent and spot spraying will occur where target species densities are discontinuous and light to moderate.
