Amendment 0002 – Questions and Answers
1Q.) The technical specifications outlined in the document state the contract must have the following qualifications: Board Certification in Family Medicine with a strong background experience in
Emergency Medicine. I currently hold board certification in Emergency Medicine from ABEM (The
American Board of Emergency Medicine). Part of the EM residency programs includes operating and managing EMS systems on local state and national levels. Will you accept a Board Certified Emergency
Medicine Physician?
1A.)Yes.
2Q.) Will the USFS R1 permit the Medical Director to be licensed in a single state, and who is affiliated with an authorized National Registry of Emergency Medical Technicians (NREMT) Emergency Medical
Services (EMS) Education Program, to provide medical direction and oversight to the EMTs within all four (4) states identified in the SOW?
2A.) The Medical Director Physician must be licensed in each state that they will oversee. There are four states and the contractor may decide which state or states to respond to for the solicitation. The EMT’s are Forest
Service employees and are EMT’s as a collateral duty. They will be licensed under the state in which they are stationed and work. Note these employees are there to provide medical treatment for employees, this is not a first responder provider for the public. Only when the EMT comes upon in the course of their duties will they provider medical aid until relieved by local authorities. When an all-risk incident occurs and IMS systems incoming EMT’s from other states will request reciprocity (this is done through the Medical Unit Leader) until the incident is closed.
Q3.) For the sake of cost effectiveness, will the USFS R1 permit the Medical Director, who is affiliated with an authorized National Registry of Emergency Medical Technicians (NREMT) Emergency Medical
Services (EMS) Education Program, to have EMT, paramedic, and physician assistant level personnel under his oversight and direction conduct the training identified in the SOW?
3A.) The Physician Medical Director will coordinate, designed, and have oversight of training programs. They may instruct at trainings and will have final approval of certification of training.
Q4.) Effective 14 OCT 2015, the Federal Acquisition Regulations (FARs) allow Contracting Officers to
Sole Source contracts to Economically Disadvantaged Woman Owned Small Businesses (EDWOSB). Due to the complexity of the SOW requirements and the probability of the Offeror who is awarded the contract needing to be intimately involved in the development of such a program, will the USFS R1 consider issuing a Sole Source contract to an EDWOSB for this effort?
A4.) No, based on market research there is adequate competition to set-aside for just small business alone.
Q5.) Will the USFS R1 consider extending the Response Date for this solicitation?
A5.) No, at this time.
