SCOPE OF WORK

1.

DESCRIPTION OF WORK and PROJECT LOCATION

1) Perform approximately 1,687 acres of cultural resource survey, utilizing a maximum of 30-meter wide pedestrian transects, within the survey parcels shown on Map 3 (shapefiles of survery parcels are available).

2) Record all new cultural resources found, update 6 previously recorded sites, and evaluate each new/updated cultural resource for its National Register eligibility on a new site form.

3) The results of the above field work are to be included in both a draft and final professional inventory report and site forms summarizing all aspects of the inventory, site-update work, findings, and relevance for greater archaeological interpretation/association and scientific understanding.

The survey area is generally located approximately 10 miles southeast of the Fenn Ranger Station, or 30 miles NE of Grangeville, Idaho, as shown on the enclosed maps and is characterized by thick, dense vegetation with very little mineral soil visibility. Travel time from the Fenn Ranger Station to the project area is approximately 2 ½ hours. Road access is specifically shown on Map 1, and generally on Map 2. See also the enclosed Guidelines for Road Maintenance Levels for a general description of road conditions shown on Map 1 (undersdtanding local situations may vary).

It is important to note that due to incomplete database information – the motorized accessibility shown on Map 1 will at times differ from what is found in the field. For example, roads 356/9716/9717 in the northern portion of the project area are apparently drivable, but located behind closed gates (despite the fact they are shown as Maintenance Level 1 roads [i.e. not at all driveable]). In these instances, or others where a gated road is drivable but shown as closed on Map 1, a gate permit can be issued to the contractor to drive on these roads outside of hunting season which for the purposes of this contract starts October 8, 2016 and will remained closed thereafter until the project area is again free of snow in the early summer of 2017. The 356/9716/9717 road system is the only currently known incompatibility between the roads’ database (portrayed on Map 1) and the actual situation in the field, but is herein mentioned to assist the contractor in developing a more accurate bid.

2. TECHNICAL SPECIFICATIONS

The Contractor shall perform the work in accordance with relevant professional standards. General requirements of the Idaho State Historic Preservation Office can be found at (http://history.idaho.gov/sites/default/files/uploads/Consulting_With_Idaho_SHPO.pdf). The draft deliverables will consist of one unbound paper copy of the report/maps and one unbound paper copy of each site form and associated attachments. The final deliverable will consist of two bound paper copies, and one pdf digital copy of all reports and associated attachments (including any GIS shapefiles generated for the project). At least two digital photographs must be taken of each site, printed, and included in the site form. Digital photography must be used that meets National Register printer/ink/paper archival standards found at (http://www.nps.gov/history/nr/publications/bulletins/photopolicy/index.htm). The inventory report must explain what approved paper, ink and printer combination was used to formulate prints.

Other Idaho SHPO and general contract requirements include:

1) All photographs (4”x6”) will be placed in an 8 ½ x 11 inch format archival sleeve(s), labeled on their back with a Schwan Stabilo #8046 pencil or accepted equivalent, and attached to the site form. Only one set of site forms requires archival photographs. The second set can have the same photos printed on standard 8 ½” x 11” paper and simply included within the site form document.

2) Each photograph must be labeled with the site #, object of photo, date of photo, camera direction, name of photographer, name of project and picture #.

3) A photograph log must accompany each site form. Only photographs relevant to a given site can be shown on the photograph log for that site.

4) Final site form submittals must be stapled including the photo sleeves.

5) Site forms can only be printed on one side of an 8 ½” x 11” page (no duplex printing).

6) All reported UTM coordinates must be based on the NAD83 projection.

7) All site forms will have a map showing the site location on a 1:24,000 scale USGS quadrangle map. That map will state the appropriate USGS quad, township/ranges, as well as legibly show the site location. A legend on each map will clearly identify objects on the map as needed.

8) Site maps should show relevent cultural and natural features drawn to scale, while other general environmnetal/topographic features can be provided in general schematic form. The maps must include a datum point (please do not create datums by nailing tags/placards to trees or driving datums into the ground). See figures 1 and 2 for examples of unnaceptable site maps.

9) All site recording/updating will be reported utilizing the Archaeological Survey of Idaho site form (Microsoft Word version available). When plotting sites on USGS quads for the site/inventory reports please plot the actual size/boundary of the site (i.e. do not simply put a small point on the map for a large, irregularly shaped site, or use a small point to show the location of a site that is actually 5 acres in size. Any site less than approximately 40,000 sq. feet in size can, however, be represented as a simple point on the map.

10) Metrics used to record historic sites shall be yards/feet/inches etc, and metrics used to record precontact period sites shall be meters/centimeters etc.

11) Contemporary or historic trails (including currently used Forest Service trails) will be recorded as cultural resource sites. Only that portion of a trail located within the general survey boundary need be recorded (i.e. if the trail extends outside of the survey area the contractor need not follow the trail to its end unless they elect to do so).

12) Transect survey directions for each survey parcel must be shown on the survey map generated as a part of the draft/final report.

13) Please do not report/characterize survey work utilizing Class I, II or III jargon.

14) When portraying surveyed areas on a map please use light hatching or other means to show area surveyed, but do so in a way whereby the underlying landform can still be discerned (e.g. don’t use opaque coloring on the survey map such that the underlying contour lines/landform cannot be seen).

15) A minimum of 5 photos depicting the general survey condition of the project area are required. These photographs can be placed into the inventory report or an appendix therein.

16) Maps showing large project areas should be printed at the 1:24:000 scale and folded to fit a 8 ½” x 11” folder. That same fold-out map should also be printed out on as many 8 ½” x 11” separate pieces of paper as needed to show that information portrayed on the large fold-out map (SHPO requirement).

17) The format for reporting inventory results will be that approved by the Idaho SHPO. See “Idaho SHPO Survey Report Template” at: http://www.history.idaho.gov/site-inventories

18) An ARPA permit will be required at no cost to the contractor. The permit must be fully executed before fieldwork begins.

19) Resumes/vitaes of all field personnel must accompany the final report.

20) No collecting of surface artifacts is authorized under this contract unless the Principal Investigator determines them to be in imminent danger of destruction. The contractor shall meet the qualifications found in Appendix A of 36 CFR Part 61.

It is important to note that all submissions MUST follow the above standards or the work will be returned to the contractor for correction. Neither the Forest Service nor the Idaho State Historic Preservation Office will provide clerical services for the purposes of completing these contract requirements.

3. GOVERNMENT FURNISHED PROPERTY

The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

The Government will provide the following property and services:

LANDSCAPE PRESERVATION

(a) Do not remove, deface, injure, or destroy trees, shrubs, lawn, or natural features not designated for treatment. This does not include access roads. Confine operations to within the clearing limits or other areas designated in the contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Retrieve material which falls outside of these limits and dispose of, or incorporate in the work.

Preserve the scenic and natural environment along this construction project.

(b) Do not allow objectionable material to enter any stream, river, lake, or other body of water. Retrieve material which falls in these areas and dispose of, or incorporate in the work, and repair damage to vegetation or structures outside the project limits.

(c) Do not operate equipment or otherwise disturb the natural vegetation and soil beyond the construction limits.

ENVIRONMENTAL PROTECTION

Prevention of Oil Spills.

The contractor is required to have a spill plan. The plan will contain a description of the specific hazardous materials, procedures, and spill containment that will be used, including inventory, storage, and handling.

All vehicles carrying fuel will have specific equipment and materials needed to contain or clean up any incidental spills at the project site.

All pumps and generators used in or near streams will have appropriate spill containment structures and/or absorbent pads in place during use.

When storage facilities for oil or oil products are on site, appropriate preventive measures shall be taken to insure that any spill of such oil or oil products does not enter any stream or any other body of water. If a spill of petroleum product should occur in water, immediately notify the Contracting Officer and appropriate state agencies.

Service all equipment only in the areas approved by the Contracting Officer. If the total oil or oil products storage exceeds 1320 gallons or if any single container exceeds a capacity of 660 gallons, prepare a Spill Prevention Control and Countermeasures (SPCC) Plan. Meet all applicable EPA requirements (40 CFR 112) including certification by a registered professional engineer.

Contractor shall ensure that all personnel involved in handling and packaging the hazardous materials are trained for the level of expertise required for the proper performance of the task and, in particular, in the areas of chemical incompatibility, general first aid procedures, and spills. Provide handling and personal protective equipment appropriate to ensure safe handling of the hazardous waste according to 29 CFR 1910.120). Notify the Forest Service of all hazardous material that may be brought onto the National Forest.

The Contractor is solely responsible for all spills or leaks that occur during the performance of this contract. The contractor must clean up spills or leaks in a manner that complies with Federal, state, and local laws and regulations and to the satisfaction of the CO. Any spills resulting in a detectable sheen on water shall be reported to the EPA National Response Center (1-800-424-8802). Any spills over 25 gallons will be reported to the Idaho Division of Environmental Quality and cleanup will be initiated within 24 hours of the spill. When available provide copies of all spill related clean up and closure documentation and correspondence from regulatory agencies.

Equipment Fuel/Oil Leakage.

All equipment used for instream work will be cleaned of external oil, grease, dirt and mud; and leaks repaired; prior to arriving at the project site. All equipment will be inspected by the Contracting Officer’s Representative before unloading at site. Any leaks or accumulations of grease will be corrected before entering streams or areas that drain directly to streams or wetlands.

All equipment (heavy equipment, chainsaws, ATVS, other hand power tools) will be fueled outside of stream-adjacent riparian areas and wet areas. Specific fueling areas may be approved and designated by the CO. When not in use, vehicles and fueling equipment will be stored in a designated staging area. The staging area should be in an area that will not deliver fuel, oil, etc. to streams.

Oil-absorbing floating booms, and other equipment such as pads and absorbent “peanuts” appropriate for the size of the stream, will be available on-site during all phases of construction. For small streams with few pools or slack water, booms may not be effective. Use pads and straw bales to anchor booms if necessary. Booms will be placed in a location that facilitates an immediate response to potential petroleum leakage.

NOXIOUS WEED CONTROL

In order to prevent the potential spread of noxious weeds into work areas, Contractor shall be required to use weed-free equipment.

The following is considered proof of weed-free equipment:

The Contractor will be required to clean all construction equipment prior to entry on to National Forest land. This cleaning shall remove all dirt and plant parts and material that could carry noxious weed seeds into the work area. Only clean construction equipment inspected by the Forest Service will be allowed to operate within the work area. All subsequent move-ins of construction equipment shall be treated in the same manner as initial move-in.

Straw/Hay Bales shall be certified as “Weed Free”. The source field shall be inspected and certified by the county extension agent from the county that the straw/hay is grown. Each shipment onto the forest shall be accompanied by a certification tag stating that it is weed free. The contractor shall furnish the forest service with a statement of certification.

FIRE CONTROL

(a) Contractor's Responsibility for Contractor-Caused Fires. The Contractor, whether or not directed by the Forest Service, shall immediately extinguish, without expense to the Government, all fires on or in the vicinity of the project which are caused by Contractor's employees, whether set directly or indirectly as a result of Contractor operations. The Contractor may be held liable for all damages and costs of additional labor, subsistence, equipment, supplies, and transportation resulting from fires set or caused by the Contractor's employees or resulting from contract operations.

(b) Other Fires. For the purpose of fighting forest fires on or in the vicinity of the project which are not caused by the Contractor or his employees, the Contractor when requested by the Contracting Officer shall place his employees and equipment temporarily at the disposal of the Forest Service. Payment for such services will be made by the Government at not less than the current rate for fire-fighting services established by the Forest Service in the area concerned.

Any employees and equipment furnished will be relieved from fire fighting as soon as the Forest Service finds that it is practicable to employ other labor and equipment adequate for the protection of the area. An equitable adjustment in contract time may be made for this period.

(c) Fire Protection Requirements - Fire Plan. At all times during closed fire season period, as specified by State law, the Contractor shall comply with each of the following provisions to the extent applicable to his operation under the contract.

(1) Fire Tools. The Contractor will provide for each employee in the contract area at least one approved handtool of a type appropriate in the contract area, such as shovel, pulaski, or ax. Tools required and furnished under (2) and (4) below, shall count toward fulfillment of the above requirement. Where additional tools, beyond those required under (2) and (4) below, are to be provided, the Contractor shall seal such tools in one or more boxes painted red and marked "Tools for Fire Only." All tools required herein shall be kept sharp and in good serviceable condition and maintained at locations to be designated by the Forest Service.

(2) Fire Extinguishers and Tools on Mobile or Stationary Equipment. Each unit of powered equipment used in connection with this contract, including automobiles, trucks, tractors, etc., shall be equipped with serviceable tools and fire extinguishers as follows:
