Fragmented debris of smaller dimension may remain within the clearing limits but must be removed from the road bed surface. Scattered debris in road bed is acceptable in minor amounts that will not contaminate aggregate surfacing or may readily be in incorporated into native surface materials. On roads open to travel with motorized vehicles the contractor shall maintain the road bed to a condition that is safe for public traffic to pass which may require removing all brush that is a driving hazard within the same day it was cut. All other brush shall be picked and scattered within 7 consecutive days of being cut.
C.6.9.2 - Logs and windfalls.
C.6.9.2.1 - Logs and windfalls lying within or across the clearing limits shall be cut off at the top of the backslope and moved to the fillslope side of the road beyond the clearing limits. Logs placed on the fillslope side of the road shall be outside the clearing limits and at least two feet below the road bed elevation. The remaining portion of a log or windfall that lies on the upper side of the road shall either be firmly anchored to prevent sliding inside the clearing limits or moved across the road as described above.
C.6.9.2.2 - Windfalls on the fillslope side which extend above the road bed surface shall be cut off at least two (2) feet below the road bed surface and disposed of as outlined above. Logs shall be placed, limbed, or scattered so that limbs do not extend above the road bed elevations.
C.6.9.2.3 - Windfalls and logs may be disposed of in creeks or streams, but shall not interfere with or obstruct drainage facilities.
C.6.9.3 - Brush and trees six (6) inches or less in diameter C.6.9.3.1 - All brush and trees with a stump diameter of six (6) inches or less located outside of the road bed but within the clearing limits, shall be cut off no higher than six (6) inches above the ground level, as measured on the uphill side. The tree diameter shall be measured on the uphill side. Road bed clearing limits vegetation stump height shall not exceed two (2) inches, and shall be cut as not to create a hazard to foot or vehicle traffic.
C.6.9.4 - Trees in excess of six (6) inches in diameter.
C.6.9.4.1 - Trees in excess of six (6) inches in diameter, when measured six (6) inches above the ground, shall be limbed so that no limb extends within a clear height of 14 feet above the road bed surface. Limbs shall be cut to within six (6) inches of the trunk to produce a reasonably smooth vertical face.
C.6.9.5 - Debris shall not be allowed to accumulate in heavy concentrations, and should be distributed outside the clearing limits adjacent to the cutting area.
C.6.9.6 - Piling. Will not be required under this contract, however, may be approved by Contracting Officer (CO).
C.6.10 Clearing and Grubbing Methods. This work consists of clearing and grubbing within the clearing limits and other designated areas.
C.6.10.1 - Do not cut vegetation less than 3 feet tall and less than 3 inches in diameter which is within the clearing limits but beyond the road bed and not in a decking area, and that does not interfere with sight distance along the road.
C.6.10.2 - Remove all trees so they fall within the clearing limits. Leave rootwads and branches intact on trees that meet utilization standards. Timber meeting utilization standards of 7” diameter breast height (DBH) shall be whole tree decked outside of the road bed and parallel to the centerline in locations where sight distance will not be impaired and as determined by the Contracting Officer. Deck timber so it can be loaded by a self-loading logging truck.
C.6.10.3 - Limb live trees to give a clear height of 14 feet above the road bed surface unless otherwise indicated. Trim tree limbs as near flush with the trunk as practicable.
C.6.10.4 - Place construction slash on completed embankment slopes to reduce soil erosion. Place construction slash as flat as practicable on the completed slope. Do not place slash closer than 2 feet below the road surface. Priority for use of available slash is for (1) through fills; (2) insides of curves.
C.6.10.5 - Backfill stump holes and other grubbing holes with backfill material to the level of the surrounding ground. The finished road surface is free of irregularities and depressions.
C.6.11 Road Reconditioning Methods. This work consists of reconditioning and shaping road beds, ditches, parking areas, turnouts, and approach road intersections. Construct outslopes, clean and maintain all drainage facilities. Remove ruts, washes, slough, and other irregularities that prevent normal runoff from the road surface. Where equipment is used to remove excessive, large, or deleterious (damaging) material from the shaped road template, wasted material shall not be placed in a drainage or within 300 feet of a perennial flowing stream. The end result shall be the restoration and maintenance of the original cross section, grade and drainage of the roadbed including ditches that is free of irregularities and depressions and allows travel by motorized vehicles. Refer to Exhibit A (pages 2 and 6 for more details).
C.6.11.1 – Drainage Facility Reconditioning. Remove all slide material, sediment, vegetation, and other debris from the existing ditches and culvert inlets and outlets. Reshape ditches and culvert inlets and outlets to achieve positive drainage and a uniform ditch width, depth, and grade. Minimum ditch depth shall be 1 vertical foot deep. Dispose of waste as determined by the CO.
C.6.11.2 – Road Bed Reconditioning. Repair soft and unstable areas by using suitable material in close proximity to the repair site. Suitable material is defined as rock or earth material that will proivde stable foundations, embankments and is reasonably free of organic matter, roots, muck, sod and other detrimental material. Remove all slide material, vegetation, and other debris from existing shoulders including shoulders of parking areas, turnouts, and other widened areas. Scarify, rip and shape the roadbed where necessary to provide a uniform road surface free of irregularities. Remove all organic, deleterious material larger than 6 inches from the top 6 inches of the road surface. Dispose of waste as determined by the CO.
C.6.11.2.1 – Grade to restore surface without loss of aggregate/gravel surfacing or disturbance or loss of road base material. Perfomance on gravel surfaced roasd shall be accomplished so the base is not disturbed and no surface material is lost in ditches or over the road shoulder. Grading of unsurfaced roads shall be performed so no base material is lost. Surface material shall be bladed from one edge of the road to the other in a berm in order to elimnate any segregation prior to spreading. Sections having segregated materials after spreading shall be reprocessed and spread.
On aggregate-surfaced roads, material may be bladed across the road provided it is not deposited in ruts, washes, or potholes in the road surface. On roads without aggregate surfacing, surface soil with rocks less than 3 inches in greatest dimension may be spread evenly over the adjacent road bed.
If work operation produce excess material, feather it out or haul it away. Oversized material exceeding 4 inches in size removed by equipment shall be disposed of by sidecasting over the fill slope except within a drainage or within 300 feet of a perennial flowing stream.
No berm or ridge of any material shall be left along either shoulder of the road bed unless directed by the CO.
C.6.11.2.2 - Elimination of ruts, potholes, and washes. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.
C.6.11.2.3 - Repair of settlement sections shall be performed where possible by cutting from the road bed on each end of the settled area and filling into the settled area to provide smooth transitions to adjacent road grades. If this will not accomplish the objective, the CO shall be informed.
C.6.11.2.4 - Grading and shaping operations shall not undercut road backslopes.
C.6.11.2.5 - Sections of roads constructed without roadside ditch shall be uniformly insloped or outsloped the entire width of the road bed, unless otherwise specified on each individual task order (i.e. crowning). The inslope or outslope grade shall be a minimum of 2 percent and a maximum of 4 percent unless staked otherwise on the ground.
C.6.11.2.6 - Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.
C.6.11.2.7 - Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross section shall slope uniformly both ways from crown apex to shoulders at a minimum slope of 2 percent and a maximum slope of 6 percent.
At intersections, the roadbeds of side roads shall be graded for a reasonable distance to assure proper blending of the two driving surfaces.
C.6.11.2.8 - At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge or any material shall be left along either shoulder of the roadbed unless directed by the CO.
*NOTE: Reconditioning of Ditches and Culverts described in the Work List (C.6.14) and Exhibit A are known sites, other sites may exist on the project roads. The Contractor is responsible for reconditioning any ditch or culvert to meet the contract specifications.
C.6.11.3 Removal of Obstructions. All fallen trees, limbs, brush, small slides or debris in the roadbed and ditch shall be removed and scattered outside the roadbed and ditch.
Remove from bridge decks all rock and other material that would create a hazard to traffic or is otherwise detrimental to the traveled surface. Cattle guards shall be left clean between the bottom of the rails and ground beneath. No additional material may be deposited within cattle guards.
C.6.11.4 Damage to Structures. The Contractor shall be held liable and is responsible for any damage caused by his/her personnel or equipment to any existing traffic loops, cattle guards, culverts, signs, and riprap protecting culvert inlets or fill slopes. Repair to these structures shall be at the Contractor's expense. Traffic loops will be marked on the ground with lath and fluorescent pink ribbon.
C.6.11.5 Soil Moisture – Retention of Fines. Contractor is responsible to ensure that performance does not reduce the level of fines in the road surface. Therefore, operations may be suspended when soil moisture conditions are not favorable for obtaining a satisfactory result. Suitable moisture conditions are determined to be in excess of five (5) percent and less than 15 percent by weight unless otherwise authorized by the CO.
C.6.12 Road Repair Method. Remove any trees and debris (average tree 11” Diameter Breast Height) and repair road damage with material found on site. Compact embankment in 1’ lifts by mechanical tamper. Road repair work required on road(s) 912 mile post(s) 0.56 and 1.97 and road 914 mile post 0.04 and 1.16. Refer to Exhibit A (pages 2 and 10 for further details for road repairs on road(s) 912 and 914).
C.6.13 Installation of Drainage Facilities. Install rolling dips, armored rolling dips, waterbars, and roadside ditch as shown in Exhibit A. Riprap for armored rolling dips is government-furnished. The CO approves the source and gradation of riprap prior to placement. Sorting, hauling, and placement is incidental to installation of armored rolling dips and no separate payment shall be made. Removal and disposal of the culvert on road 912 mile post 0.81 is incidental to installation of the armored rolling dip and no separate payment shall be made. Refer to Exhibit A (pages 7-9 for further details).

For acceptance purposes, complete segments as defined above shall be satisfactorily completed before acceptance will be made unless otherwise approved by the CO. Acceptance will not be made for segments broken by unacceptable portions of work inspections after rework will be made in the same manner as the first inspection. Payment will not be made until the Contractor has assured the Government that its Quality Control measures have corrected the deficiencies.
E-3 Rework and Re-Inspection after Work. When inspection indicated that the performance objectives were not met, the work will be deemed unsatisfactory and payment will not be made until the Contractor has assured the Government that its Quality Control measures have corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection. The Contractor may be charged for actual costs incurred by the Government for re-inspection of the rework.
*NOTE: The Contractor will be immediately notified if not meeting the contract specifications. Roads not meeting the acceptable standard will be reworked to the standard before payment is made.
