Project Overview Description
-This project, referred to as the Upper Corral Creek Meadow Restoration Project, is located in Latah County, Idaho in Sections 35 and 36 of Township 41 North, Range 2 West and Sections 1 and 2 of Township 40 North, Range 2 West. The project area (Site) is located in the Potlatch River basin approximately 2 miles north-northeast of Deary, Idaho and includes two distinct locations: Vassar Meadow and Five-Acre Meadow. Vassar Meadow and Five-Acre Meadow are located directly north and south of Vassar Meadow Road (3347), respectively, in the headwaters of Corral Creek. Refer to the Drawings (Sheet G1 and Sheet G3) for an illustration of each location and the overall project vicinity.
-Through both Vassar Meadow and Five-Acre Meadow, as a result of past logging operations, the stream has been diverted into borrow ditches that run along constructed railroad berms, negatively impacting the existing floodplain and riparian environment. The purpose of this project is to restore meadow hydrology to a state that supports healthy native meadow and riparian conditions, including restoring the stream to its historic channel. The project is designed to slow water and enhance groundwater recharge, prevent the introduction of sediment into Corral Creek from excessive streambank and bed erosion, and promote natural native vegetation and riparian and wetland areas.
-In general, the project consists of: development and decommissioning of access routes; construction of a livestock ramp, trail, and crossings; installation of a culvert crossing; removal of railroad berms; excavation of persuasion channels; earthwork operations for construction of ditch plugs and fill areas; sod harvest, reuse, and storage; installation of fence; construction of log jams; debris removal; and adherence to various site controls.
General -Construction for this project shall occur between June 1 and September 19. Work in-stream shall not commence until approved by the CO. The project time is 100 consecutive calendar days and will commence after Notice to Proceed is issued by the CO. Contractor shall plan and schedule Work under this project accordingly.
-Prior to Notice to Proceed, Contractor shall prepare and submit to CO a project schedule, which shall be updated at least monthly throughout the project.
-Construction shall proceed in two stages, one for each of the distinct project locations (Vassar Meadow and Five-Acre Meadow). The Contractor may begin construction at whichever location they prefer; however, the Contractor shall not commence with any Work at the other location until they have completed the first.
-The Government will provide construction staking for this project. If this initial staking is disturbed or altered by the Contractor during the work, it shall be the Contractor’s responsibility to reset the affected control stakes.
-Acceptance of the Work will be made when the Work is completed and will be determined by the Contracting Officer (CO) through an inspection of the work area and will be based on adherence to the Work specifications stated herein.
-Revegetation, aside from placement of some harvested sod and clump planting on temporary access routes (see Bid Item 2 and Bid Item 12), will be completed by a Government revegetation professional, but will be coordinated with the Work specified under this project.
-Contractor assumes full and sole responsibility for the capability of selected construction techniques to complete the Work specified herein. Contractor also assumes full and sole responsibility for safety and environmental protection with the selected construction techniques. Review of submittals by CO in no way relieves Contractor of these responsibilities.
-Contractor shall provide all labor, tools, equipment, materials, and incidentals necessary to complete the Work as specified.
General Measurement and Payment General
-The total price for each Bid Item shall cover all Work shown on the Drawings and described herein. All costs in connection with the Work including furnishing all materials, equipment, supplies, and appurtenances; providing all construction equipment, tools, and incidentals; and performing all necessary labor and supervision to fully complete the Work shall be included in the unit and lump sum bid prices listed on the Bid Form. No item that is required by the Contract Documents for the proper and successful completion of the Work will be paid for outside or in addition to the prices submitted in the Bid.
Estimated Quantities -All estimated quantities provided on the Bid Form are approximate and are to be used only as a basis for estimating the probable cost of Work and for the purpose of comparing the Bids submitted for the Work. The actual quantity of Work performed may differ from the estimated quantities. The method of measurement for determining final payment for each Bid Item will be by the Actual, Design, or Lump Sum Quantities, as described below and as shown on the Bid Form. Contractor will make no claim for damages, cost of materials, anticipated profits, or otherwise on account of any difference between the amount of Work actually performed and the estimated amount herein, unless disputing a Design Quantity Bid Item (see below).
-Design Quantities denote the final number of units to be paid for under the terms of the Contract. They are based upon the original design data available prior to advertisement of the project. Original design data include the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units designated on the Bid Form may be authorized under any of the following conditions:
1. Changes in the Work authorized by the CO.
2. A determination by the CO that errors exist in the original design that cause a Bid Item quantity to change by 15 percent or more.
3. A written request by the Contractor submitted to the CO showing evidence of errors in the original design that cause the quantity of a Bid Item to change by 15 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is in error.
-Actual Quantities are determined from measurements of completed work. Measurement will be made by the CO and/or authorized representative.
-Lump Sum Quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. Lump Sum Bid Items based upon estimated quantities are not subject to adjustment for actual quantities. The lump sum price reflects a reasonable compromise of the Government and Contractor’s risk that the actual quantity of material may be higher or lower than the estimate.
-All estimated quantities designated as cubic yard (CY) shall be considered “bank” CY unless otherwise noted. An excavated “bank” CY is the quantity of material removed as measured in its original position. A placed “bank” CY is the quantity of material as measured in its final resting position.
Incidentals
-The Work Description, Measurement, and Payment paragraph below does not necessarily name all the incidental items and tasks required by the Contract Documents to complete the Work. Incidentals are Work activities, labor, materials and/or tools, and equipment necessary to complete the Work for which there is no additional charge to the Government. The cost of all such incidentals shall be included in the various related Bid Item(s).

Fifty percent (50%) payment for this Bid Item will be allowed once Contractor fully mobilizes to the Site and obtains approval on all submittals required before starting construction. Full payment for this item will be allowed once Contractor completes the specified Work and fully demobilizes equipment and materials from the Site. The lump sum bid price for this item must not exceed ten percent (10%) of the total bid price.
Bid Item 2 – Temporary Access Route
Description
-This Work covers the construction, usage, decompaction, and decommissioning of temporary access route throughout the Vassar Meadow and Five-Acre Meadow Sites. A total of 5,210 linear feet of temporary access route is estimated as necessary to attain adequate access to the different areas of the Site, much of which is located in open, relatively flat meadow area and will require minimal to no construction Work by Contractor. Approximately 350 linear feet are located in forested area and will require construction by Contractor to attain adequate access. As shown on the Drawings (Sheet G3, Sheet C1, and Sheet C3), approximately 100 linear feet of temporary access route construction is expected at the Vassar Meadow Site, with 250 linear feet anticipated at Five-Acre Meadow. At both locations, the segment of temporary access route requiring construction originates immediately off the existing access roads (Road 73670 and Road 3849), ending once meadow area is reached. Contractor shall use Ground Protection Mats (provided by Government) for approximately 510 linear feet of temporary access route in the Vassar Meadow Site to protect existing vegetation and ground in the meadow area, as shown on the Drawings (Sheet G3 and Sheet C1). For further information regarding application and use of Ground Protection Mats, refer to Attachment C.
Construction -The location of temporary access route through forested areas, as shown on the Drawings and requiring construction, is approximate. Obtain approval by CO of actual temporary access route layout through the forested areas prior to their construction. Provide information to CO on travelway horizontal alignment, vertical alignment (if varied from existing grade), and width, and include specifics on pertinent equipment types and methods to be used for associated travelway construction.
-Clear and grub trees, debris, stumps, roots, and other protruding vegetative material within the approved temporary access route footprint through the forested areas. Do not remove material outside the proposed travelway that does not interfere with the construction or usage of the temporary access routes. Trees selected for removal shall be pushed over with root wads attached and utilized elsewhere on-site for other Work items, such as log jam construction (Bid Item 15) or as requested by CO. The ground surface shall be recontoured to smooth and fill holes left by tree removal.
-Separate and sort generated clearing and grubbing material into usable and non-usable stockpiles. Usable Coarse Wood and Brush are defined below. Haul usable material to other areas of the Site as appropriate for other Work specified herein and properly dispose of unusable material offsite at a location and manner provided by Contractor that complies with local, state, and federal regulations.
-Perform necessary earthwork operations to achieve a travelable, stable, and safe driving surface through the forested areas that is suitable for the equipment types and sizes to be utilized at the Site by the Contractor. Grade, blade smooth, and compact the travelway surface to achieve a well-compacted and smooth dirt surface that blends well with the adjacent existing ground. Minimize cut and fill volumes by aligning the road to fit the natural terrain features as closely as possible.
-Ensure positive drainage along the constructed travelway. Install temporary driveable water bars as necessary or as directed by the CO to prevent surface erosion during the working period.
-In the meadow areas, the location and layout of temporary access route shall be selected by the Contractor and approved by the CO. Approximate locations of these routes are shown on the Drawings (Sheet G3, Sheet C1, Sheet C2, and Sheet C3). For these temporary access routes outside of the forested areas, minimal to no construction by the Contractor is expected. At most, minor filling of holes may be required. Contractor shall minimize the total length of temporary access route in an effort to prevent unnecessary disturbance of existing meadow area. Utilize temporary access routes only as required for adequate movement around the Site to complete the specified Work.
-Where use of Ground Protection Mats is specified in the meadow or as directed by the CO, Contractor shall place the mats (provided on site by Government) once before initial use of these routes, leaving them in-place until the route is no longer required, at which point they shall be picked up and returned to others on site. See Attachment C for information on Ground Protection Mats.
-At the Five-Acre Meadow Site, the temporary access route shall only cross the existing ditch at the location of constructed Ditch Plug 12 (see the Drawings, Sheet G3 and Sheet C3).
Usage
-The locations of temporary access routes identified on the Drawings are approximate. All access routes shall be approved by the CO prior to their usage.
-Minimize disturbance of the surrounding areas by limiting travel to the approved temporary access routes to the extent possible.
-Maintain all access routes to prevent erosion or travelway degradation.
-Provide dust control measures along temporary access routes as necessary during construction activities in accordance with Bid Item 17 – Provide Water.
Decompaction
-Upon completion of the project, decompact the full length and width of temporary access route. For the temporary access route through the forested areas, Contractor shall see the Decommissioning paragraph below.
-Decompaction shall consist of loosening all of the soil in the utilized temporary access route footprint to a depth of 6 inches.
-Decompaction shall promote water infiltration, improve air movement through the soil, and help with establishment of vegetation.
-No decompaction Work shall be done during wet weather or when the ground is frozen or otherwise unsuitable as determined by the CO.
-Coordinate this Work appropriately with construction of persuasion channel (Bid Item 7), particularly at locations, if applicable, where the temporary access route intersects, overlaps, or comes close to the proposed persuasion channel alignment. At such locations, Contractor shall decompact the temporary access route only to within 10 feet of the edge of any persuasion channel.
-Revegetation, except clump planting, of decompacted areas in the meadow will be performed by Government revegetation professional following acceptance of the Work.
Decommissioning -Upon completion of the project, Contractor shall decommission the temporary access route that was specifically developed through the forested areas. Decommissioning will include the following: obliterate the roadway by restoring to approximate original ground contours, decompact roadbed surfaces in accordance with Decompaction (above), finish slopes to provide gradual transitions in slope adjustments without noticeable breaks, and effectively close access to area by development of microtopography and placement of wood and inclusion of clump planting.
-Clump planting from available vegetation along the temporary access route limits shall be completed throughout the recontouring at a minimum of 6 plantings per 100 linear feet. This shall be accomplished with an excavator and the clump shall be of sufficient size to maintain all the root system and contain adequate soil to enhance favorable growth. Brush, as defined below, shall be scattered along the completed recontoured road.
-Contractor shall decompact the full length and width of constructed temporary access route to a depth of 18 inches and a clod size no larger than 10 inches. Decompaction shall promote water infiltration, improve air movement through the soil, and help with establishment of vegetation.
-After required decompaction of the roadway, any fill material shall be pulled up and placed on the roadbed between the top of cut and original ground, forming a slope approximating natural contours. No ditches, water traps, or berms shall remain. Finish to blend with the surrounding terrain.
Microtopography and Placement of Wood
-Contractor shall install microtopography on all decompacted and decommissioned access routes after the final grade surface is completed. Microtopography consists of low and high features (ridges and furrows) constructed in the finished grade surfaces. This treatment creates areas to trap seed and organic matter for new plant growth. Contractor shall construct furrows and ridges as shown on the Drawings, Sheet D4, Detail 3.
-Approximately 20 percent of the total surface area shall consist of high points (ridges) and approximately 20 percent shall consist of low points (furrows). Typically horizontal spacing from the highest points to the lowest points shall be in the range of 3 to 10 feet, but the pattern shall be irregular rather than gridded. Low areas shall not be continuous. Maximum deviation from the design finished grade shall be no more than 0.5 feet. The total area of ridges above finished grade shall roughly equal the total area of furrows below finished grade.
-Contractor shall place salvaged Coarse Wood and Brush over disturbed surfaces to create additional roughness in the finished grade surface, provide shelter and organic matter for reestablishing plants, and deter future use of the decommissioned travelway. Place Coarse Wood and Brush as defined and at the rates indicated below on top of recontoured road surfaces in stable positions and as shown on the Drawings, Sheet D4, Details 1 and 2.
- Coarse Wood and Brush are defined as follows: Coarse Wood consists of salvaged tree and shrub trunks or branches larger than 3 inches in diameter at the larger end and longer than 8 feet in length. It also includes shrub clumps longer than 8 feet. One piece of Coarse Wood shall consist of either: 1) shrub clump with a minimum of three branches larger than 3 inches in diameter and longer than 10 feet, or 2) three tree and shrub trunks or branches larger than 3 inches in diameter and longer than 10 feet, placed together in one location. Brush consists of all smaller tree and shrub parts not within the definition of Coarse Wood. Brush may also consist of a combination of needles, organic material, plants, decomposing stumps, and logs. These materials shall be obtained and preserved from clearing and grubbing or trail-building operations associated with other specified Work.
-Contractor shall place Coarse Wood at a rate of approximately 2 pieces per 100 square yards within the disturbed area. Coarse Wood shall be spaced at a typical distance of 15 to 20 feet from other Coarse Wood. Contractor shall place brush and slash over 50 percent to 75 percent of the disturbed area.
-Excess woody material, slash, or brush, if available, may be windrowed along the downslope edge of the original temporary access route limits with breaks for game passage every 200 feet. A walkable trail shall be left along the upslope edge.
-Additional revegetation of decommissioned areas, if necessary, will be performed by Government revegetation professional following acceptance of the Work.
-Roadway decommissioning will be evaluated based on visual inspection of the Work for compliance with the Contract Documents.
Measurement
-No measurement for Bid Item 2 – Temporary Access Route, will be made.
Payment
-Payment for Bid Item 2 – Temporary Access Route, will be based on the lump sum price bid as shown on the Bid Form.
Bid Item 3 – Livestock Trail
Description -This Work covers construction of livestock trails at the Vassar Meadow Site, requiring clearing of trees, brush, or any other material present within the trail limits that could prevent mobility along the proposed trail by livestock and livestock operators.
-As shown on the Drawings (Sheet C1), livestock trail shall be constructed both east and west of the meadow area for a total of 2,200 linear feet. The livestock trail alignment shown is approximate and generally follows an existing path. While much of the existing path is open and clear from obstructions, several small and sporadic segments exist that will require clearing measures to be performed by the Contractor, as specified below.
-Coordinate this Work as appropriate with installation of livestock crossings (Bid Item 4), the livestock ramp (Bid Item 5), the culvert crossing (Bid Item 6), and fencing (Bid Item 14).
Execution
-Perform specified clearing for livestock trail to a width of 15 feet, adequate for maintenance and construction access by four wheel ATV or similar light-duty vehicles. This specified width includes room for fencing, which shall be installed along the edge of the cleared right-of-way per Bid Item 14 – Fence.
-Clearing shall consist of removing and trimming of trees and satisfactory removal of other vegetation, including downed timber, snags, and brush occurring within the areas to be cleared. Clearing shall include the removal and disposal of vegetative material that obtrudes, encroaches upon, or otherwise obstructs the livestock trail footprint.
-Clear and remove only standing trees whose trunks are present within the livestock trail footprint. Trim limbs and branches of trees that extend into trail right-of-way. Protect in-place standing trees marked by Government. Trees selected for removal shall be pushed over with roots attached and utilized elsewhere on-site for other Work items, such as log jam construction (Bid Item 15) or as requested by the CO. The ground surface shall be recontoured to smooth and fill holes left by tree removal.
-Maintain and protect existing ground cover to the extent possible.
-Preserve and protect all vegetation, trees, and ground cover not within the livestock trail footprint.
-Separate and sort cleared material into usable and non-usable stockpiles. Usable Coarse Wood and Brush are defined in Bid Item 2. Haul usable material to other areas of the Site as appropriate for other Work specified herein and properly dispose of unusable material offsite at a location and manner provided by Contractor that complies with local, state, and federal regulations.
Measurement
-Measurement for Bid Item 3 – Livestock Trail, will be by the actual number of linear feet (to the nearest linear foot) of livestock trail constructed.
Payment
-Payment for Bid Item 3 – Livestock Trail, will be based on the unit price bid per linear foot as shown on the Bid Form.
Bid Item 4 – Livestock Crossings
Description
-This Work consists of excavating, hauling, constructing, and all other tasks associated with installing livestock crossings.
-Per the Drawings, install four livestock crossings at the Vassar Meadow Site along the proposed livestock trail (Sheet C1) and one at Five-Acre Meadow on the constructed persuasion channel (Sheet C3).
-Work limits for livestock crossings shall be limited to 8 feet upstream and downstream of the centerline of the crossings. No impact to the stream channel or drainage outside these limits shall occur.
Materials -Staging of materials within the Site must not impact the riparian environment or interfere with other Work. Staging areas must be approved by the CO.
-All materials shall be approved by the CO prior to their use.
-Base rock shall range in size from 3 to 9 inches with D50 = 6 inches with approximately 15% fines, or as approved by CO.
-Top rock shall be native stone and have a size gradation of 4-inch minus with no more than 10% fines, or as approved by CO.
Execution -All construction activities shall occur during dry or low-water conditions. If the livestock crossing locations are not completely dry, water management shall conform to all permit and environmental requirements and be approved by the CO.
-Refer to Drawings (Sheet C1 and Sheet C3) for coordinates and approximate plan-view dimensions of each crossing.

Bid Item 7 – Persuasion Channel Description
-This Work covers construction of persuasion channel at the Vassar Meadow and Five-Acre Meadow Sites, requiring excavation, haul, and all other tasks associated with completing the Work as specified.
-Persuasion channel can be broken up into two types. First is persuasion channel to be constructed away from the existing thalweg, as shown on Sheet C1 and Sheet C3 of the Drawings (this equates to a total of 2,305 linear feet). Construction of this channel type will require excavation of existing ground within the historic floodplain and generate, as a result, topsoil material that can be used elsewhere on the Site. The second channel type is shown on Sheet C2 of the Drawings (120 linear feet total) and will be constructed through fill areas, in most cases following the existing thalweg alignment. For this type of persuasion channel construction, excavation of existing ground is not necessary as the channels can be formed and constructed in conjunction with placement of the fill areas (see Bid Item 11). No topsoil material will be generated from construction of the second persuasion channel type. Persuasion channels through fill areas will be oversized by 6 inches to accommodate sod mats as shown on Sheet D3 of the Drawings.
Execution
-Refer to the Drawings (Sheet C1 through C3) for approximate locations of proposed persuasion channel.
-Prior to excavation of persuasion channel, Contractor shall harvest existing sod in areas delineated by the CO in accordance with Bid Item 12 and Bid Item 13.
-Excavate persuasion channel in accordance with the typical dimensions specified on Sheet D3, Detail 2 of the Drawings. The typical cross sections shown provide a general guideline of the size and geometry of persuasion channel to be constructed, however, Contractor shall work with the CO to provide significant variation in channel size and shape along the proposed alignment.
-Overexcavate persuasion channels by 6 inches for areas that will require installation of wetland sod mats by others. Refer to Sheets C1 through Sheet C3 of the Drawings for wetland sod mat locations along the persuasion channel alignment. For construction of persuasion channels through fill areas (see Bid Item 11 and Detail 2 on Sheet D6 of the Drawings), overexcavation for wetland sod mats shall extend 3 feet beyond the upstream and downstream ends of the fill areas. Wetland sod mats will be provided and installed by Government. Coordinate and schedule this work appropriately with the Government revegetation professional.
-Along the persuasion channel alignments, incorporate small pools that are anywhere from 2 to 4 feet deep, no more than 5 feet wide, and 10 to 15 feet long, spaced (only as a general guideline) approximately 50 feet apart. Pool side slopes may be as steep as allowed by angle of repose of native materials. Work with the CO to construct pools that are varied in space and size, without the occurrence of obvious patterns. Provide gradual slopes into and out of the pools, especially on the upstream end. See the Drawings (Sheet C4) for approximate proposed grades meeting the specifications stated above.
-Excavated soils shall be hauled and utilized as topsoil fill material at nearby ditch plugs (Bid Item 10) and/or fill areas (Bid Item 11).
-Haul of excess soils generated from persuasion channel construction to other project locations shall be incidental to this Bid Item and shall be accounted for by the Contractor as appropriate in their bid.
-Refer to Sheet C5 of the Drawings for information on the estimated earthwork quantities associated with persuasion channel construction, including excavation volumes and anticipated resulting reusable material types.
- Aside from placement of harvested sod as requested by the CO (see Bid Item 12), revegetation of excavated persuasion channels will be performed by others.
Measurement
