Continuation of SF1449 Block 27: The full text of a clause or provision may be accessed electronically at www.arnet.gov/far/ Scope of Contract
It is the objective of this contract to obtain high quality services to ensure adequate fuel reduction of the hazardous fuels generated through logging activities (Abes Animals 54, Cherry Pit 6, 7, 20, 21, & 22) and to achieve site preparation of regeneration units for planting (Abes Animals 39, 53, & 55;Cherry Pit 19, &24). Abes Animals 54, Cherry Pit 6, 7, 20, 21, & 22 were harvested with a commercial thinning silvicultural prescription. Areas to be treated in commercial thinnings are machine corridors identified by the Forest Service treating 25% of the area of each unit. The remaining units previously mentioned are regeneration units and were treated with a Seed Tree or High Retention Shelterwood silvicultural prescriptions. The resulting fuels generated from harvest activities will be treated to the specifications of the contract within the boundaries of each harvest unit. The Contractor shall perform this work in compliance with all terms, specifications, and provisions of this Contract. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government-furnished), and incidentals necessary to perform fuel reduction services on the designated areas.
Fuel loading may be reduced either through the removal of the material from the sites for utilization or through the creation of machine piles on-site, which would then be treated by the Forest Service to complete fuel reduction. The Forest Service prefers to have as much material as possible removed from the site.
LOCATION AND DESCRIPTION
(1) Item 1: Abe’s Animals 39, 53, 54, & 55
The project consists of reducing fuels generated through harvest activities on Regeneration Units 39, 53, & 55 as well as Commercial Thinning Unit 54 of the Abes Animals Timber Sale. The project area is on the Palouse Ranger District of the Nez Perce-Clearwater National Forests. All of the units are located on the same forest road. Project site is located on forest road 3321 North and East of the community of Bovill. Drive North from Bovill on state highway 3 for 3.5 miles and turn left onto Forest Road (FR) 377. Drive West on FR 377 for 1 mile and turn left onto FR 3321. FR 3321 is a gated road and is locked year round, a key will need to be checked out in order to gain access by vehicle to the work site. Drive south and west on FR 3321 for 4.6 miles to the east edge of unit 39 this unit lies on the south and north side of the road. Continue traveling west on FR 3321 for another 0.75 miles to a junction with FR3321 and FR3322. At this junction keep right onto native surfaced road FR3322 (note this road is difficult to travel on when road conditions are wet). Travel 1.0 miles from the junction to the east edge of unit 53 which lies on the south of the road. Continue west on FR3322 for 0.25 miles to the east edge of unit 54 on the north side of the road. Continue west for another 0.17 miles to east edge of unit 55 on the south side of the road.
Unit 39 is a 5 acre seed tree with reserves regeneration unit that was harvested with ground based logging systems. Unit 53 is a 40 acre high retention shelterwood of which 24 acres will be treated with machine piling. Unit 55 is a 16 acre high retention shelterwood of which 12 acres will be treated with machine piling. The slash load resulting from harvest activities will be built up into piles meeting the specifications of the contract and will be treated in the fall to allow site prep for silvicultural tree planting and hazardous fuels reduction. Boundaries are identified in the attached map and boundaries are marked onsite with vertical orange or blue paint on boundary trees.
Unit 54 is a 69 acre commercial thinning that was primarally harvested using ground based logging systems. Select machine trails and corridors identified by the Forest Service will make up the area to be worked which totals 18 acres or ~25% of the area of the unit. The unit will have the resulting slash from harvest activities built up into machine piles meeting the specifications of the contract. The constructed piles will be treated in the fall by Forest Service employees. Boundaries are marked with vertical orange or blue paint on boundary trees. All main skid trails and corridors identified by the Forest Service will make up the area to be worked which totals 25% of the harvested unit.
(a) Sub-item 1.1: Abe’s Animals Unit 39 (5 acres), will require fuel reduction through the construction of slash piles. Piles will have to meet size specifications as defined in the contract. The harvest prescription for this unit was a Seed Tree regeneration harvest. The unit to be piled was slashed by the purchaser.
(b) Sub-item 1.2: Abe’s Animals Unit 53 (24 of 40 acres to be piled), will require fuel reduction through the construction of slash piles. The unit to be piled was slashed by the Forest Service in 2014 and completed in 2015.
(e) Sub-item 1.5: Additional hourly work is not guaranteed under this contract, but if requested, would be for incidental work in nearby areas.
Contractors are encouraged to visit the project site in this solicitation, as well as areas that have been successfully piled to these specifications in past contracts. These units are behind a locked gate that is locked year round. A key may be checked out at the Palouse Ranger Station in Potlatch, Idaho in order to visit the work sites. Contact the following the fire/fuels employees for additional information; Lisa Spinelli, Alan Carlson, and Renee Kuehner at (208) 875-1131.
(2) Item 2: Cherry Pit Machine Piling, 3 regen units, & 5 commercial thinning units.
Note: In the Cherry Pit sale area work will have to be done in order to reopen access to units due to contract timing requirements for the purchaser of the timber sale to decommission and rehab temp roads and machine corridors. Considerable travel distances will be associated with work performed in units 21 & 24 due to temp roads having been obliterated. It is expected that this additional time spent walking machines in and out and recreating and upon completion reclosing access into units will be reflected in bids made on the advertised contract. Due to the presence of a Goshawk nest within the project area Cherry Pit units 19, 20, & 22 cannot have any work performed in them until after August 15.
The project consists of reducing fuels generated through harvest activities on Regeneration Units 19, & 24 as well as Commercial Thinning Units 6, 7, 20, 21, & 22 of the Cherry Pit Timber Sale. The project area is on the Palouse Ranger District of the Nez Perce-Clearwater National Forests. Project area is located 3 miles north and east of the community of Helmer, Idaho along State Highway 3/8 and on Forest Road 1444. From Deary, Idaho drive east on State Highway 3/8 for 7.52 miles turning right onto turnout frontage road. The first gate in the fence gives access to Cherry Pit Unit 20. Continue past the first gate (going north) on the frontage road to the second gate, this gives access to Cherry Pit Unit 19. For units 6, 7, 21, 22, & 24 continue past the frontage road on State Highway 3/8 for 1 mile then turn right onto FR 1444. After turning off of the highway keep right within the first 0.1 mile and travel 0.2 miles to where the road Y’s and keep to the right. At this point to the west (right) of the road is a corral with a gate through the fence. Through this gate will give you access to units 7, 21, & 24. Continue past the corral for 0.2 miles on FR 1444 to unit 6. Continue south on FR 1444 for 0.75 miles to a rehabilitated landing area on the right (east) side of the road. This is the middle of the eastern flank of unit 22.

TECHNICAL SPECIFICATIONS
1) DESIRED FUTURE CONDITION
The work objective is to provide adequate fuel reduction in the regeneration and commercial thinning units such that the desired future condition as described below is met.
The work, whether done under hour or acre unit measurement, will be performed to accomplish the following specific performance objectives:
(a) Item 1: Abe’s Animals 39, 53, 54 & 55, Item 2: Cherry Pit 6, 7, 19, 20, 21, 22 & 24:
The contractor shall excavator pile all slash meeting the contract specifications on all acres of the identified work area where slopes are appropriate for machine use. This is being done for removal of hazardous fuels generated through timber harvest activities and in regeneration harvest units to create plantable areas post piling. Material will be predominantly burnable organic matter with a minimum of soil content.
On regeneration harvest units (Abe’s 39, 53, 55 & Cherry Pit 19, & 24) scarification for site preparation will be accomplished through the activity of the machine constructing piles.
(b) If the desired future condition will be met wholly or in part through the creation of machine piles, then slash and debris meeting the following description for “Material to be Piled” shall be piled in such manner that will provide for:
· Complete and unattended combustion of the piles with relatively minor effort of ignition.
· Piles shall have no significant quantities of soil mixed with material that would impede free combustion. Exceptions are scattered pieces of wood and isolated pieces of slash described under “Long-term Nutrient Recycling” that shall be left on each acre to provide nutrients and shade for young trees.
· Where feasible, piles shall be placed in such a manner that they may be reached from the road to facilitate any potential future utilization opportunities.
The size classes of material to be piled, the approximate dimensions of the piles and the approximate percentages of material to be piled and to be left laying on the worksites are as follows. Minor adjustments to these specifications may be ordered by the Contracting Officer’s Representative (COR) on a unit-by-unit basis. The work, whether done under hour or acre unit measurement, will be performed to accomplish the specific objectives listed under ‘Performance Objectives’.
2) EQUIPMENT PERFORMANCE CAPABILITIES
All equipment shall be in good operating and mechanical condition and operated in a proper and safe manner. The Contractor shall use equipment meeting the following capabilities:
(a) Safety:
The equipment used to perform this work shall meet all safety standards and shall be in good mechanical condition. Adequate guarding is required to protect both machine and operator and a seat belt is required for the operator. Past experience indicates this type of operation can expose the machine and operator to significant hazards caused by dislodged falling material or debris projected toward the machine from front, top, sides, and bottom.
(b) Slopes:
Equipment must be capable of operating on slopes up to, but not exceeding, 35%. Slopes exceeding 35% will seldom be encountered. Slopes generally will vary from 0 - 35%, with a mean general average of 15 - 25%. Piling on slopes steeper than 30% would only occur on occasional tractor corridors where direct upslope - downslope operation will take place. Sidehill operation on greater than 35% slopes will not be required.
(c) Details:
For piling, the equipment shall be capable of reaching up to 20 feet on either side of the machine and shall be capable of piling slash a minimum of 10 feet in height from ground level. Grapple, bucket, brush rake, or combination, shall be able to support the weight of the machine to lift the machine off stumps and rocks, and to assist moving the machine on steep ground. A crawler-type excavator with horsepower rating of 80-125 hp has successfully performed this type of work in the past.

3) PERFORMANCE OBJECTIVES
(a) MATERIAL TO BE TREATED:
Items 1 & 2 - Abe’s Animals 39, 53, 54 & 55; Cherry Pit 6, 7, 19, 20, 21, 22, & 24 Size: Logging slash, uprooted brush, and excessive concentrations of organic, burnable material. Material in the 0"- 6" size class will be treated. Material will be predominantly burnable organic matter with a minimum of soil content.
Quantity/Area: Designated corridors of the identified area listed where slopes and leave tree spacing are appropriate for machine use will be treated, unless otherwise specified, in which case all of the area will be treated.
(b)
PILE REQUIREMENTS:
Material must be placed into piles of sufficient height so that piles will ignite readily and burn up completely. Emphasis will be placed upon pile compaction and height over pile width because high (hay stack) machine piles that are well-compacted ignite readily and burn up completely. More than a minor amount of soil included in the pile will inhibit clean combustion and will be required to be repiled. Slash must be tightly pressed into piles as opposed to loosely arranged in order to support complete combustion. Piles will not be closer than 15 feet to unit boundaries and leave trees inside of the unit. Minimum pile height is 6 feet. Past experience indicates that a ratio of two vertical feet to three horizontal feet results in piles with optimal burning capability. For example, a pile 6 feet in height should be 9 feet wide or a pile 12 feet in height should be 18 feet wide. These are the guidelines to be used in determining a pile's acceptability. In areas of units that contain a minimum of slash, piles can be made smaller than the specifications indicated with the approval of the COR. Small, too close to leave trees, poorly constructed, and piles that are placed close to one another will not be accepted and will be reworked until the work is acceptable and within the specifications of the contract.
4)
RESOURCE PROTECTION:
Work will be performed in such manner that resource damage is minimized and/or mitigated at all times. Damage to delicate soil compositions, creation of erosion potential, and scarring of leave trees and standing adjacent timber will not be acceptable.
Any existing facility including but not limited to roads, water bars, culverts, drainage ditches, fences, cattle guards, bridges, pavement, or structures that are damaged as a result of the Contractor's actions shall be repaired or replaced by the Contractor at no cost to the Government.
The Contractor will not operate any equipment within 20 feet of any live stream.
5)
NOXIOUS WEED CONTROL:
In order to prevent the potential spread of noxious weeds, contractor will be required to use weed-free equipment. Contractor will remove all mud, dirt, and plants from all off-road equipment before moving onto National Forest land and inside the project areas. Cleaning must occur off National Forest lands. Equipment must be inspected by the Government prior to moving onto National Forest lands.
6) SALVAGE
Biomass removal will be permitted under this contract. Biomass is defined as vegetative material not meeting merchantability specifications, lodgepole pine less than six (6) inches in diameter at breast height (7” DSH), and all other tree species less than seven (7) inches in diameter at breast height (8” DSH).
7) ROAD CLEARING
Areas identified as roads shall be kept clear of contractor created slash piles from the top of the cutbank to the downhill edge of the fill. Slash piles will not be permitted on road surfaces.
8)
FUEL STORAGE
If the Contractor maintains a cache or storage of petroleum products on site of 100 gallons or more, Contractor shall provide a Spill Prevention Control and Countermeasures Plan. Contractor shall take appropriate measures to ensure containment of any spill from storage and keep from entering any watercourse, stream, or body of water. It is the responsibility of the Contractor to notify the COR immediately if there is a spill of 5 gallons or more of any petroleum product. The Contractor shall be held liable for cost of clean up and restoration of resource.
9)
REFUELING
All refueling, maintenance, servicing, and repairs shall be done at landings, roads, turnouts or similar hardened surfaces. Fuel, oil, or other liquids contained in tanks, equipment, reservoirs, or storage for operations site shall not be dumped on the ground.

3) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
4) If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may:
· Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and
· Reduce the contract price to reflect the reduced value of the services performed.
5) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:
· By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service; or
· Terminate the contract for default.
G. GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN
1)
INSPECTION:
The Contractor shall notify the COR when each item is complete and ready for inspection. The Government will make a visual inspection of each contract item to determine quality. If the visual inspection reveals the probability of missed objectives, the Contractor shall review the unit with the COR to determine if there is agreement.
