· Select short needle conifers competing with Ponderosa Pine with a DBH of 6 inches or less.

· Leave all pine and conifer trees which exceed a maximum DBH cut limit of 6 inches, unless identified by the COR.

2. FUELS TREATMENT

a.

Contractor shall reduce fuel as defined by this contract to a depth of 12 inches or less.

b.

The result of the fuels treatment will be small debris (limbs, sticks, needles, “chips”) less than or equal to 3 inch diameter x 1 foot-4 feet in length over entire treatment area. Piles of this debris greater than 3 inches deep or 25 square feet are unacceptable.

c.

Where they exist, at least 4 dead and downed logs per acre shall be retained. Dead and down logs are to be 12 inches in diameter on the smaller end and at least 8 feet in length.

d.

Equipment shall use existing skid trails wherever possible. Heavy equipment shall minimize turning by retreating on its path of entry when possible and by turning on existing roads, landings and hardened areas.

e.

Contractor shall remove any debris, slash material or chip residue, that is cast into or falls onto roadways (including cut banks and road shoulders) prior to the operation changing operating locations within the project area.

Definition: "Services," as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.

1) The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires.

2) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.

3) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.

4) If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may:

· Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and

· Reduce the contract price to reflect the reduced value of the services performed.

5) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may:

· By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service; or

· Terminate the contract for default.

G. GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN

1)

INSPECTION:

The Contractor shall notify the COR when each item is complete and ready for inspection. The Government will make a visual inspection of each contract item to determine quality. If the visual inspection reveals the probability of missed objectives, the Contractor shall review the unit with the COR to determine if there is agreement. Missed Performance Objectives will be reworked at the contractor’s expense. If the COR and Contractor do not agree with results of the visual examination, the following systematic procedures will be used for inspection.

2)

SYSTEMATIC INSPECTION PROCEDURE:

Each contract item in question will be inspected to determine acceptability in accordance with the objectives. Upon receipt of notice from the Contractor of unit completion, a mutually agreed upon date for inspection will be arranged. The Contractor is encouraged to observe the inspection. The results will not be averaged with any other item for payment purposes. If the results indicate the need for rework, unsatisfactory portions of the unit will be reworked at the contractor’s expense. Inspections necessitated by the rework shall be paid for by the Contractor based upon actual costs to the Government.

Area will be evaluated for adherence to Technical Specifications of this contract. Specifically, Performance Objectives will be closely monitored.
