01800 – MEASUREMENT AND PAYMENT

Part 1 – General

1.1 Description – Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and included in the payment of the pay items in the Schedule of Items.

1.2 Method of Measurement – The following methods of measurement are used to determine contract quantities for payment.

For individual construction items, longitudinal and lateral measurements for area computations will be made horizontally or corrected to horizontal measurement unless otherwise specified.

Structures will be measured according to neat lines shown on the Drawings or as altered by the Contracting Officer (CO) in writing to fit field conditions.

For items that are measured by the linear foot, such as water lines, etc., measurements will be made through the centerline of the pipes and fittings, unless otherwise shown on the Drawings.

1.3 Units of Measurements – Payment will be units defined and determined according to US Standard Measure and by the following:

a. Cubic Yard – A measurement computed by the following method.

1. Crushed Aggregate & Base Rock – Material in the Delivery Vehicle – The measurement computed using measurements of material in the hauling vehicles at the point of delivery. Vehicles shall be loaded to at least their water level capacity. Leveling of the loads may be required when vehicles arrive at the delivery point. The measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line (compacted, in-place).

b. Each – One complete unit which may consist of one or more parts.

c. Square Yard – 9 square feet. Longitudinal and transverse measurements for area computations will be made horizontally. No deductions from the area computation will be made for individual fixtures having area of 9 square feet or less.

d. Linear Foot – As applicable, measure the work along its length from end-to-end; parallel to the base of foundation; along the top; along the front face; or along the invert. Don not measure overlaps.

e. Lump Sum – Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as “All”. Estimated quantities of lump sum work shown in the contract are approximate.

1.4 Payment – One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item.

a. Contract Quantities (CQ) – These quantities denote the final number of units to be paid for under the terms of the contract. They are based upon the original design data available prior to advertising the project. Original design data includes the preliminary survey information, design assumptions, calculations, drawings, and the presentation in the contract. Changes in the number of units of the originally contemplated work will not be made unless authorized under one or more of the following conditions.

1. As a result of changes authorized by the Contracting Officer in the originally contemplated work. Minor changes to adjust balance points, etc. will not be considered changes in quantities.

2. As a result of the Contracting Officer determining that errors exist in the original design data used to determine designed quantities that cause a pay item to change by 15 percent or more.

3. As a result of the Contractor submitting to the Contracting Officer a written request showing evidence of errors in the original design data used to determine quantities that cause a pay item to change by 10 percent or more. The evidence must be verifiable and consist of calculations, drawings, or other data that show how the designed quantity is believed to be in error.

Final payment will be made for the contract quantities at the unit price shown in the Schedule of Items, subject to the Variation in Quantities Provision.

b. Actual Quantities (AQ) – These quantities are determined from measurements of completed work.

c. Vehicle Quantities (VQ) – These quantities are measured in hauling vehicles.

d. Lump Sum Quantities (LSQ) – These quantities denote one complete unit of work as required by or described in the contract, including, necessary materials, equipment, and labor to complete the job. They will not be measured.
