Amendment 01 – 05/02/2011

AG-02RC-S-11-0051 - JERU-LINDSEY DECOMMISSIONING AMD 01 (05/02/11): Question and Answers

Q1: Is the project site accessible now?

A1: No, still snow at the bottom with more snow falling as verified by Sandpoint Ranger District personnel. Also, due to wildlife restrictions the areas are behind locked gates. Questions should be addressed to Josh Nelson, 208-265-6610.

Q2a: Sediment and Erosion Control - Can Straw Bales be used?

Q2b: Also the contract spec mentioned Diversions, but none shown?

A2a: The Supplemental Specification 157.03 states that the Contractor is to submit an Erosion Control Plan that details permanent and temporary control measures. Therefore, Straw Bales can be used for the temporary control measure, but the project would also need additional permanent control measures in place such as the silt fence or similar structure and both structures listed in the plan.

The bales would have to be Certified Weed Free. The plan would be submitted at least 7 days prior to operation for approval.

A2b: Supplemental Specification 157.09 lists for Diversions when shown on the drawings. Jeru- Lindsey Decommissioning does not have any Diversions shown in the drawings so at this point is not planned for any Stream Diversions. Sheet 11, Note 5 of the drawings states to utilize the existing culvert for flow during excavation for as long as possible prior to removal to minimize sedimentation into the water.

Q3: Gradiant Control Structures: The contract lists the total quantity of the control structures. In other previous contracts it was identified how many per category of stream crossing.

A3: The contract is set up for AQ of 25 Gradient Control Structures. So we would have the Hydrologist determine how many we would want per crossing with a total of 25 because of the uniqueness of some of the crossings.

Q4: What is the typical CFS of the streams?

A4: It ranges from approximately 10 CFS during the construction window on the major Lindsey Creek Stream Crossings. The other stream crossings are typically smaller flows than Lindsey Creek but precise data is not available.

Q5: The contract talked about Access to the project through Josh Nelson. How is that set up?

A5: The project is behind a gate, and a key is required, so the project is walk in only until the project is awarded. After award, the coordination for access would be through Josh Nelson.

Q6: Is bonding required for this project?

A6: Performance and payment bonds are required for this project. See the clauses referenced or in full text at Section I of the solicitation (52.228-2 Additional Bond Security, (OCT 1997), 52.228-11 Pledges of Assets. (SEP 2009), 52.228-12 Prospective Subcontractor Requests for Bonds (OCT 1995), 52.228-14 Irrevocable Letter of Credit. (DEC 1999).

Q7: Do they have to use a dump truck to do the work, or can it be done with a dozer?

A7: In the Schedule of Items there are three pay items for equipment rental, a dump truck, a dozer, and an excavator.

Q8: Is there a lot of brush on the roads?

A8: The two areas where there is brushing is listed as the Selective Clearing Pay Item which will have minimal clearing as shown on Sheet 12 to pass equipment safely. Otherwise, the roads are drivable.

AG-02RC-S-11-0051 - JERU-LINDSEY DECOMMISSIONING AMD 01 (05/02/11): Question and Answers

Q9: Is there a way to have the start date earlier?

A9: The areas are near bear units and the start date listed is the earliest possible date considering these wildlife restrictions.

Q10: What are some of the depth of the culverts?

A10: On sheet 9 of the drawings, the main crossings, the table shows the depths on the Stream Channel Restoration Areas (SCRs).

The remaining SCRs not on the table that are categorized are similar to these. If the culverts are not categorized they were listed as Ditch Relief Culverts.

Q11: Is seeding done on the entire road?

A11: Sheet 11 notes state that the seeding and fertilizing will be on all disturbed areas, and Mulch will be within the SCRs.

Q12: Are the Structures logs or rocks? What is the purpose of those?

A12: Yes, they are logs and rocks and they help reduce velocity/energy of the water to reduce possible erosion.

Q13: Is this deep ripping because it listed only 6" or less otherwise bedrock? (For Jeru-Lindsey Decomm?

A13: This will be scarification and not full recontour the whole road. The deep ripping will be as shown on Sheet 12 for the SCR areas.
