STATEMENT OF WORK

9/2/2010

1 – PROJECT DESCRIPTION AND LOCATIONS

(a)Description of Work. Placement of Food Storage boxes and garbage containers at various sites across the Kootenai National Forest, to include purchase/construction of pads, leveling of flagged locations with aggregate, and attachment of appropriate bear boxes. The bear boxes are stored at the Libby Cache (see project area map – exhibit D).

The purpose of this service contract is to install the precast concrete pads and food storage boxes or garbage containers at various campsite locations across the Kootenai National Forest. See exhibit B for container specification.

Depending on specific site location, work may include more or less aggregate for leveling. There will be NO excavation at these sites and all leveling shall be done using aggregate. Staking shall be done by the Forest Service prior to leveling, pad placement and box installation.

Specifications. The Contractor shall haul the boxes from the Libby Cache to each site. Pads will be supplied by the Contractor. The Contractor will be responsible for loading, unloading, leveling of concrete pads, placement, and attaching the boxes in a manner that meets Americans with Disabilities Act (ADA) regulations.

ADA regulations are as follows: this will be done by placing aggregate to blend an area in front of boxes to 2 percent slope in any direction, with a 30” x 48” minimum clear space. All clearing where necessary will be done by the Forest Service. The Contractor will provide 3/8” minus aggregate for all leveling operations. The boxes will be attached to the appropriate pad on pre-set ½” J bolts, approximately 5” long that protrude 1 ½” above the pad surface (Exhibit B).

Pre-fabricated concrete pads will be constructed as outlined in the attached drawings for dimensions, J bolt placement, lifting insert placement, and rebar placement (Exhibit B and C). The pads will be constructed at a full 4” thickness and with a 5 bag mix. Pad dimensions must meet requirements outlined in Schedule B for appropriate box placement.

(b) Project locations. The work is located on the Kootenai National Forest headquartered in Libby, MT. Work locations are as specified in the Schedule of Items and located on the project area map.

(c) Pre-Bid Conference and Tour. A pre-bid conference/tour will not be conducted. Prospective offerors are encouraged to visit the project sites prior to submitting a bid.

(d) Start Work. It is expected that construction or purchase of pre-fabricated pads will be accomplished at the direction of the contractor. It is estimated that the installation service will begin around April 1, 2011 depending on site and seasonal conditions. The Contractor will start work within 15 calendar days of being issued a Notice to Proceed. Installation dates for specific location staking of each box will be coordinated with the Contracting Officer or if designated, the Contracting Officer Representative.

(e) Period of Performance. All work must be completed by July 1, 2011.

C-2 STATEMENT OF WORK/SPECIFICATION (AGAR 452.211-72) (FEB 1988). The contractor shall furnish all the necessary personnel, material, equipment services and facilities (except as otherwise specific), necessary to perform the work.
