TECHNICAL PROPOSAL

CONTRACTOR’S NAME___________________________________________________

1. Technical Approach. Describe how you will perform the work required by this solicitation. Include a detailed description of your approach and staffing to accomplish the identified cultural resource task (e.g. archaeological site re-recording, update/evaluation). Include the name, educational background, and relevant experience of those persons who will be performing this work, as well as describing the role they will fill in performance of this work.

2. Past Performance. List all similar projects performed in the last 5 years by those persons who will be performing this work, including the name and telephone number of the client representative. If problems were encountered on any of these contracts, describe them and the corrective actions taken to prevent a recurrence. We will assess your history of cooperation with clients and compliance with State and Federal laws, timely performance, and client satisfaction. Offerors with no relevant past performance will receive neither a positive nor a negative evaluation for this factor.

3. Experience. Describe your experience in performing work similar to that required by this solicitation, especially your experience in conducting cultural resource site recording activities within riverine environments of central Idaho.

PART I - THE SCHEDULE

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Scope of Contract

This contract will require the re-recording, monitoring, updating, and evaluation of previously recorded archaeological/historical sites along the Salmon River Wild and Scenic River Corridor.

If jet boats are used for this contract, the contractor shall use one of the twelve authorized operators listed on page 2-72 of the FCRNR Wilderness Plan, and cannot conduct fieldwork between June 20 and September 7 which coincides with the float permit (control) season along the Salmon River. The contractor also cannot camp along the river corridor in any previously reserved camp location. A list of prohibited camp locations will be made available to the contractor. The contractor must use approved fire pans and human waste receptacles while operating within the Salmon River Wild and Scenic River Corridor. Because of low-light conditions and snow conditions which may hamper ground visibility, no field work will be accepted that occurs between November 15 and March 15 of each year. Low water levels occurring on certain stretches of the Salmon River between September 8 and November 14 of each year may affect the use of jet boats as a form of travel.

No archaeological excavation activity is required or approved for either task. No collecting of surface artifacts is authorized under this contract unless the Principal Investigator determines them to be in imminent danger of destruction. The contractor shall meet the qualifications found in Appendix A of 36 CFR Part 61.

1) Update/re-record archaeological properties and evaluate each for their National Register eligibility- reporting each on the State of Idaho Access Program site form, and update/re-record historic buildings and main agricultural canals and evaluate each for their National Register eligibility - reporting each on the Idaho Historic Sites Inventory form. It should be noted that many sites were recorded in 1971 and have not been visited since by archaeologists. Thus descriptive and locational data for many sites are fragmentary and incomplete. It is also common to find historic components present at previously documented prehistoric sites. Often these historic components were not recorded or noted at the time the site was originaly recorded.

2) The results of the above field work are to be included in a final professional report summarizing all aspects of the field work, site-update work, findings, and relevance for greater archaeological interpretation/association and scientific understanding. A professional report will be required for each task order issued.

Location

The location of the cultural resource work will be within an approximate 17 mile stretch of the Salmon River between section 31 of T25N, R9E (near Rhett Creek), and section 20 of T24N, R7E (near Rugged Creek). All sites are located within the Wild and Scenic River corridor of the Salmon River. Detailed maps of the sites will be issued annually. General maps showing the estimated project area for 2010 work, and work corridors expected to be ordered in 2011 and 2012 are attached.

Site Visit No site visit is planned for this project. For further information, please contact Steve Lucas at the Nez Perce National Forest, 208 983-4040. (Section L, FAR clause 52.237-1)

Technical Specifications

The Contractor shall perform the work in accordance with the accepted technical proposal, relevant professional standards, and the requirements of the Idaho State Historic Preservation Office. The draft deliverables will consist of one paper copy of the inventory report and one paper copy of each site form and associated attachments. The final deliverable will consist of four paper copies and one digital copy of the inventory report, in addition to four paper copies and one digital copy of all site forms and associated attachments. At least two black and white 35 mm photographs will also be taken of each updated site. These photographs will be made on black and white film (e.g. Tri-X, Plus-X Pan, T-Max and 125 PX), using a black and white development process, on black and white archival paper. Kodak C-41 process film is unacceptable, as is color photography that is printed in black and white. Alternatively, digital photographs can be used that meet National Register printer/ink/paper archival standards (http://www.nps.gov/history/nr/publications/bulletins/photopolicy/index.htm). Per Idaho SHPO standards, the following requirements must also be met:

1) Each site’s photographs will be placed in archival sleeves and labeled on their back with a Schwan Stabilo #8046 pencil (or equivelent).

2) Only one photo can be placed in a given sleeve pocket.

3) Each photograph must be labeled with the site #, object of photo, date of photo, camera direction, name of photographer and roll #.

4) A photograph log(s) must accompany each site form.

5) All UTM coordinates must be based on the NAD83 projection.

6) Final site form submittals must be stapled including photo sleeves .

Government-Furnished Property The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

52.204-7 Central Contractor Registration (APR 2008)

(a) Definitions. As used in this clause—

“Central Contractor Registration (CCR) database” means the primary Government repository for Contractor information required for the conduct of business with the Government.

“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.

“Data Universal Numbering System+4 (DUNS+4) number” means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.

“Registered in the CCR database” means that—

(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and

(2) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record “Active”. The Contractor will be required to provide consent for TIN validation to the Government as a part of the CCR registration process.

(b)

(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the offeror’s name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the CCR database.

(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.

(1) An offeror may obtain a DUNS number—

(i) Via the internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or

(ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office.

(2) The offeror should be prepared to provide the following information:

(i) Company legal business name.

(ii) Trade style, doing business, or other name by which your entity is commonly recognized.

(iii) Company physical street address, city, state and Zip Code.

(iv) Company mailing address, city, state and Zip Code (if separate from physical).

(v) Company telephone number.

(vi) Date the company was started.

(vii) Number of employees at your location.

(viii) Chief executive officer/key manager.

(ix) Line of business (industry).

(x) Company Headquarters name and address (reporting relationship within your entity).

(d) If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

(f) The Contractor is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data. To remain registered in the CCR database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the CCR database to ensure it is current, accurate and complete. Updating information in the CCR does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.

(g)

(1)

(i) If a Contractor has legally changed its business name, “doing business as” name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in Subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to:

(A) Change the name in the CCR database;

(B) Comply with the requirements of Subpart 42.12 of the FAR;

(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor must provide with the notification sufficient documentation to support the legally changed name.

(ii) If the Contractor fails to comply with the requirements of paragraph (g)(1)(i) of this clause, or fails to perform the agreement at paragraph (g)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the CCR information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.

(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the CCR record to reflect an assignee for the purpose of assignment of claims (see FAR Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the CCR database. Information provided to the Contractor’s CCR record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of payment” paragraph of the EFT clause of this contract.

(h) Offerors and Contractors may obtain information on registration and annual confirmation requirements via the Internet at http://www.ccr.gov or by calling 1-888-227-2423, or 269-961-5757.

ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:

HEALTH & WELFARE: $3.50 per hour or $140.00 per week or $606.67 per month

VACATION: 2 weeks paid vacation after 1 year of service with a contractor or successor; 3 weeks after 5 years, and 4 weeks after 15 years. Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. (Reg. 29 CFR 4.173)

HOLIDAYS: A minimum of ten paid holidays per year, New Year's Day, Martin Luther King Jr's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans' Day, Thanksgiving Day, and Christmas Day. (A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) (See 29 CFR 4174)

THE OCCUPATIONS WHICH HAVE NUMBERED FOOTNOTES IN PARENTHESES RECEIVE THE FOLLOWING:

1) COMPUTER EMPLOYEES: Under the SCA at section 8(b), this wage determination does not apply to any employee who individually qualifies as a bona fide executive, administrative, or professional employee as defined in 29 C.F.R. Part 541. Because most Computer System Analysts and Computer Programmers who are compensated at a rate not less than $27.63 (or on a salary or fee basis at a rate not less than $455 per week) an hour would likely qualify as exempt computer professionals, (29 C.F.R. 541.

400) wage rates may not be listed on this wage determination for all occupations within those job families. In addition, because this wage determination may not list a wage rate for some or all occupations within those job families if the survey data indicates that the prevailing wage rate for the occupation equals or exceeds $27.63 per hour conformances may be necessary for certain nonexempt employees. For example, if an individual employee is nonexempt but nevertheless performs duties within the scope of one of the Computer Systems Analyst or Computer Programmer occupations for which this wage determination does not specify an SCA wage rate, then the wage rate for that employee must be conformed in accordance with the conformance procedures described in the conformance note included on this wage determination.

Additionally, because job titles vary widely and change quickly in the computer industry, job titles are not determinative of the application of the computer professional exemption. Therefore, the exemption applies only to computer employees who satisfy the compensation requirements and whose primary duty consists of:

(1) The application of systems analysis techniques and procedures, including consulting with users, to determine hardware, software or system functional specifications;

(2) The design, development, documentation, analysis, creation, testing or modification of computer systems or programs, including prototypes, based on and related to user or system design specifications;

(3) The design, documentation, testing, creation or modification of computer programs related to machine operating systems; or

(4) A combination of the aforementioned duties, the performance of which requires the same level of skills. (29 C.F.R. 541.400).

2) AIR TRAFFIC CONTROLLERS AND WEATHER OBSERVERS - NIGHT PAY & SUNDAY PAY: If you work at night as part of a regular tour of duty, you will earn a night differential and receive an additional 10% of basic pay for any hours worked between 6pm and 6am.

If you are a full-time employed (40 hours a week) and Sunday is part of your regularly scheduled workweek, you are paid at your rate of basic pay plus a Sunday premium of 25% of your basic rate for each hour of Sunday work which is not overtime (i.e. occasional work on Sunday outside the normal tour of duty is considered overtime work).

HAZARDOUS PAY DIFFERENTIAL: An 8 percent differential is applicable to employees employed in a position that represents a high degree of hazard when working with or in close proximity to ordinance, explosives, and incendiary materials. This includes work such as screening, blending, dying, mixing, and pressing of sensitive ordance, explosives, and pyrotechnic compositions such as lead azide, black powder and photoflash powder. All dry-house activities involving propellants or explosives. Demilitarization, modification, renovation, demolition, and maintenance operations on sensitive ordnance, explosives and incendiary materials. All operations involving regrading and cleaning of artillery ranges.

A 4 percent differential is applicable to employees employed in a position that represents a low degree of hazard when working with, or in close proximity to ordance, (or employees possibly adjacent to) explosives and incendiary materials which involves potential injury such as laceration of hands, face, or arms of the employee engaged in the operation, irritation of the skin, minor burns and the like; minimal damage to immediate or adjacent work area or equipment being used. All operations involving, unloading, storage, and hauling of ordance, explosive, and incendiary ordnance material other than small arms ammunition. These differentials are only applicable to work that has been specifically designated by the agency for ordance, explosives, and incendiary material differential pay.

** UNIFORM ALLOWANCE **

If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:

The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day).
