Questions

Q: What is the difference between RFQ and RFP?

A: This project is an RFQ. RFQ is an acrynom that stands for Request for Quote and RFP is for Request for Proposal. The only significant differende between the two is not in the evaluation method, bt in the differing points at which offer and acceptance occur. Both can trade off price against non-price factors.

Q: How would you calculate maximum amount for last 3 categories listed in the solicitation? For example if a unit is 200 acres from road, how would the last 3 categories work?

A: Buffer project area by zone, but recommendation is to quote by zone. Pay line items can be with same polygon. The three catagories where developed to provide a competitive range for bidding purposes and that a single unit spray unit with incompasses mutliple catagories would still be a single bid item in a TO.

Q: What about extreme polygons that require to fly into Middle Fork for inventory?

A: TOs that require significant transportation/ logistical costs would be of adequate size to make the per acres cost reasonable for both the Vendor and the Government.

Q: Why were the vendors not provided with the government esitmate specifically the maximum?

A: Price shall be evaluated. Page 8 pricing consideration shall be within competitive range. The competition is within the Task Order (TO) itself.

Q: How do we find sites for each TO?

A: All TOs will include location information if additional information is required vendors may contact the COR

Q: What is the response time to respond to each TO request?

A: 15-20 days to respond and most of the time no formal site visits will be held. The actual period of performance (start to end dates) will be specified in each TO. All work under each TO shall be completed within a year; however, extensions for unforeseen circumstances (natural disasters) may be given.

Any other extension granted, may require to request consideration. H. 2. Page 39 for more details.

Please see G. 1. Page 36 will be amended to state the following:

The Government will place Task Orders with the Contractors in writing by regular mail, fax or e-mail, so that Task Orders may be processed in a timely manner. Awardees will be required to confirm the receipt by e-mail within a reasonable amount of time. The date of the order placed by the Government will determine the estimated pricing for each year and each work activity, as specified in Section B.2.

Q: How will each TO request be advertised?

A: Via e-mail from Kellie Shaw, Contracting Officer. For documentation purposes, acknowledgement of receipt of each TO would be required.

Q: Is it required to bid on all line items? Is there a minimum amount of line items we have to quote on?

A: Only bid on items applicable to your company since not all companies do all work included. There is no minimum amount you have to quote on. Just consider the fact that if IDIQ award is not made on specific line item, will not be considered for TOs awards that include those line items that you did not price on.

Q: Explain a polygon.

A: Series of points that are connected together to show infestation as a polygon. Polygon shall be closed. Digital polygons, per Exhibit 4A and 4B shall be received for all units.

Q: What was the basis of the decision to not list the herbicide on the Schedule of Items?

A: Herbicides used on each TO will differ; therefore, the rate at which each herbicides will be used and chemical used will be requested to be written in a plan and submitted per each TO.

Q: What volume of past performance is required?

A: Similar type of projects within the past 3 years is requpired. Please see section L.3.1.2 page 107 3.

1. Exercising option years is on the discretion of Government. Notice of Intent is sent within 60 days prior to each year’s expiration date. Actual modification to extend will be 30 days prior to expiration each year.

1.1. 2nd option year will be issued during May to complete next option year.

1.1.1. Each TO will need to be completed within a year of the TO being awarded due to Appropriation Law and the Bona Fide Need Rule.

2. Applicable contractual information specified as follows:

2.1. Economic Price adjustment does not apply.

2.2. Page 8 lists minimum and maximum.

2.2.1. $1,000 guaranteed minimum each year and the life of the IDIQ is not to exceed $900,000.

2.2.2. Page 6 of solicitation shall read “TO”

3. Exhibits 7 only references the Frank Church – River of No Return Wilderness and that the Wilderness use requirements in exhibit 7 will also be requirements in the all wilderness on the SCNF GPS requirements for herbicide treatment. GPS requirements for herbicide treatment

3.1. GPS tolerances are listed in Exhibit 2A, but if infestation occurs as scattered points, polygons will be required

3.2. Data standards require all work to be converted to ESRI. Technical Proposal Part B page 106, required to identify GPS receivers proposed for work. Cannot require brand name of equipment; however, final product shall be read or converted to ESRI. This requires the use of resource grade GPS receivers.

3.2.1. One of the qualifications listed on page 26, C.6.8 shall know FS noxious weeds and C.1.4 involves application recommendations. Once polygon expectations have been identified, contractors required to recommend herbicides and appropriate usage rate. The Government reserves the right to use the commendation provided or to require the use of particular herbicides and use rates.

4. Definitions have been expanded and are listed on page 13. It was not recommended by the contractors present to expand any further on the definitions provided.

5. Biological opinions from the U.S. Fish and Wildlife Service and the National Marine Fisheries Service have been received. The Record of Decision to implement new SCNF invasive species management has now been signed.

6. Preference to Government for Picloram and Dicamba to stay out of 50 foot zone. The new Record of Decision now permits the use of all other approved herbicides per label direction.

7. Clarification

7.1. Exhibit 11 – can use samples or use your own, just need to meet minimum requirements.

7.2. Page 20 of the solicitation will be more specific in each TO.

7.3. Herbicide zone restriction will be specified in each TO.

7.4. Page 23 and 24 – professional herbicide applicator’s license in Idaho is required in order to spray. Physical proof shall be included in proposal with a copy of both front and back of license. Shall be roadside and Ag herbicide and all other specific criteria see c6.1 page 104. Copy of liability is not required to include in proposal; however, is required by the State of Idaho.

7.5. Section E – performance based contract, requires contractors inspection forms. Government can request re-work or reduction in the amount of invoices if performance standards are not met.

7.6. Contractor does own Quality Control Plan

8. Be sure to address each evaluation factor and be as specific as possible.

8.1. For example:

8.1.1. If you will not have subcontractors, state that no subcontractors will be used. If you do not at least provide a statement then evaluation team will consider proposal non-responsive for this factor.

8.1.2. Any personnel that will be used, be sure to specify what role and responsibility they will have. Even if owner is holding multiple roles, need to be specified in proposal.

8.1.3. Explain intentions to meet each requirement

8.1.3.1. If there are items that do not apply, specify why the item does not apply.

8.1.4. Sustainable Bio-preferred Products

8.1.4.1. Identify a list of products that will be used. In order to know what qualifies as a bio-preferred product, be sure to see page 27-28 of solicitation.
