In the meeting room:

Government representative Jeff Parker went over the Statement of Work, Specifications and Drawings and reminded offerors to pay close attention to contractor requirements listed in Sections C, H, L, and M.

Government representative Judy Martin passed out the Helpful Hints for Proposal Preparation handout to attendees. HubZone subcontract requirements were gone over. A prime contractor receiving an award as a qualified HubZone must meet the following performance requirements: One or more qualified HubZone must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HubZones. Meaning for General Construction, the prime HubZone contractor may complete at a minimum 15% and subcontract at a minimum 35% of the cost of the contract performance incurred for personnel to one or more qualified HubZone contractors to meet the 50% requirement.

Government representative Judy Martin also went over the Davis-Bacon Act requirements. All laborers and mechanics performing work on the project must be paid at a minimum the Davis Bacon wage rates for appropriate labor categories. There is no exemption for owners, except truck drivers, or relatives/family members who operate equipment or perform as a laborer from the Davis Bacon Act and must be paid the prevailing wage rate for the classification of work performed and included in the payroll records.

The Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP03 applies to this project with supplemental specifications inserted into the contract. The specifications may be downloaded at www.wfl.fhwa.dot.gov or purchased from the Government Printing Office at www.bookstore.gpo.gov.

Q: Do you have stream flow data available?

A: Yes, stream flow information may be found in the Supplemental Specifications 157 – Soil Erosion Control, Page 26 of 50.

Q: Will the contractor be responsible for providing riprap?

A: No, the riprap is Government provided and located at the bridge site.

Q: Sheet 3 of 8 of the drawings, does this show cross sections of new bridge?

A: Yes, the shaded areas represent the old abutements, and then the drawings also show the new abutement locations.

Q: What is the vertical scale on the drawings?

A: The grid lines are 10 feet.

Q: Will the streambed need to be reconstructed?

A: No instream structure placement is required, the streambed will remain the same.

Q: How will the Government measure pit-run?

A: The Government will measure compacted cubic yards in place, no counting of trucks, this will be a Contract Quantity item, not an Actual Quantity item.

Ditch Creek Bridge Site

Q: Will the contractor be required to leave the spur road open?

A: No, the contractor may use the spur road as a staging area.

Q: What size are the culverts that need installed?

A: A culvert list will be provided after award with the actual sizes of the culverts required.

Q: Where do we dispose of the rubber water bars?

A: The roadway belt water deflectors shall be disposed of in accordance with Supplemental Specification 203 – Removal of Structures and Obstructions.

Q: Is the contractor responsible for loading the bridge at the Government site?

A: The Forest Service can load the bridge but will require coordination with the Forest Service to schedule the forklift.

Q: May equipment cross through the creek?

A: Equipment may not cross through a fish occupied live stream , equipment may traverse the creek only after de-watering has occurred.

Q: Will silt fence be required?

A: An erosion control plan is requied, the Government would prefer straw waddles or straw bales be used verses a silt fence.

Q: What will the Government be staking?

A: The Government will stake the center line, abutements, and culvert locations.

Volter Pit Site

Q: How much overburden will need to be removed?

A: Remove overburden from aggregate layer exceeding 6 inches in depth, then uniformly mix aggregate layer with the remaining 6 inches of overburden.

Q: Can the wood abutements be disposed of at the pit disposal site?

A: Supplemental Specification 203-Removal of Structures and Obstructions states that he existing native log bridge abutements shall be removed and disposed of off of forest land; however, pure untreated wood including the bridge abutements and pile of old deck material on site, may be disposed of at the disposal site at the Volter pit.

Amend Solicitation as follows:

1) Refer to Section M – Evaluation Factors for Award, M-2 Award Statement, Page75 of 75, paragraph two, remove in its entirety.
