Pay close attention to contractor requirements listed in Sections C, H, L, and M. Because of the sensitive nature of the stream as bull trout habitat, the stream quality will be monitored during the spawning season. The method and maintenance of the de-watering system for the in-stream work will be very important to the submitted proposal. Fish in the work area will be removed before the de-watering system is in place. The erosion control and the de-watering plans may be separate or combined into one plan.

The solicitation is in the $100,000 to $250,000 range. The Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP03 applies to this project with supplemental specifications inserted into the contract. The specifications may be downloaded at www.wfl.fhwa.dot.gov or purchased from the Government Printing Office at www.bookstore.gpo.gov. Heavy Highway Davis-Bacon wages apply to this project.

Material Source Q: Asphalt is required?

A: Asphalt is an Additive Item, and may or may not be awarded based on available funding at time of award Q: Is the asphalt a hot or cold mix?

A: Asphalt is a hot mix and there is a company in Salmon that can provide asphalt.

Q: Will the material source be the riprap source?

A: Yes.

Q: Is there an estimated quantity of riprap?

A: Yes, the quantity is stated in the solicitation.

Q: What if the material source does not contain enough material?

A: If the material source does not contain enough suitable material, the Government will provide another source.

Bridge Storage Location Q: Are the bridges all the same?

A: The bridges are the same length; however, abutement heights and skews are different.

Q: What is the weight of each bridge?

A: Approximately 45-50 lbs./cubic foot.

Q: Where is the hardware for the bridges currently?

A: Bridge hardware is currently being stored at the Indianola Guard Station.

Q: How much does each panel weight?

A: Approximately 5600 lbs. per panel.

Q: How will we know if all the parts are here?

A: At the time the contractor takes possession of the bridges, the Government and Contractor will inventory the bridges and hardware and complete a property transfer form for each bridge to ensure all parts are present and accounted for.

Q: Are bridges the same design?

A: The bridges are basically the same design but heights and skews are designed for each installation site.

Q: Are the holes pre-drilled in the bridges?

A; Stiffeners will not be pre-drilled, so some holes will need to be field drilled and treated on site.

Q: Is there a problem with drilling over live water?

A: If drilling over live water is necessary, the contractor must provide a method for catching any of the treatment product to prevent spillage into live water

Q: Are there load limits on the road?

A: Load limits that are currently on the bridges are tied to the bridges that are there currently. Bridge #1 currently has a 5 ton limit and Bridges #5 and #6 are condemned so you will not be able to haul over them.

Bridge #1

Q: Where are the control pins?

A: The Government will re-establish the control points & centerline of abutements prior to work starting.

Q: What about the telephone line that is lying on the bridge?

A: Rural Telephone has been contacted and will move the lines prior to construction. The Contractor may have to coordinate their de-watering and general construction site to assure continued phone service to the residence.

Q: Will the contractor be expected to provide conduit for the phone line?

A: Rural Telephone Company is resposible for providing a conduit for their line.

Q: Do you have August flow records?

A: Specification 157 Soil Erosion Control shows the mean flow, but not the peak flows.

Q: Where does the by pass road tie back into Indian Cr. Road?

A: Just past bridge #1. The by pass road runs directly through the Indianola Guard Station which will have crews stationed there, so minimize the use. The Forest Service road crew will establish the road, and the contractor will need to scarify & seed the road after bridge #1 is complete.

Q: Are there residences that are on the Indian Cr. Road?

A: Yes, there are several residences and a guest ranch. For that reason, the road needs to be kept open to traffic with only minor delays.

Bridge #5 Q: Where does the private land end?

A: The Forest Service boundary is just before Bridge #5.

Q: Where can we close the road at?

A: Indian Creek Road may be closed at the Forest Service boundary, or the contractor may negotiate with the private land owner to close it prior to the Forest Service boundary.

Q: Are the elevations spelled out in the solicitation?

A: There will be no construction staking, just centerline of the road and abutements and control points. Contractor is responsible for off-sets.

Q: What is our latitude for storage of materials & equipment?

A: This is a riparian area, so retain as much vegetation as possible. There is a wider location that may be used approximately 100 yards farther up the Indian Creek Road.

Q: Is most of the dirt work here?

A: Yes, bridge #5 requires the deck being raised approximately 4 feet so embankment needs to be brought in from the other bridge sites and the material source.

Q: Are compaction tests required?

A: Yes, contractor is responsible for testing each lift of the structural backfill behind the abutments.

Bridge #6 Q: Is a licensed surveyor required?

A: No

Q: What about removal and disposal of existing bridges?

A: Contractor is responsible for the removal and disposal of existing bridges off of Forest property.

Q: Why the October 17th completion date?

A: Because of the temperature issues for the asphalt and the opening of hunting season, the Government needs the bridges complete by October 17th.

Q: Can concrete be substituted for asphalt?

A: No
