317 TOTAL QUOTE
Contract elements are broken into seasons, with Winter Season covering November 1, 2015 through April 30, 2016; and Summer Season covering May 1, 2016 through September 30, 2016. The Humboldt-Toiyabe N. F. is seeking bids on a combination of all both seasons to cover surveys for the full year. However, funding is finite, and depending on the bids received, may not cover a full year of surveys. The highest priority contract element is to cover the Summer Season. The Humboldt-Toiyabe N. F. would like for potential Contractors to also bid on the Winter Season (the second priority for contract award) so that the Forest can award both seasons of survey work if the available funding is sufficient. Quote on all items. Only quotes to the nearest cent will be accepted. If the contract cannot be awarded by November 1, 2015, contract price will be negotiated with the successful bidder based on the earliest possible start date and the number of surveys on the Survey Calendar (Exhibit 1) after that date.
The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the quoter specifies otherwise in the quote.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Scope of Work
Scope of Work
To better understand the amount of recreation use and user satisfaction on the National Forests, the USDA Forest Service is surveying users on all forests through a random sampling system over the next four years. The Humboldt-Toiyabe National Forest is being sampled during the fiscal year 2015.
The Humboldt-Toiyabe N. F. has 317 surveys to be taken beginning November 1, 2015 (or earliest date contract can be signed) through September 30, 2016. If the contract cannot be awarded by November 1, 2015, contract price will be negotiated with the successful bidder based on the earliest possible start date and the number of surveys on the Survey Calendar (Exhibit 1) after that date.
Actual duration of the survey (when applicable) takes 6 hours at the site. In addition, road and or trail traffic counters (as required) shall be placed to count traffic for a 24 hour period of time, which includes the survey time. AM surveys take place between 8am and 2pm. PM surveys take place between 2pm and 8pm. Survey times may be adjusted by negotiations between the Contractor and the Forest NVUM Coordinator as needed to avoid conducting surveys during hours of darkness.
It is important that each survey be completed on the prescribed date and time as indicated on the attached schedule. No tolerance is allowed for convenience to persons performing the survey. The only reason for a survey to be delayed would be that the site is physically closed or access to the site is blocked. For such cases, a back-up calendar of survey locations will be provided.
In extenuating circumstances, when multiple staff are required for survey work on different districts on the same day, the contractor can work with the Forest NVUM Coordinator, preferably at the time of contract award, but at least three weeks ahead of the survey date in question, to ensure that one survey site is covered by a USFS employee, allowing the Contractor to focus on the other survey site(s). Generally, however, the Contractor should plan to cover all survey sites and days.
Location or Delivery
The actual survey sites are situated at specified Forest Developed Recreation Sites or other dispersed area locations on or near the Humboldt-Toiyabe N.F. A schedule will be included with a list of all the survey sites, and Forest Visitor Maps will be provided to the Contractor. District staff will be available to help the Contractor locate all survey sites. Maps with survey sites may be provided to the Contractor.
Accessibility by motor vehicle is generally good, although four-wheel drive and a high clearance vehicle may be required to access some survey sites. Most survey sites are reached by graded roads at a minimum, and paved roads in some cases. Weather and related road conditions could make access difficult in some of the more remote locations. Some wilderness survey sites may be interior to wilderness boundaries and must be accessed by foot or horse (no motorized or mechanized vehicle use is permitted inside wilderness areas; refer to Exhibits 3-7, maps). The Humboldt-Toiyabe N. F. has many geographically isolated districts and recreation sites, spanning the entire state of Nevada and a small portion of land in California.
The survey schedule is included as an attachment to section IV.
Period of Performance
The start date shall be either November 1, 2015 (or earliest possible date once the contract is signed), or May 1, 2016, depending on which seasons of survey work the Forest budget can afford to cover based on bids received. Prior to this date, the Government Representative will meet with the successful Contractor to review survey standards, completion date, and contract requirements. The ending date for the last survey is September 30, 2016. All Government furnished property (signs, counters, etc.) will be provided to the Government Representative as soon as possible in October or within several days of the contract start date in December or May. Completed survey forms must be returned to the Government Representative within two weeks of completion of the last survey.
Government-Furnished Property
The Government shall deliver to the Contractor at the pre-work meeting or at a later date prior to the first survey day as agreed upon, the following listed materials, supplies, property or services:
1. 2 sets of Forest Visitor Maps
2. Calendar of survey dates
3. Interview recording forms
4. Interview flash cards
5. Copy of "National Forest Recreation Use Monitoring" training manual
6. Training video
7. Traffic cones
8. "Traffic Survey Ahead" signs
9. "Survey site – Please Stop" signs
10. “Be Prepared to Stop” signs
11. Sign stands
12. Infra-red trail counters
13. Pneumatic hose traffic counters and accessories
14. Black bags to carry maps, calendar, forms, flash cards, manual, hand counter, and other miscellaneous items in
The Government may deliver maps of all the survey sites to the Contractor prior to or during the term of the contract.
All Government-Furnished Property shall be returned to the Contracting Officer's Representative prior to final payment.
Contractor-Furnished Equipment
The contractor shall furnish all equipment, labor, materials, (except Government furnished property as listed in Section II- 4), transportation, supervision and incidentals necessary to perform Recreation Use Surveys at times and sites listed below, on the Humboldt-Toiyabe N. F.
The following are recommended for successful contract performance.
1. Transportation to survey sites.
2. Clipboards.
3. No. 2 pencils, erasers, pencil sharpener.
4. Cellular/portable telephone for emergency communication.
5. Watch.
6. Hand-held tally counter.
7. Hammer, pliers, other small tools.
8. In addition, surveyors working in the field must maintain a professional appearance, wear uniform clothing appropriate to the field setting (such as a polo shirt), with a name tag identifying the surveyor and the organization for which he /she works.
Survey Requirements
(a) Contracted recreation use surveys shall be performed in accordance with the booklet National Visitor
Use Monitoring Handbook, dated July 2014, the Humboldt-Toiyabe N. F. NVUM Law Enforcement Plan, dated September 15, 2015 and the NVUM – Humboldt-Toiyabe NF, Job Hazard Analysis, dated September 20, 2014.
(b) Surveys shall consist of exit interviews (only those leaving the site for the last time) during assigned
6 hour periods plus traffic counts as directed by the above training manual. Survey dates and locations shall be followed for successful completion of this contract.
The Contractor shall perform recreation use surveys on dates and at times scheduled on the Government provided calendar. In cases of facilities being physically closed on planned survey days, back-up days may be assigned at the discretion of the Government. Back-up days will not be used in cases of convenience or bad weather.
(c) It should be noted that on 82 days (11 days in the Winter Season and 71 days in the
Spring/Summer Season), multiple surveys are scheduled on the same day.
(d) Survey Data Forms - The Contractor shall record survey data on Government provided survey forms as directed by the training manual. Completed survey forms shall be submitted to the Government Representative in bi-weekly groupings by the 5th and 20th of each month. The Contractor will be responsible for reviewing all forms for accuracy and quality assurance prior to providing them to the NVUM Forest Coordinator.
(e) Traffic Counts - At most survey sites, the Contractor shall perform hand tallies of passing vehicles or trail users during the 6-hour surveys. An additional 24 hour traffic count, performed by the Contractor with Government-provided equipment, shall be initiated at the survey site (depending on site type – see handbook for directions) starting at the time of each survey.
(f) Quality Control - At the Government's discretion, a Government Representative will accompany the
Contractor at the survey site and observe the survey process. The Contractor shall submit a list of survey workers who will assist the Contractor in survey performance. The list shall include survey dates and locations.
Survey form accuracy will be reviewed as requested by the COR or upon submission of bi-weekly survey files or at the time of individual survey observations.
(g) MVUM – The contractor is required to adhere to travel restrictions as displayed in the 2015 Motorized
Vehicle Use Map (MVUM) for each Ranger District and the National Recreation Area.
(h) Unsatisfactory Performance - The survey schedule reflects a random sample of recreation interview sites. Deviation from the schedule will directly impact the accuracy of the study. Satisfactory contract performance depends on the extent the Contractor meets the set survey schedule and accurate completion of survey interview forms.
Missed survey dates, or improperly recorded survey records would constitute unsatisfactory performance and may be considered reason for contract termination and default action.
Inspection Requirements
The Contractor shall take necessary steps to become familiar with the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions, which can affect the work or its cost. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the Government.
