SECTION 254 – BARRICADE BOULDERS INSTALLATION
PART 1 – GENERAL
1.1 SUMMARY:
A. This item consists of transporting government furnished boulders from a stockpiled primary staging area in Pahrump, and setting each boulder into the ground at the Forest Service directed specified barricade locations. These locations are on the western region lands of the Spring Mountain National Recreation Area off remote canyon roads. The government furnished stockpiled boulders shall be delivered to the Pahrump primary staging area under another separate contract. It is estimated that a total of 158 boulders shall be located off the Hwy. 160 staging area. The 158 boulders will weigh an estimated 803 tons. The plan specifies 138 boulders required for the 22 dispersed barricade sites. There are 3 secondary staging areas approved should the Contractor select to haul in bulk to these sites and supply boulders to the separate sites. The boulders shall range in size from approximately 4 ft. to 6
ft. across.
B. It is estimated that it should take approximately 16 full work days to complete boulder placement.
1.2 MEASUREMENT AND PAYMENT:
A. Payment will be made per each boulder transported and set in the ground at the final designated locations as Shown on Attached maps. Each boulder placement is as directed on the ground by the Forest Service. All mobilization cost, labor, equipment cost, fuel cost, temporary traffic control and miscellaneous expenses shall be incidental to the price of each boulder installation. The boulder placement cost items shall be divided into two zones. Item 1-A Zone, the area of the closer and easier access boulder barricade sites and Item 1–B Zone, those sites further north from the Primary Staging area. The placement under Item 1 – B Zone might be more difficult because of the distance and access into Wheeler Well area. Maps will be provided as an attachment in the solicitation showing the approximate locations and the number of boulders to be placed at each site.
1.3 SUBMITTALS: Each prospective bidder shall submit the following with their quote proposal (Note: failure to not submit one or all of the following could be grounds for rejection of the proposal):
A. Type of equipment proposed to be used to transport the boulders and the equipment to place the boulders at the final designation site.
B. Proposed Work Schedule: Include in your quote proposal, a proposed work schedule, showing number of trucks / drivers, equipment to operate per day to achieve the work.
The Forest Service is striving to begin hauling boulders by mid-August to the 6 staging areas around the Spring Mt. NRA. The Forest Service will place boulders under force account for the eastern and southern side of the mountain.
C. A simple temporary traffic control and safety plan so that the Contractor can perform work in a manner that ensures the public safety and convenience while working off and traveling on the remote gravel roads.
PART 2 – GOVERNMENT FURNISHED PRODUCTS
2.1 GENERAL:
A. The boulders being furnished to the Pahrump primary staging area shall be large in the 4
ft. to 6 ft. dimensional range, and to be hard, durable, “angular” rock that is resistant to weathering and water action, free of laminations, fractures or other structural defects, and free of organic or other unsuitable material. The specified boulders are estimated to weigh in the range between 2.5 tons to 9 tons.
B. Basic specifications for the boulders that shall be delivered under another separate contract to supply the staging areas: Conform to the following:
a) Apparent specific gravity, AASHTO T 85 2.50 min.
b) Absorption, AASHTO T 85 4.2% max.
c) Coarse durability index, AASHTO T 210 50 min.
d. Boulders to be furnished and delivered shall conform to the following and have a volume of greater than 28 cubic feet (approximately 4200 pounds):
Boulder Classification
Nominal Size
Range of Smallest Dimension
Individual Boulders
Maximum Ration of Largest to Smallest Dimension of Individual Boulders
B48 (4ft) 15% total 48 inches 32 to 51 inches 1.50 B60 (5ft) 70% total 60 inches 40 to 65 inches 1.50 B72 (6ft) 15% total 72 inches 48 to 78 inches 1.50
e) Boulders may be composed of limestone, sandstone, gneiss or granite from the area.
PART 3 – EXECUTION
A. It will be the Contractor’s decision on the techniques and type of equipment to reload the government furnished boulders from the Pahrump primary staging area, and to transports and to set the specified boulders at each designated location. Most locations require 4 or more boulders per designated barricade site. The roads up Wheeler Pass and into Wheeler Well are rough and difficult. As noted on the attached map, those areas are in Item 1 – B Zone boulder placement. The Forest Service and the Contractor together may have to make decisions to eliminate some particular sites if the effort for that location is too difficult and dangerous to perform the task.
B. All the boulders shall be re-loaded and off-loaded in a manner that does not cause the rock to break or split excessively. These boulders are for decommissioned road barricades and the large sizes are important.
C. During re-loading operations, the Contractor may select to use other materials as “cushioning” that is placed before loading the haul trucks. This will have to be an incidental expense as part of the operation to install each boulder.
D. Boulder reloaded from the staging area are to be delivered in acceptable condition and required size to perform the barricade function intended. Otherwise, another boulder must be hauled in to replace. The Forest Service has ordered a few additional boulders as replacement in case of excessive breakage and that are found not to meet the criteria shown in Part 2.
E. Place boulders at entry to unauthorized routes as describe in the attached document Boulder Barricade Location and as directed by Forest Service assisting in the field. The boulders to be positioned such that space between boulders is a 30 inches minimum and a 48 inches maximum.
F. Place boulders and inset into the ground in a stable orientation, and not be able to roll, slide, or pivot if bumped. If on a grade, prepare that ground spot to be reasonably level and stable so as to set the boulder in a stabilized position. Push/place dirt around base to firm up the boulder base. The intent is to not make it an all time consuming operation, but to secure the boulders to be stable and safe and function as a barricade for road closures by the wilderness area.
G. The public shall continue to have access to the main roads from Pahrump to Wheeler Well during the boulder barricade placement project. The Contractor perform the work in a manner that ensures the safety and convenience of the public passing through the area.
