AMENDMENT 1 – HUMBOLDT-TOIYABE NATIONAL FOREST MASTICATION IDIQ CONTRACT.
As discussed in the pre-bid meeting, here are the Fuel Types per area. Since this is an IDIQ contract, and not a single job, it is the best we are able to describe.
Fuel Types per Area
The following fuel types are typical of the areas below. There are areas on the forest that do have small pockets of fuels not listed such as White Pine and Aspen, but the majority of areas to be treated are fairly represented by the descriptions below.
Area 1 (Carson and Bridgeport): Jeffrey Pine/conifer mix, the area does have sites with plantation from the 50’s and 60’s. The area also has a shrub component of Green Leaf Manzanita, Mountain Mahogany, sagebrush, ceanothus and bitterbrush. In the east ends of area one there is a Juniper/Pinyon Pine.
Area 2 (Ely, Austin/Tonopah/NRA): The NRA consists of a Jeffrey Pine fules type with a mixed understory of brush (Green Leaf Manzanita, Mountain Mahogany, sagebrush, ceanothus and bitterbrush). Also in the NRA there is a large component of Juniper/Pinyon Pine with a brush understory. The rest of Area 2 is mainly a Juniper/Pinyon Pine fuel type with a brush understory which may consist of Mountain Mahogany, sagebrush, ceanothus and bitterbrush.
Area 3 (Santa Rosa/Elko area): This area consists of a Juniper/Pinyon Pine with a brush understory which my consist of Mountain Mahogany, sagebrush, ceanothus and bitterbrush.
Work will most likely occur between June and December of Any given year. This does not effect the
Government’s right to request a task outside of these months when necessary.

Contract:
The government anticipates awarding a 5-year indefinite-delivery, indefinite-quality contract for the services specified. Offers shall be submitted for the difficulty levels listed below.
SECTION C – SPECIFICATIONS/STATEMENT(S) OF WORK
C.1.1 Introduction
The government is acquiring fuels management services by use of mechanical equipment to treat vegetation to reduce the risk of wildland fires, enhance ecosystems and improve wildlife habitat.
C.1.2 Background
The purpose of this contract is to secure mechanical treatment services to create and maintain fuelbreaks, and to be used for forest health activities on the Humboldt-Toiyabe National Forest. Vegetation types and terrain differ from around the forest which may include reforestation areas, natural and managed stands of timber of all ages, size and species, and shrub fields. Vegetation to be treated will require cutting, chipping, shredding and mulching. The treatment will reduce ladder fuels and rearrange natural vegetation to a state that will burn with reduced fire intensity during a wildfire event.
Firefighter safety will be improved as well as a reduced threat to the public and private property. The work shall be done in a manner that does not damage vegetation not specified to be treated.
C.1.3 Scope of Contract
C.1.3.1 The services in this contract are designed to provide for wildfire hazard reduction, ecosystem enhancement and improve wildlife habitat. Mastication treatments can take place at any point during the year as long as weather, ground conditions and fire conditions allow for.
C.1.3.2 Other fuels reduction activities not priced on the schedule of items are suject to negotiation.
C.1.4 Location of Project Areas: The work will be performed on U.S. Forest Service Lands administered by the Humboldt-Toyiabe National Forest within California and Nevada on 9 Ranger Districts (Bridgeport, Carson, Austin, Tonopah, Ely, Ruby Mountains, Jarbidge, Mountain City, and Santa Rosa Ranger Districts).
C.1.5 Boundaries of Project Areas: The project areas are generally identifiable by changes in vegetation, roads, or flagging. Boundaries will also be noted on project maps.
C.1.6 Access to Project Areas: Access to units will vary, but are typically accessible by dirt roads. Roads may be impassable for several days after rains, and or snow. The Government assumes no liability to perform special road maintenance to keep roads open to the project area. Vehicles must stay on designated roads. All specified roads shown on contract maps shall be left in the original condition existing prior to the commencement of work on this contract. Any water bars in skid trails disturbed by the Contractor's operations shall be restored to the condition prior to damage at the Contractor's expense. Excessive slash cannot be left in the roadways after end of each workday. All cut vegetation shall be kept within unit boundaries. If slash is broadcasted onto the roadways, it must be removed by the end of each workday.
Warning signs (at least two) shall be posted on roads. These shall be located 200’ from the intersection of the road and unit boundary at each edge of the unit. Signs shall be posted whenever working to alert oncoming traffic of the safety hazards associated with the operation. Signs shall include phrases similar to “Caution, flying debris stay back 300 feet” and be no less than 3’X3’ in size.
C.1.7 Unique Features of Project Areas: Standing timber, wildlife trees and snags may be present within the project sites. Research plots, cultural sites, and other areas of concern may exist within the project sites as well. Known areas of concern will be flagged and avoided (Contractor will be notified of flagging color prior to working in the site). Any cultural sites identified by the contractor will require immediate notification to the COR and the area will be avoided. Meadows and wet areas will be avoided. This includes any areas with wet soils or vegetation indicating the presence of wet soils. The COR shall designate these areas on the ground. Survey monuments and bearing trees shall be protected and not damaged in any way.
C.2.0 Definitions:
Aggregation – A pocket of densely packed trees distinct from adjacent areas within a project unit. It is characteristic for trees within aggregations to have a higher percent of phenotypic defects (see definition) due to competition for resources sroehr Typewritten Text sroehr Typewritten Text , Also the Spring Mountains sroehr

INSPECTION AND ACCEPTANCE
E.1. N/A
E. 2. CONTRACTOR QUALITY CONTROL
E.2.1. Quality Control Plan. The Contractor shall provide a general Quality Control Plan (QCP) with the technical proposal.
The general Quality Control Plan must demonstrate how the Contractor will assure quality meets the requirements and specifications of the contract. The Plan shall describe how quality will be monitored to assure the performance standards are met, the supervision of crew and work, and personnel that will be performing the quality control. Quality control shall include monitoring quality while planting is in progress, tree care, and other associated tasks, and an unbiased sample of planting, and artificial shade and ADC installation for determining actual quality percentage.
E.2.2 Inspection of plots – Each plot will be randomly selected, given equal weight and inspected for the following listed below. A final percentage will be determined from the plot results for 1) Crop Tree Selection and 2) Mastication and Slash Treatment.
E.2.2.1-Upon inspection of all plots, the quality of thinning shall be calculated as follows:
# of passing plots ---------------------- X 100 = Quality % # of total plots
E.2.3 Mastication and Slash Treatment for all Items
E.2.3.1 – The location of mastication and slash treatment plots will be nested inside the crop tree selection plots. A visual inspection will be made for the following. Item A and Item B will be averagved together for % quality:
A- At each plot location, mastication and slash treatment will be examined to see if it has been treated according to the specifications in Section C8.2.1. If any of the specifications are not met within the plot, the plot will fail.
B-If more than five Brush sprouts are left greater than 6 inches above the average ground level, the plot will fail.
E.2.32 - Upon inspection of all plots for a unit, the quality of mastication and slash treatment shall be calculated as follows:
# of passing plots for A + # of passing plots for B -------------------------------------------------------------- X 100 = Quality % # of total plots taken of A + B
E.2.4 Quality % After finding a percent for Crop or Cut Tree Selection and Mastication and Slash Treatment, the two treatments will be added together and averaged for a final inspection percentage. For example, a 95% for tree selection and an 86% for mastication and slash treatment will yield an overall inspection percentage of 91%.
( % tree selection + % mastication & slash treatment) / 2 = overall inspection percentage
E.3 Acceptance Level
Work on this contract will be deemed acceptable when the quality percentage is least 90 percent for acceptance for full payment. Where inspection determines quality is 80 percent and above, but below 90 percent, the work will be accepted at a rate reduction of 2 percent for each 1 percent the quality of work is below 90 percent. If the percentage falls below 80 percent due to inadequate treatment, the area may be reworked to bring the percentage up or no payment will be made for the work. The contractor shall pay for reinspection costs of reworked areas. A maximum of 2 reworks will be allowed on any sub item and only one may be allowed if two reworks are common.

52.212-2 Evaluation—Commercial Items. (JAN 1999)
(a) Award Statement Award will be made to the offeror(s) whose proposal represents the best value to the
Government, technical and price factors considered. Evalution factors other than cost or price, when combined, are approximately equal to cost or price in the award decision. The critical factor in making any price/technical trade-offs is not the spread between the technical ratings, but rather the significance of that difference. The significance of the difference in ratings will be determined on the bais of what that difference is and what it would cost the government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for fulfilling the requirements of this contract. The Government reserves the right to make price/technical trade-offs that are in the best interest and advantageous to the Government.
The Government intends to evaluate proposals and award a contract without dicussions with Offerors. Proposals should be submitted initially on the most favorable terms, from a price and technical standpoint, which the Offeror can submit to the Government. However, the Government may, at it’s sole discretion, after initial evaluation of proposals, conduct further oral or written discussions of as deemed appropriate, with any or all offerors whose proposals are within a competitive range.
(1) Past Performance.
The Government will evaluate the Offeror’s past performance on same or similar work and will consider information submitted by the Offeror, obtained from references or obtained by the Government from other sources that is relevant to the following elements: (a) Quality of Service; (b) Timeliness of Performance; (c) Customer Satisfaction/Working Relationships, and (d) management skill. In evaluating past performance, the Government will consider the currency and relevancy of the information provided or obtained, the context of the data and the general trends of Offeror’s performance. Offeror’s that have no record of past performance will receive a neutral rating. Offeror shall demonstrate satisfactory performance of same or similar work on previous contracts. Offeror shall provide information relevant to Offeror’s quality of service, timeliness of performance, customer satisfaction/working relationships, and management skill. Offeror shall submit a list of customers during the past 3 years, including names and phone numbers of contacts that the Government may use to verify that satisfactory performance was provided to customer.
(2) Experience.
The Government will evaluate the Offeror’s experience and qualifications, including (a) the quantity of Offeror’s experience, and (b) the relevance of Offeror’s experience. Offeror shall identify the quantity of experience that they have in same or similar work. Offeror shall demonstrate relevance of past experience to the work contemplated by this contract.

(b) Business Proposal
Price Schedule - The Government will evaluate Offeror’s prices submitted on the Schedule of Items found in Secition B.
Offeror shall provide this information by completing Section B of this solicitation. Offeror shall complete the entire Schedule of Items.
For the purposes of price evaluation the Government will utilize the estimated quantities identified in B.1. Schedule of Items. This does not preclude the Government from considering prices offered for items with no identified estimated quantities
Technical and past performance, when combined, are, approximately equal when compared to price.
(b) Options (IF ANY). The Government will evaluate offers for award purposes by calculating each option level separately from the base contract, and with other offers containing pricing for the same options. We do not anticipate a multiple award, but we do reserve the right to do so if it makes sound business sense. It is intended, that we will award to offeror providing the best value to the Government. We will not necessarily award to the lowest priced vendor, because they may not offer the best technical ability, and we will not necessarily award to the highest rated technical offeror if their price can not be judged reasonable within the field of competition and against the US Government estimate. The Government may determine that an offer is unacceptable if the option prices (IF APPLICABLE) are significantly unbalanced. Evaluation of options (IF ANY) shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award, or in the instance where the Government may be considering award of more than one contract to the offeror.
