SECTION 3

CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS

3.1 BACKGROUND

The US Forest Service (USFS) operates two airborne thermal imaging systems called Phoenix.

The Phoenix systems have two analog channels that digitize and accurately map wildland fires.

The orthorectified thermal map images show ground terrain, identify and locate hot spots. The National Infrared Operations (NIROPS) group maintains, designs, upgrades, and operates the Phoenix systems to support wildland fire teams fighting fires.

Phoenix dates back to Windows 98. We are still running on a 32 bit operating system (OS) which limits usable RAM on the host computer to approximately 3.5GB. Of the usable RAM only about 1.4GB are available for the Phoenix and other programs. Occasionally the Phoenix program will crash the OS due to running out of memory. New computers have had a 64bit buss for some time now which permits access to more system RAM. We are currently limited to a 32 bit OS because the current Digital Signal Processing (DSP) and Analog to Digital Converter (ADC) do not have a driver to operate in a 64 bit environment. Our current DSP/ADC is also obsolete hardware so it does not make sense to do any further development focused on it.

3.2 SCOPE DESCRIPTION

The intent of this acquisition is to replace the current 2 channel ADC/DSP hardware with 4 channel ADC/DSP hardware, to be compatible with Phoenix (32 bit host application) running on a 64 bit OS while maintaining compatibility and functionality with the existing Phoenix program.

The current line scanner imaging system scans at a rate of 200 scan lines per second but the current computing solution (computer and DSP/ADC pair) can only reliably process every 5th scan line (40Hz). We want to process all 200 lines per second for 4 channels.

The proposed hardware replacement set shall meet operational goals outlined in this document and the provided reference code. The proposed hardware set shall meet or exceed the specifications of the Innovative Integration M67xx hardware being used now. Links to technical data of the Innovative Integration are provided in section Additional Information #1 later in this document.

The vendor will use of off the shelf hardware and be proficient to provide technical implementation services to make the new 4 channel ADC and DSP hardware compatible with the existing Phoenix image processing system.

3.3 OBJECTIVE

• Replace the current Innovative Integration DSP/ADC 32 bit OS hardware with hardware that is 64 bit OS compatible. Phoenix image processing system will operate as a 32 bit application on a 64 bit OS. Increase the number of ADC channels to be operator selectable as two, three, or four.

Note: Only two channels will be operated for some time to come as the additional capacity is for a future need.

• The current Applanix Inertial Navigation System (INS) has an RS-232 serial output which connects to the DIG IO on the DSP (M6701). Our new Ekinox N INS has an Ethernet output.

The new DSP should be able to receive INS data from either INS system by having an RS- 232 and Ethernet inputs. The INS position data is synchronized to the image scan line data by the DSP as they arrive so the Phoenix imaging system will know the orientation of the aircraft when the scan line was recorded. Minimally a buffered RS-232 serial port is required.

• Measure and process 4 analog channels at a rate of 200 scan lines per second. Each scan line results in 1680 samples (pixels) in approximately 2.5ms. A line containing 1680 samples reoccurs every 5ms. This data (samples or pixels) is sent to the host PC in a Phoenix log file format. The details of this format are shown in the provided reference code.

Propose and code an off the shelf DSP/ADC to replace current obsolete hardware while maintaining compatibility with the current Phoenix software program running on a Windows 7/10 64 bit OS.
