Workforce Resilience / Portfolio Analysis
Questions and Answers
1. Please provide available information on not to exceed budget/available funding.
This information will not be made available.
2. Is there an incumbent for this work?
As this is a new requirement there is no incumbent for this requirement.
3. Please describe existing competency models used today.
Upon award the selected contractor will be provided position descriptions and other pertinent information regarding the FAM IT workforce as necessary in order to fulfill the requirements of the Performance Work Statement.
4. Please clarify the level of support required for Task 6. Is the requirement to provide 20 hours of coaching per month for 5 months (August – December) or 20 hours of coaching total spread over the 5 months?
The requirement of task six (6) is for 20 total hours of support. These hours may be used by the Government at any time during the period of performance, but only 20 total hours will be performed.
5. Given that the proposal is due on Saturday, April 29, it does not seem feasible that an award will be made, a contract will be put in place, and the winning contractor will have adequate time to prepare for the FAM IT staff meeting on Monday, May 1. Please confirm it is the Government’s intent to meet this timeline.
It is the Government’s intention to meet the requirements as defined. To clarify, task one
(1) and two (2) are to be accomplished during the FAM IT staff meeting that is taking place 1-5 May 2017. Upon award the selected contractor will be contacted and it will be determined through mutual agreement which day and time during the week of 1-5 May these tasks will take place.
6. What are the expectations of the contractor and the total expected support between July
31st 2017 and December 31st 2017? Can the government please clarify?
The Performance Work Statement Section 2.0 defines the requirement of task 6 which is the only continued performance after the task 5 deliverable that is due July 31. The requirement of task 6 reads as follows:
Task 6: (Due December 31, 2017)
Upon implementation of the new or revised workforce strategy, support will be provided to ensure transition to new organization and resiliency in this time of change. Up to 20 hours of time will be spent on the following as agreed to by the project manager and the vendor:
Virtual meetings with the staff or portions of staff to review commitments, mission, and assist in the change management process.
Coaching individual team members, leadership, and/or work groups as assigned to assist with understanding and transition to the new organization.
Deliverable: 20 hours of resilience involving coaching and facilitation.
7. Does the requirement include/require an assessment of IT systems and/or processes?
The requirement is not to assess Information Technology Systems and/or processes.
Please refer to the Performance Work Statement section 2.0 for a description of the scope of this requirement.
8. How many meetings will occur May 1-5, 2017? How many stakeholders/divisions/departments/Business Units will be represented?
The selected contractor will be required to attend one meeting during this week at the
Boise, Idaho location, and the specific day and time will be determined after award with the contractor. The meeting will only consist of FAM IT personnel totaling approximately 23 individuals.
9. Do you intend to have a kick-off meeting? If so …when and where? Will it be face to face or virtual?
A post award teleconference will be held as soon as award is made with the selected contractor to discuss dates and times for completion of tasks one (1) and two (2) as well as all other specifics necessary to successful completion.
10. Are there locations other than Boise that require onsite analytical interview/observation/data collection/discussion facilitation (i.e. Washington Office)
Boise, Idaho is the only location that onsite performance is required. Onsite performance is only required for tasks one (1) and two (2). These tasks will take place during the week of 1-5 May 2017. After award it will be determined which day during this week would be best for performance of these tasks.
11. How many visits per location?
Only one visit is required to the Boise, Idaho location in order to complete tasks one (1) and two (2).
12. The PWS also states the need for 20 hours of implementation strategy support during
TASK 6. Can this be performed virtually from our onsite location or will it need to be a face to face?
The performance requirement in Task 6 may be performed virtually. Face to face is not required to fulfill this requirement.
13. Would it be possible for the government to just include a travel budget line item (i.e.
NTE – $30,000.00)?
The Government will not include a travel line item for this requirement. This award will be a Firm Fixed Price Purchase Order with all administrative, personnel, and travel requirements to be included in the price.
