SUMMARY OF CHANGES

AUGUST 25, 2017

1. Cover Page

a. Complete Sec. 4.7 changed to Complete Sec. 4.8 and read Sec. 4.9.

b. Offer due date extended to September 11, 2017

2. Section 2.3

a. Added X to checkbox: (14)(i) 52.219-6, Notice of Total Small Business Set-Aside

(Nov 2011) (15 U.S.C. 644).

b. Removed X from checkbox: (21) 52.219-27, Notice of Service-Disabled Veteran-

Owned Small Business Set-Aside (Nov 2011) (15 U.S.C. 657 f).

3. Section 2.16

a. Replaced $750,000.00 with $975,000.00.

4. Section 3.1

a. Removed the last sentence of the first sentence and replaced with the following:

Both of these programs have also learned that, in order to effectively engage and inform this unique workforce, it is important that the personnel creating these videos have a familiarity of wildland firefighting.

5. Section 4.8

a. Added the following at the end of the section:

Part II – Technical Capability & Past Performance

(1) Technical Capability

(a) Document demonstrating the following:

ii. Understating and ability to meet 508 requirements (submit completed Attachment 01 in Section 3.17).

(2) Past Performance

Past Performance Questionnaire: Each offeror will be evaluated on their performance under existing and prior contracts of a similar nature in type, scope and complexity. Performance information (including responses to the Past Performance Questionnaire, Attachment 3) will be used as an evaluation factor against which offerors' relative rankings will be compared to assure best value to the Government.

References should submit completed questionnaires directly to the government via email to TEARNBERGER@fs.fed.us no later than the closing date and time for this solicitation. Questionnaires must have the Offeror’s name clearly on the document.

The Government may contact references beyond those identified by the offeror to obtain additional information for use in both the responsibility determination and in further evaluation of the offerors's past performance. The Government will focus on information that demonstrates quality of performance relative to the size and complexity of the procurement under consideration.

Offerors with no past experience in providing services/products similar to governments stated objectives shall state so.

The final determination of past performance ratings shall rest with the contracting officer.

An offeror with limited or no recent or relevant past performance will receive a rating of Neutral/Unknown Confidence, and will not be rated favorably or unfavorably on past performance.
