DESCRIPTION/SPECIFICATIONS/WORK STATEMENT/EXHIBITS

B.1 ITEM DESCRIPTION

Designated Base: Missoula, MT

Coverage: Seven (7) Days per Week

Aircraft Requirement: One Fixed Wing Airplane equipped per the contract

Crew Requirements: Pilot-in-Command (PIC), Relief PIC

Minimum Aircraft Requirements

Payload: 750 pound payload when fully equipped and with 3 hours plus 30 minute reserve.

Speed: Cruise speed of 165 knots True Airspeed (TAS) @ 8000 ft. – ISA plus 20o C.

Endurance: Cruise endurance of 4 hours @ 8000 ft – ISA plus 20O C plus a 30 minute reserve.

Powerplant: Single-Engine or Multi-Engine, Turbine or jet powered aircraft.

All aircraft operations achieve performance described within 14 CFR 23 with the following more restrictive additions: Aircraft shall achieve a minimum positive single engine climb rate when equipped per the contract of 200 ft/nautical mile at 5,000 ft MSL at 30o C

Single engine aircraft shall have a power loading of not more than 13.5 pounds per horse power.

Multi engine aircraft shall be capable of at least 200 horse power per engine; any engine developing less than 240 horse power shall be turbo/super charged.

Environmental: Pressurized aircraft with environmental controls.

B.2 SCHEDULE OF ITEMS

Description of the Items. The following is a description of the Contract Line Item Numbers (CLIN) identified in the Schedule of Items.

Item 1.a – Pricing for the aircraft with the Primary Sensor identified in Paragraph B.7(c) for a period of 145 days. This CLIN must be priced and will be the item initially ordered under the contract. Pricing for Item 1.a is guaranteed to be paid under the contract minus any reductions for unavailability. Price includes all support necessary, including fuel, other than the those items separately identified in the schedule.

Item 1.b – Pricing for the Optional Use Period shall be made if additional days are ordered in accordance with Paragraph C.30.

Item 1.c – Pricing for all ordered flight hours flown in support of the Government in accordance with Paragraph C.28.

Item 1.d - Pricing for all ordered standby in accordance with Paragraph C.29.

Item 1.e – Pricing for all Per Diem in accordance with Paragraph C.32. The total value included is an estimate only and will be used for evaluation purposes only.

Item 1.f – Pricing for Miscellaneous Cost in accordance with Paragraph C33. The total value included is an estimate only and will be used for evaluation purposes only.

B.3 SCOPE OF CONTRACT

(a) The intent of this solicitation and the resulting contract is to obtain a fully contractor operated and maintained aviation services to perform fire mapping on initial attack, extended attack, and large fires in support of the Aerial Firefighting Use and Effectiveness (AFUE) study and nationwide wildland firefighting operations. AFUE is tasked with objectively documenting and developing a consolidated approach, metrics, and system to evaluate the use and contributions of firefighting aircraft in support of wildland fire incident objectives.

(1) The aircraft, sensors, hardware, software, training, associated equipment, and personnel described within are to be utilized in support of the Aerial Firefighting Use and Effectiveness study

(2) This platform may be utilized at any location in the Continental United States or Alaska in which aerial suppression is occurring. The general mission profile, excluding ferry, consists of 30-45 minutes to and from the fire and the rest of the available fuel cycle spent on station over the fire performing data collection (2-3 hours). Total daily flight times could exceed eight (8) hours with an additional crew. The crew is generally comprised of the contractor pilot, one AFUE provided aerial supervisor or aerial observer occupying the co-pilot station and an aft crew station which may be staffed by an AFUE provided instructor, trainee, observer, or sensor operator. Data collection consists of the recording of incident radio communications, documenting and processing overall fire behavior (rate of spread, intensity, etc.), targeted repeated observations of aerial drop footprints, drop coverage and continuity, and targeted fire behavior before, during, and after interactions with drops.

(3) The airplane will be operated within the mountainous orographic turbulent environment associated with average altitudes varying from 7,000 AGL to 12,500 ft.

AGL.

(b) The contractor will provide airplane(s), pilots, training on the offered mapping systems, and all maintenance and system support.

(c) The aircraft furnished will be used for support of the AFUE study described above as well as administrative services.

(d) The Government has interagency and cooperative agreements with other Federal and State Agencies and private landholders. Aircraft may be dispatched under this contract for such use.

B.4 CERTIFICATIONS

(a) Contractors shall hold a current Federal Aviation Administration (FAA) Air Carrier or Operating Certificate under 14 CFR part 135. Aircraft offered shall be listed by make; model, series, and registration number on the Contractor’s 14 CFR 135 Operating specifications at the time of offering and for the duration of the contract.

(b) Aircraft shall conform to its approved type design, be maintained and operated in accordance with the requirements of the 14 CFR 135 notwithstanding the aviation regulations of the States in which the aircraft may operate except those requirements specifically waived by the CO.

(1) All passenger-carrying flights shall be conducted in accordance with the Contractor’s/Operator’s 14 CFR part 135 operation specifications, and all FAA approved and accepted manuals.

B.5 AIRCRAFT

(a) The aircraft furnished shall have certified power plant and airframe log books and other necessary papers substantiating the maintenance, overhaul, and airworthiness history.

(b) Aircraft Performance Requirements.

(1) Minimum Aircraft Performance Requirements

Payload: 750 pound payload when fully equipped and with 3 hours plus 30 minute reserve.

Speed: Cruise speed of 165 knots True Airspeed (TAS) @ 8000 ft. – ISA plus 20o C.

Endurance: Cruise endurance of 4 hours @ 8000 ft – ISA plus 20O C plus a 30 minute reserve.

Powerplant: Single-Engine or Multi-Engine, Turbine or jet powered aircraft.

All aircraft operations achieve performance described within 14 CFR 23 with the following more restrictive additions: Aircraft shall achieve a minimum positive single engine climb rate when equipped per the contract of 200 ft/nautical mile at 5,000 ft MSL at 30o C

Single engine aircraft shall have a power loading of not more than 13.5 pounds per horse power.

Multi engine aircraft shall be capable of at least 200 horse power per engine; any engine developing less than 240 horse power shall be turbo/super charged.

Environmental: Pressurized aircraft with environmental controls.

(c) Aircraft Condition. The aircraft shall be in airworthy condition throughout the performance period. All equipment required for original certification shall be installed and operable or be deferrable by an FAA approved Minimum Equipment List (MEL).

(1) All aircraft and installed equipment furnished under this contract shall be operable, free of damage, and in good repair. Aircraft systems and components shall be free of leaks, except within limitations specified by the manufacturer.

(2) The aircraft interior shall be clean and neat. There shall be no un-repaired tears, rips, cracks, or other damage to the interior. All interior materials must meet FAA standards.

(3) The aircraft exterior finish, including the paint, shall be clean, neat, and in good condition (i.e. no severe fading or large areas of flaking or missing paint etc.).

High visibility paint schemes are desired. Any corrosion shall be within manufacturer or FAA acceptable limits.

(4) All windows and windshields shall be clean and free of scratches, cracks, crazing, distortion, or repairs, which hinder visibility. Repairs such as safety wire lacing and stop drilling of cracks are not acceptable as permanent repairs. Prior to acceptance temporarily repaired windows and windshields shall have permanent repairs completed or shall be replaced.

(d) Each aircraft shall carry current copies of the following:

(1) Contract and all modifications.

(2) Aeronautical charts covering area of operation.

(3) Exemption DOT-E-9198.

(4) Aviation Transportation of Hazardous Materials Guide.

(5) DOT Emergency Response Guide (ERG).

B.6 AIRCRAFT EQUIPMENT REQUIREMENTS

(a) Aircraft shall be equipped as required by 14 CFR Part 135 for VFR, IFR, night flights, flights above 10,000 feet, and flights in Class A and B Airspace. In addition, each aircraft shall have:

(1) Hour meter recorder to record actual flight time from take-off to landing, reading in hours and tenths, and activated by an air switch or equivalent system. Recorder shall be observable by pilot and observer in flight.

(2) One strobe light mounted on top of the aircraft, plus a second mounted on the belly;

or one white strobe light mounted on each wingtip and on the tail.

(3) Shoulder harness for each front seat (including pilot).

(4) Manuals and other documents referenced under 14 CFR Part 91.

(5) All radio/electronics items including: wiring, antennas, connectors/adapters and hardware, specified herein, except for Government-furnished property.

(6) In pressurized, aircraft and Pilots shall meet 14 CFR Part 135 Oxygen Requirements.

(7) Fire extinguishers, as required by CFR 135.155, shall be hand-held bottle(s), with a minimum of 1.5 lb. capacity and 2-B: C rating. Fire Extinguishers shall be maintained in accordance with current NFPA 10 standards and mounted with a quick release attachment accessible to the flight crew while seated.

(8) FAA approved workstation for front seat and rear seat sensor and system operation.

(9) Cargo Restraint. The Contractor shall furnish tie downs, net(s), or cargo straps meeting requirements of Federal Aviation Regulations to restrain cargo while in flight.

(10) Safety Belts. The aircraft furnished under this contract shall have safety belts meeting requirements of Federal Aviation Regulations for all occupants (See Exhibit 02).

All occupants shall wear safety belts during takeoffs and landings, when flying within 1,000 feet of the ground, and at other times as specified by the pilot. Front seats shall have FAA approved shoulder harnesses.

(11) First Aid Kit (Aeronautical). First aid kit shall be in a dust-proof and moisture-proof metal or heavy plastic container. The kit shall be readily accessible to the pilot and passengers. The contents will include the following minimum items:

B.7 SENSOR EQUIPMENT REQUIREMENTS

(a) All required technology offered for this platform in (a) through (h) below must be:

(1) Original Equipment Manufacturer (OEM) installation,

(2) Under a Supplemental Type Certificate (STC)

(3) Approved for installation by an FAA From 8110-3 with all DER supporting engineering substantiation documentation attached, or

(4) Field Approved for installation with supporting FAA Form 8110-3 and all DER supporting engineering substantiation documentation attached.

(b) All data pertinent for these installations shall be available for review by the Forest Service prior to contract award. Installations of the technology requirements are not acceptable as a minor alteration. FAA Field Approvals are authorized provided the following:

(1) Field Approvals based on previously approved installations must match Make and Model.

(2) Field Approvals using previously approved "generic" Field Approvals are not acceptable, i.e. a Field Approval for a King Air, based on a previously approved similar installation for an Aero Commander, would not be acceptable.

(c) Primary Sensor. Primary Sensor equipment provided by the Contractor shall meet the following requirements:

(1) FAA approved, multi-axis stabilized gimbal, wide area infra-red (IR) fire mapping camera system which is capable of providing motion imagery (temporal and spatial data) on wildland fire incidents to collect fire spread, drop footprints, and drop/fire interaction during daytime environmental conditions associated with wildfire activities.

(2) Must conform to the Motion Imagery Standards Board (MISB) standards. Standards can be found at: http://www.gwg.nga.mil/misb/

(3) When flying at 10,000 -12,500 ft. AGL the IR system/sensor shall achieve the following:

(i) Produce a coverage area of one (1) square mile or greater.

(ii) Achieve an average Ground Sample Distance (GSD) of two (2) meter or less.

Within this document GSD is used when referring to the collection GSD of the raw image, assuming near-vertical imagery. The actual GSD of each pixel is not uniform throughout the raw image and varies significantly with terrain height and other factors. Within this document, GSD is assumed to be the value computed using the calibrated camera focal length and camera height above average horizontal terrain.

(iii) Minimum capture frame rate of 1 Hertz

(iv) The sensor operator, provided software package, and sensor shall be capable of detecting, differentiating, and monitoring, in real-time during mission and delivering derived products post mission of the following:

(A) Aerial drop footprint and surface coverage (continuity, gaps, scalloping.)

(B) Active flaming edge and fire spread.

(C) Spot fire of 1 meter diameter and at a minimum temperature of 600 degrees Celsius (C).

(D) Ability to detect (track) aerial suppression aircraft.

(E) Shall be calibrated in a manner (spectrum, gain, etc.) to minimize/filter out 80% of false positives.

(F) Accurately capture distances between objects of interest, i.e. fire front and drop footprint over time.

(4) Mounted in a manner that allows for an unobstructed 360 degree continuous pan from 10 degrees below the lowest horizontal plane of the aircraft, and throughout downward pointing angle(s) to the earth’s surface directly (perpendicular) below the aircraft at level (0o) pitch, roll, and yaw. The aircraft shall be capable of maneuvering in both right and left hand orbits without degrading data acquisition quality/or availability.

(5) Detector cooling (if applicable) shall be a closed-loop, self-contained system, and not require charging prior to flight.

(d) Sensor’s Operational Graphic User interface (software)

(1) While in operation, the software shall provide a continuously visible view of the user selected live motion images at a scale and resolution in which viewer/operator can easily identify drops, fire behavior, and situational targets under variable lighting and environment conditions associated with the mission.

(2) While in operation, the software shall provide continuously visible moving map in which aircraft location and sensor FOV footprint is displayed and recorded along with sensor metadata over a base map. Required base maps are 1:150k and 1:24k scales, seamless, USGS topographical and NAIP imagery for Alaska and the continental United States (CONUS). Base maps may be provided through map service only if the service is fully functional when operating in areas without an internet connection.

(3) The software shall be capable of extracting/exporting, geo-referenced mosaics within a user defined temporal and spatial binding areas. Exported geo-referenced mosaics shall be in the form of imagery stacks within the user defined temporal and spatial parameters and shall be horizontally accurate in the X-Y plane at a 95% confidence level (489.5 cm) utilizing Root Mean Square Error statistics; American Society of Photogrammetry and Remote Sensing (ASPRS) 2014 200 cm class or equivalent to the legacy ASPRS 1990 standard of Class 2 for one (1) meter orthoimagery pixels.

(4) User shall be able to ingest, create, attribute, and distribute vector data meeting GSTOP standards (http://gis.nwcg.gov/documents/gstop/documents/gstop.pdf) as an overlay on the moving map and sensor imagery. Example of such would include but would not be limited to: drop points, lines or polygons, fire edge, and constructed firelines. Vector data must be exportable along with the sensor raster imagery.

(5) Targeted Deliverable Products. The software shall provide the following:

(i) Raw mission Imagery, audio, and vector data

(ii) Extracted raster imagery of individual drop events.

(A) Fire location in relation to drop at time of delivery.

(B) Location of drop and footprint.

(C) Fire and drop interaction (temporally and spatially).

(D) Outcomes of fire/drop interaction.

(iii) Attributed vector data which describes associated drop and fire imagery.

Upon award, government will provide attribute feature classes and domains.

(6) Ability to snapshot still, geo-referenced images and save them to an incident specific directory.

(7) Ability of operator to select/adjust sensor detection characteristics and image display characteristics to facilitate optimization of the image based on terrain, day/night, smoke/haze, fire intensity.

(e) Data Recording and Storage

The US Forest Service is the sole owner of any data (documents, imagery, audio, etc.) collected during any contracted mission and maintains complete control of use and distribution. All external uses must be preapproved and expressed in writing.

(1) On-board digital recording of motion imagery and all active radio bands (FM/AM/ICS). The resulting product shall be a time stamped (UTC), geo-coded, recording of the sensor’s FOV, which is synchronized with radio audio. Radio communications shall be recorded in a manner in which playback supports all bands being played simultaneously or individually isolated.

(2) Motion imagery and accompanying audio, vector data must be in a codec or have the ability to be exported to a nonproprietary or open source codec that can be ingested by GIS and Microsoft products. A single mission may have multitude codecs; however the resulting codec(s) must function independently of any proprietary codec/software that may be available by the vender during to contract period. Check with Microsoft and ESRI’s motion video add-in for compatibility. The most common codecs would use the file extension of .ts, .avi, h.264, or .mpg4.

(f) Data link

(1) Self-forming peer-to-peer routing, IP based, mobile ad hoc (MANET) local area network (LAN) node capable of supporting wide area network (WAN) connection among neighboring nodes using any-to-any connectivity logic. Data link node shall be integrated with onboard sensor in a manner that supports motion imagery streaming, product ingestion/dissemination, and off aircraft sensor operation. Data link antenna(s) shall be located in a manner to minimize signal shadowing while in the data collection flight profile across a line of sight twenty (20) mile radius from the aircraft and to the ground.

(2) Alternate Communication system, such as a satellite phone or voice capable AFF device, which allows for in flight voice communications, coordination and re-tasking.

Systems must support both sending and receiving calls while in flight and possess an in headset audio tone indicating incoming or lost alternate communications.

(g) Training

(1) Technical documents shall validate full system capabilities and integration of sensor, software, data link and system use. How-to and troubleshooting documents shall support quick reference on the operational utilization, including aircrew coordination to and over targets, (ConOps) and data processing of the ISR system and directly support hands-on training of agency provided operator(s). All Training Material shall be provided electronically. In the event that hardware or software systems are modified after the initial training, the Contractor shall provide updated training and electronic training material at no cost to the Government.

(2) Training shall be provided to10-15 agency employees at the beginning of the contact period and be comprised of both classroom and hands-on (ground school and inflight) segments. Specific topics that shall be addressed during training include, but are not limited to:

(i) Capabilities and limitations of the sensor system.

(ii) Operation of the sensor and troubleshooting

(iii) Aircrew (pilot/observer) coordination, targeting, and communications to and over mission objective

(iv) Detailed instruction of data capture, storage, processing, and extraction workflow and processes

(v) Detailed training on data-link usage, configuration, trouble shooting and limitations

(vi) Utilization the software interfaced during operation and extraction/manipulation of data products.

(vii) General aircraft familiarization and safety (for provided aircraft)

(3) Training costs in Missoula, MT shall be included in the cost of the sensors for each sensor option offered. Training shall be conducted one time for the primary sensor and at a maximum of one time per optional sensor system if ordered.

(h) Desired Sensor Characteristics:

Optional characteristics described within this section are desired by the Government. These characteristics are over and above the minimum requirements.

(1) Desired Characteristic Level 1: FAA approved, multi-axis stabilized gimbal, wide area fire mapping Infra-Red (IR) and EO (electro optical) camera system which is capable of providing motion imagery on wildland fires to collect fire spread, drop footprints, and drop/fire interaction.

(i) When flying at 10,000-12,500 ft. AGL with an orbital radius of one and one half (1.5) nautical miles, the EO system/sensor shall achieve the following:

(A) Produce a coverage area of two (2) square miles or greater.

(B) Achieve an average Ground Sample Distance (GSD) of 0.5 meter or less

(C) Minimum Capture frame rate of 1 Hertz

(ii) Under the same flight profile, the IR system/sensor shall achieve the following:

(A) Produce a coverage area of one (1) square mile or greater.

(B) Achieve an average Ground Sample Distance (GSD) of 1 meter or less

(C) Minimum capture frame rate of 1 Hertz

(D) Detector cooling (if applicable) shall be a closed-loop, self-contained system, and not require charging prior to flight. Color with EO

(2) Desired Characteristic Level 2: FAA approved, multi-axis stabilized, enhanced IR/EO gimbal camera system which is capable of providing full motion imagery on wildland fires to collect fire spread, drop footprints, and drop/fire interaction.

(i) Enhanced IR/EO gimbal camera meeting High definition (HD) standard

(ii) Multiple bands of IR (SWIR and MWIR) in addition to EO

(iii) Sensor imagery from multiple bands blended to present detections in SWIR or MWIR as overlays atop color EO.

(iv) Reserved.

(v) Derived raster imagery shall be in alignment with NAIP imagery registration in the same Datum.

(vi) Detector cooling (if applicable) shall be a closed-loop, self-contained system, and not require charging prior to flight.

(vii) Object Tracking and Sensor Pointing.

(viii) Geographic Pointing – Applicable payloads shall have the ability point at a specified geographic location (latitude/longitude) within the payload’s field of regard (FOR).

(ix) Fixed Pointing - Applicable payloads shall be able to continuously point at a fixed surface target while aircraft is in motion.

(x) Marker Targeting – Applicable payloads shall have the ability to point to user defined surface target within the FOR.

(xi) Fixed Stare – Applicable payload shall be able to hold a fixed azimuth and pointing angle while aircraft is in motion (strip profile).

(xii) Object Tracking – track moving objects, such as aircraft and vehicles, based on image matching with the user adjustable target box.

(3) Desired Characteristic Level 3: FAA approved, multi-axis stabilized, hyperspectral or multispectral sensor camera system which is capable of delivering products centered on detecting fire spread and behavior (intensity), presence and spatial characteristics of wildland firefighting liquid drop patterns (water and mixtures in solution of suspension – see http://www.fs.fed.us/rm/fire/wfcs/ for lists of products approved for use in aerial delivery systems), and fuels (loading, continuity, and arrangement).

(4) OPTIONAL INTERNET 1: Satellite Internet or other broadband WAN inflight internet, hardware and service, WAN hardware/service must integrate with LAN data link to provide a WAN gateway for all devices connected to the LAN date link. Satellite Internet or other broadband WAN inflight internet, hardware and service, possessing a minimum data rate of 30 kbps upload and download. WAN hardware/service must integrate with LAN data link to provide a WAN gateway for all devices connected to the LAN date link.

(5) OPTIONAL INTERNET 2: On board WiFi LAN wireless network router which is integrated with LAN data link system and supports the independent connection of mobile devices.

(6) OPTIONAL EQUIPMENT 1: Three dimensional (3D) surface elevation sensor, model creations software, and training. Sensor must be available in conjunction (and capable of operating simultaneously) with imaging sensors offered. Resulting surface models (elevation model) are used to precisely position AFUE raster and vector data in complex topography and describe vegetative structure.

(7) OPTIONAL EQUIPMENT 2: Enhanced auto-pilot which supports maintaining data acquisition flight profile and minimizes pilot fatigue such as flying an orbital radius of one and one half (1.5) nautical miles for prolonged missions.

(8) OPTIONAL EQUIPMENT 3: Installation and service plan of Government provided real-time weather collection sensor, such as Tropospheric Aircraft Meteorological Data Relay (TAMDAR)

(i) Optional Services:

(1) OPTIONAL SENSOR OPERATOR: Contractor provided sensor operator which may be mobilized within 24 hours of request on an as needed basis or throughout the duration of platform contracted availability. Operator is considered essential aircrew and must follow agency work/rest regulations. Sensor operator is entitled and/or restricted to the same travel (per diem) regulations as the platforms pilot.

(2) OPTIONAL ADDITIONAL PILOT: Contractor provided additional pilot which may be mobilized within 24 hours of request on an as needed basis or throughout the duration of critical fire activity/events. Additional Pilot is to facilitate double crewing the aircraft during high fire activity and extended burn periods which would result in consecutive missions being flow in a single duty day or consecutive days. Additional pilot must follow agency work/rest regulations and is entitled and/or restricted to the same travel (per diem) regulations as the platforms primary pilot.

B.8 AVIONICS

(a) MINIMUM REQUIREMENTS

All avionics used to meet this agreement shall comply with the requirements of paragraph B.9 (AVIONICS SPECIFICATIONS) and paragraph B.10 (AVIONICS INSTALLATION AND MAINTENANCE STANDARDS). The following are the minimum avionics which shall be installed. Additional avionics may be required in section B of this agreement.

B.9 AVIONICS SPECIFICATIONS

All avionics used to meet this agreement shall comply with the following requirements and paragraph B.10 (AVIONICS INSTALLATION AND MAINTENANCE STANDARDS).

(a) Communications systems

(1) VHF-AM Radios

VHF-AM radios shall be TSO approved aeronautical transceivers, permanently installed, and operate in the frequency band of 118.000 to 136.975 MHz with a minimum of 760 channels in no greater than 25 KHz increments. Transmitters shall have a minimum of 5 Watts carrier output power and shall not open squelch on, or interfere with, other AM or FM transceivers on the aircraft monitoring different frequencies.

(2) VHF-FM Radios

All aircraft approved for fire operations shall use P25 Digital VHF-FM transceivers meeting the specifications of FS/OAS A-19. FM radios used in all aircraft shall be agency approved. FS/OAS A-19 and a list of currently approved FM radios can be found on the following website: http://www.nifc.gov/NIICD/documents.html . The following requirements shall be met.

(i) VHF-FM radios shall be aeronautical transceivers, permanently installed in a location that is convenient to the PIC and SIC/observer, and operate in the frequency band of 138 to 174 MHz. All usable frequencies shall be programmable in flight. Narrowband and digital operation shall be selectable by channel for both MAIN and GUARD operation. Carrier output power shall be 6- 10 Watts nominal.

(ii) Transceivers shall have a GUARD capability constantly monitoring 168.625 MHz and have a tone of 110.9 on all GUARD transmissions. Simultaneous monitoring of MAIN and GUARD is required. Scanning of GUARD is not acceptable. Aircraft not approved for Air Tactical operation only require one FM GUARD receiver.

(iii) Transceivers shall have the capability of encoding CTCSS sub audible tones on all channels. A minimum of 32 tones meeting the current TIA/EIA-603A standards shall be selectable.

(iv) Transceivers shall have the capability to display both receiver and transmitter frequencies. Activation indicators for transmit and receive shall be provided for both MAIN and GUARD operation.

(v) The radio shall use an external broadband antenna covering the frequency band of 138 to 174 MHz (Comant CI-177-1 or equivalent).

(3) Auxiliary FM systems (AUX FM)

An interface to properly operate a portable FM radio through the aircraft audio control systems shall be provided using an MS3112E12-10S type bulkhead mounted connector with contact assignments as specified by FS/AMD A-17 available at the following website: http://www.nifc.gov/NIICD/documents.html . Sidetone for the portable radio shall be provided (AEM AA34 or equivalent). The following applies to all AUX FM installations.

(i) An external broadband antenna covering the frequency band of 138 to 174 MHz (Comant CI-177-1 or equivalent) shall be installed with the associated coax terminated in a bulkhead mounted BNC connector adjacent to the above 10 pin connector.

(ii) A portable radio mount (Field Support Services AUX-EPH-RB or equivalent) shall be installed providing the crew unrestricted operation of the radio controls when connected with an 18 inch adapter cable.

(iii) A VHF-FM radio meeting the requirements of paragraph B.9(a)(2) may be installed, in addition to the radios already required, in lieu of the AUX FM system.

(4) Non-Standard Radios

Non-standard radios shall be aeronautical transceivers interfaced to the aircraft audio control systems and a compatible antenna via an approved installation. The radio shall be compatible with the requesting unit.

(b) Audio Systems

(1) Intercom systems (ICS)

ICS shall integrate with the aircraft audio control systems and mix with selected receiver audio. An ICS volume control and a “hot mic” capability shall be provided for the PIC and SIC/observer. Passenger volume adjustments shall not affect the PIC. Hot mic may be voice activated (VOX) or controlled via an activation switch. The PIC shall have an isolation capability.

(2) Audio Control systems

(i) General

Controls for transmitter selection and independent receiver selection of all required radios shall be provided for each required audio control system. Each system shall have the capability to simultaneously select and utilize a different transmitter (and PA if required).
