PART I – THE SCHEDULE

SECTION B

B-1

ESTIMATED QUANTITY OF FLIGHT HOURS

The Government plans to award one Indefinite Quantity (IDIQ) type contract, with fixed-price rates for the dry lease of aircraft and flight hours used. The number of flight hours is dependent upon the amount of wild land fire and other related activities each year, which makes estimating the total overall contract quantity of flight hours difficult to predict. Many variables determine the severity and the length of fire seasons, including weather and local or regional long-term climate trends such as droughts or unusually wet periods. Two to four hundred (200-400) flight hours are estimated annually. However, this estimate IS NOT A REPRESENTATION OR A GUARANTEE to an offeror or Contractor that the estimated flight hour quantities will be incurred, or those conditions affecting requirements will be stable or normal. The Government requires that all aircraft are of the same make/model/series for this acquisition.

B.1 MINIMUM AND MAXIMUM CONTRACT AMOUNTS (FAR 52.216-18) (OCT 1995).

During the period specified in FAR Clause 52.216-18 ―Ordering,‖ the Government shall place orders totaling a minimum of TEN (10) aircraft, but not in excess of FIFTEEN (15) aircraft.

B.2 LEASED AIRCRAFT.

This acquisition is for up to a maximum of 15 aircraft (over the life of the contract) to be rented on a dry lease basis, with contractor provided maintenance and insurance, available for the exclusive use by Government pilots for wild land fire missions and other administrative activities. The daily rate is to accommodate payment flexibility for inconsistent days in a month or in a year.

All aircraft ordered under the resultant contract shall be ready for delivery on January 01, 2012 to the US Forest Service. Delivery will occur at the Contractor’s base of operations or other mutually agreed upon location.

Solicitation No. AG-024B-S-11-9007 US Forest Service

SECTION C

DESCRIPTION/SPECIFICATION/WORK STATEMENT

C-1

C.1 BACKGROUND

The United States Forest Service (USFS) is responsible for protecting National Forest lands from wild land fires and, by agreement with other agencies, assists in protecting other jurisdictions. The FS has accomplished this mission by sharing resources with other State and Government cooperators. Since the 1950s, the FS has placed increasing reliance on fixed and rotor wing aircraft to support fire suppression operations. Aircraft are used to drop fire retardant, deliver smokejumpers to remote areas, deliver helitack firefighters for passenger and cargo transportation, and to provide logistical and administrative support.

To ensure the efficiency and safety of aviation operations, the FS deploys airborne Aerial Supervision Module (ASM) platforms for in-flight supervision on fires and to conduct other administrative support activities. When the aircraft is performing the low level support role (Lead plane), the mission will consist of directing and guiding air tankers into fire areas and as necessary ―leading‖ them during the actual retardant drop, at times operating below 500 feet above ground level (AGL) in steep mountainous terrain and turbulent conditions. The air attack mission (ATGS) consists of operating above 500’ (AGL) and coordinating tactical use of all aircraft working at the incident. The ASM role combines both the Lead plane and ATGS role into one. The administrative support mission includes carrying passengers and/or cargo.

C.2 SCOPE OF CONTRACT

This solicitation is for the dry lease (aircraft only, without fuel, crews, or pilots) of a minimum of TEN (10) and a maximum of up to FIFTEEN (15) aircraft and includes complete contractor provided maintenance support. The aircraft shall be made available from 01 January 2012 (base period of performance will be from Contract Award through December 31, 2012) with two

(2) one year options with periods of performance from January 01, 2013 through December 31, 2013 (Option 1) and January 01, 2014 through December 31, 2014 (Option 2). The aircraft will be utilized by USFS National and Regional aviation groups for support of fire and aviation management activities.

This solicitation and resultant commercial, indefinite quantity type contracts will be awarded for the dry lease of manufacturer built, single or multi-engine, turbine powered aircraft. The Contractor shall make the aircraft available for year-round, exclusive use by Federal Government pilots for missions associated with supporting wild land fire suppression. Other types of work to a lesser degree will be resource management, passenger and cargo transportation, law enforcement, pilot training, pilot proficiency, and administrative activities.

The ASM mission consists of directing and guiding large air tankers into a fire area, and as necessary, ―leading‖ them during actual retardant drop. This means operating below 500 feet AGL in steep mountainous terrain in turbulent conditions. The aircraft may have other Government employees on board as an Air Tactical Group Supervisor (ATGS), an instructor, and/or trainee. Mission/Agency qualified Government pilots will operate all of these aircraft.

The Contractor shall provide the aircraft and complete maintenance of the aircraft. The Government shall provide all of the fuel. The contractors shall provide all oxygen, petroleum, oils, and lubricants (POL) for the aircraft. The Government will operate in accordance with the United States Department of Agriculture Forest Service Manual FSM 5700 – Aviation Management and all applicable portions of 14 CFR Part 91.

C-2

The resultant contract shall require the contractor to provide aircraft that, at the initial delivery of the aircraft, and after the completion of all maintenance (both scheduled and unscheduled), are

(1) neat and clean in appearance, (2) fully operable and maintained to 14 CFR 135 inspection standards or equivalent and manufacturers recommendations with an FAA approved Minimum Equipment List (MEL), (3) equipped with calibrated and marked instruments and radios, (4) in good condition both visually and operationally, and (5) timely and properly maintained in compliance with 14 CFR Parts 43 and 91, mandatory manufacturer’s service bulletins and FAA AD’s. The aircraft may be used for other FS cooperator wild land fire needs (i.e. Federal, State, and local Agencies) within North America.

(D) The transceiver’s operational controls shall be mounted in a location that is convenient to the pilot-in-command (PIC) and second-in-command (SIC)/Air Tactical Supervisor (ATS).

(E) Aircraft having two or more Aeronautical P25 Digital VHF-FM Radio Transceivers (FM-1 & FM-2) need only have a GUARD receiver in one transceiver.

(F) Multimode P-25 digital aeronautical VHF-FM transceivers must meet must meet FS/AMD A-19. Visit the following website for a copy of FS/AMD A-19 and a current list of acceptable radios:

http://www.nifc.gov/NIICD/documents.html .

(G) All P25 digital radios will be operated with current software as listed on http://www.nifc.gov/NIICD/hotsheet/hotsheet.html. Software versions identified on this website by October 1st will be acceptable for the following year. The only exception is more up-to-date software versions as released by the manufacturer. P25 digital radios without a software version listing will be upgraded to the current version within six months of release by the manufacturer. As an example, Technisonic releases a new software version for their TDFM-136 radio on August 1st. The above website lists this new software version on September 15th. Therefore, all TDFM-136 radios must operate with this new software by January 1st.

However, if the website did not list this new software until October 10th, the software would not be required until the end of the following year.

(H) Transceivers shall have appropriate filtering to prevent transmissions from opening adjacent AM and FM receivers monitoring different frequencies.

(I) Transmit interlock functions will not be used with communications receivers.

(J) Channel/Memory up/down switches shall be installed on the PIC’s yoke.
