Scope of Work
Carpet Replacement
Aberdeen Plant Materials Center
PART 1: GENERAL
1.1 SUMMARY:
A. Description of Work: Furnishing labor, equipment, supplies, and materials, to remove, store, and return government office property (GOP); remove and dispose of existing carpet; prepare floor; install new carpet; replace old cove base with new cove base;
install miscellaneous carpet transitions as needed; and all other major or minor work needed to make the job complete in designated areas as indicated on the drawing.
B. Location: Work under this Contract is located in Bingham County, Idaho. The work site is at the Natural Resources Conservation Service, Aberdeen Plant Materials Center, 1691 A South 2700 West, Aberdeen, Idaho 83210. The work location is shown on the drawings.
1.2 SUBMITTALS:
A. Scope: Submittals include manufacturers' literature and samples.
B. Requirements: Allow at least three working days for review. Submittals shall be delivered to Purchasing Agent as specified in Block 5a of the SF18.
C. Identification of Submittals: Completely identify each submittal by showing at least the following information:
1. Indicate whether this is an original submittal or re-submittal.
2. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.
1.3 PROJECT/SITE CONDITIONS:
A. Access to the Work: Access to the work is at Natural Resources Conservation Service, Aberdeen Plant Materials Center, 1691 A South 2700 West, Aberdeen, Idaho 83210.
Office hours are from Monday thru Friday 7:00 AM to 5:00 PM except on legal government holidays. The majority of work must be performed outside of these hours.
B. Site Tour: It is highly recommended for proposed bidders to attend the scheduled pre-bid site inspection.
1. The contractor shall acquaint himself with all available information regarding difficulties that may be encountered and the conditions and safety precautions under which the work must be accomplished under this contract. The contractor shall not be relieved from assuming all responsibility required herein because of failure to investigate the conditions or to become acquainted with all information concerning the services to be performed.
C. Building: The office building is a single-story facility with ground level entrance.
D. Occupants: Government will occupy portions of the project areas. Conduct work so disruptions will be minimized. Provide not less than 72 hours' notice to Contracting
Officer (CO) of activities that will affect Government operations.
1. Control Measures: Submit statement or drawing that indicates the measures proposed for use, proposed locations, and proposed time frame for their operation. Identify options if proposed measures are later determined to be inadequate. Include measures for the following:
a. Dust control.
b. Noise control.
1.4 DEFINITIONS
A. Government Property (GP): GP may include all fixed and non-fixed property which may include but not limited to doors, walls, desks, cabinets, books, files, etc.
B. Government Office Property (GOP): GOP may include office furniture and all associated accessories that include desks, chairs, computer stations, book cases, filing cabinets, boxes, trash cans, partitions panels, and other items.
C. Government Furnished Material (GFM): GFM is materials that shall be provided by the
Government and installed by the Contractor.
1.5 GOVERNMENT FURNISHED MATERIAL (GFM)
A. There is no Government Furnished Material.
1.6 GOVERNMENT ACCOMPLISHED TASK:
A. Items to be accomplished by the Government:
1. The Government will pack all small/personal/office items into boxes.
a. The Government will unpack all small/personal/office items from returned boxes.
2. The Government will provide disconnection and relocation of all electronically operated equipment.
3. The Government will move office equipment that is hard-wired or requires a service technician and reinstall it.
1.7 QUALITY ASSURANCE:
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This
Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Measurements shown on the drawing are approximate and are to be verified by the Contractor. No requests for material or installation extras will be considered due to measurement or take-off errors.
D. Failure Criteria: Not limited to the following:
1. Carpet:
a. Seams separating.
b. Lack of adhesion
c. Wrinkles or Bubbles
d. Carpet loosening from areas of fixity.
2. Cove Base:
a. Adhesive visible above or below base.
b. Shrinking of base sufficient to open end joints.
c. Base loosening from wall.
1.8 PROTECTION AND DAMAGES:
A. General: The contractor shall provide for the safety and protection of GP against injury, molestation, loss and/or damage.
B. Reporting Damages: The contractor shall report all damaged GP to the CO immediately.
Damage shall include property being relocated, as well as damage to the properties.
C. Repairs/Replacement: The contractor shall promptly repair or replace any GP damaged during the relocation and installation tasks.
1.9 DELIVERY, STORAGE, AND HANDLING:
A. Delivery: The Contractor shall protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: The Contractor shall provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: The Contractor shall load and unload products in such a manner that protects them from damage.
1.10 QUALIFICATIONS OF PERSONNEL:
A. Supervision: The contractor shall ensure that all work required by this contract is satisfactorily supervised. Sufficient on-site supervision shall be provided as deemed necessary to carry out all the terms and conditions of the contract.
1. The contractor shall have in their employ a sufficient number of capable and qualified employees to enable the contractor to properly, adequately, safely, and economically perform carpet installation and relocation services.
2. The CO may require dismissal from work any employee who is deemed unacceptable or is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the facility and its population.
3. The contractor agrees not to employ any person undergoing sentence of imprisonment except as provided by Public Law 89-176, September 10, 1965
(18 U.S.C. 4082)(c)(2) and Executive Order 11755, December 29, 1973.
4. It is of the utmost importance that the contractor utilizes skilled and trained, productive employees to ensure satisfactory performance of the required services.
5. Contract Supervisor and Point of Contact: The contract supervisor and contractor’s points of contact and on-site supervisors must be fully conversant
(verbal and written) in the English language.
6. Employee Appearance: All employees shall be clean with regard to hygiene and clothing and be neat in physical appearance.
7. Signing In and Out: The contractor shall ensure all employees and subcontractors sign in and out with the Government Representative each day,.
1.11 SEQUENCING AND SCHEDULING:
A. Government Impact Restrictions: The contract shall be completed in its entirety
(inventory, move GOP, demo and dispose flooring, prepare floor, install new carpet, inspection and acceptance, return and setup GOP) .
1. Work Schedule: The schedule shall be submitted at the pre-work conference.
2. Schedule: Work must be scheduled outside of normal business hours, taking place after 5:00 pm on weekdays or on the weekends, with the exception of the conference room. The conference room can be completed during normal business hours and shall be completed first.
3. Access: Maintain access to exits, entrances, existing walkways, corridors, and other adjacent occupied or used facilities as much as possible.
PART 2: PRODUCTS
2.1 MOVING SERVICE
A. General: The Contractor shall perform all tagging and diagraming, packing/unpacking of non-personal items, crating/uncrating, assembling/disassembling necessary for the moving, storage and protection of GOP to and from a temporary storage facility, and the
GOP is to be return to its original location.
1. The contractor shall provide trained personnel and all required vehicles, specialized moving equipment and/or subcontractors, tools, Johnson bars, cargo straps, moving dollies, pallet jacks, hand-trucks, safe jacks, packing materials such as shrink wrap, bubble wrap, packing peanuts, boxes, tape, etc.
a. All subcontractor personnel shall be directly monitored and supervised by the Contractor’s designated Site Supervisor at all times. The CO will deny entry to the facility to subcontractors unaccompanied by the designated
Site Supervisor.
2. It shall be the responsibility of the contractor to determine the number and size of packing containers and supplies to be utilized.
3. All supplies shall be furnished at the time of the move.
4. All materials supplied must be clean and of quality sufficient to ensure protection of all GOP.
B. Storage: The contractor shall complete the conference room area first and use this area for storage of the items removed from the main office area.
2.2 CARPET
A. Carpet: Rolled carpet shall be used on this project.
B. Physical and Minimum Performance Requirements: Materials shall be new, of domestic manufacture. Carpet shall be from the same dye lot for entire project. Carpet shall be glue down type of tufted first quality fabrication, free of visual blemishes, streaks, poorly dyed areas, and other physical and manufacturing defects. Carpet shall have antimicrobial and electrical resistance properties. Carpet materials and treatments shall be nontoxic when used as ordinarily intended, reasonably nonallergenic, and free of other recognized health hazards. Primary backing shall be polypropylene.
1. Minimum Physical Requirements
a. Surface Texture: Tufted, Textured Multicolored Loop Pile.
b. Pile Weight: 26 oz/yd2 minimum.
c. Total Weight : 62 oz/yd.
d. Pile Height: .187”.
e. Protection: Soil and stain resistant.
2. Minimum Performance Requirements
a. Flammability: Shall be according to ASTM 648, Class 1.
b. Self-Extinguishing: Shall be according to CPSC FF 1 or ASTM D 2859
(Methenamine Pill Test).
c. Smoke Density: Shall be according to ASTM E-662,450 maximum.
d. Static: AATCC-134, 3.5KV maximum.
C. Samples:
1. Submit a carpet sample at least 6 inches by 6 inches.
D. Adhesives: Waterproof, nonflammable, adhesive as recommended by the carpet manufacturer. Seam adhesive shall be waterproof, nonflammable, and non-staining as recommended by the carpet manufacturer. When primer is recommended by the adhesive manufacturer, it shall be compatible with or manufactured by the adhesive manufacturer.
2.3 BASE
A. Wall base: Walls abutting carpet will have carpet coving (4 inch). Carpet coving shall have a finished bound edge or metal/plastic edging. Must meet the existing paint line.
B. Color: Shall be of the same material and color as the existing carpet.
C. Adhesive: According to the base manufacturer's written instructions.
2.4 GOVERNMENT FURNISHED MATERIALS
A. Government-furnished materials shall be limited to:
1. There are not any Government-furnished materials at this time.
2.5 SPARE CARPET AND MAINTENANCE DATA
A. Spare Carpet: The contractor shall provide to the government additional ten (10) square yards of new, uncut carpet from the same dye lot as used on this project.
B. Maintenance Data: Submit a copy of the carpet manufacturer’s maintenance manual to the CO for record purposes. Include recommended type of cleaning equipment and materials, spotting and cleaning methods, and cleaning cycles.
PART 3: EXECUTION
2.6 PROJECT MEETINGS:
A. Pre-Work Conference:
1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, work schedules, payroll and payments, and administrative provisions of the Contract.
2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.
3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings:
1. Meetings shall be held at the project site, or as determined by the Contracting
Officer.
2. Meetings may be called by either the CO or the Contractor. Request shall state who should attend and include an agenda.
C. Final Inspection:
1. Meeting shall be held at the project site, or as determined by the Contracting
Officer.
2. The Contractor shall notify the CO in writing at least 3 working days before the completion date so the Government can schedule final inspection.
3. The Contractor shall require the superintendent to be present during this inspection.
2.7 DISPOSAL OF DEBRIS:
A. Requirements: Items or debris not designated as salvage for the Government shall become the property of the Contractor. The Contractor shall be responsible for disposal of materials in a legal manner and for payment of any fees required.
2.8 WARRANTY:
A. Requirements: Materials furnished under this Contract shall be covered by the most favorable commercial warranties the Contractor gives to any customer for such materials. The rights or remedies provided herein are in addition to and do not limit any rights afforded to the Government by any other clause of this Contract. With respect to all warranties, expressed or implied, from manufacturers or suppliers for materials furnished under the Contract the Contractor shall:
1. Obtain all warranties that would be given in normal commercial practices.
2. Require all warranties to be executed, in writing, for the benefit of the
Government.
3. Submit all warranties to the CO prior to the final inspection.
2.9 MOVING
A. General: All GOP in the areas to be carpeted shall be packed and protected and shall be moved to the conference room area and handled with care and in accordance with the best practices of the industry.
B. Inspection: All walls, door facings, and other areas along the route to be followed during the move will be inspected by the CO and contractor before and after the move.
C. Inventory: The contractor shall label and map each GOP to be moved and for the returned to the exact placement and order as found.
1. Floor plans will be provided for the contractor’s inventory.
D. Packing: The contractor shall pack, crate, and disassemble as necessary GOP items to be moved from the project area.
1. Filing Equipment: All filing equipment shall be transported upright with all drawers adequately protected against opening by strapping or other means.
Padding shall be used between cabinets to prevent rubbing or chaffing.
E. Move: The contractor shall move all GOP to temporary secured storage facility. Upon completion and acceptance of the carpet installation, the contractor shall return all GOP to the original area.
F. Unpacking: The contractor shall unpack, uncrate, and reassemble as necessary all GOP items to exact placement and order as inventoried.
1. Government pack boxes shall be return to the same area as inventoried and will be unpack by the government.
2.10 REMOVAL AND DISPOSAL:
A. Carpet and Vinyl Removal: Detach carpet and vinyl from existing flooring and legally dispose of them off-site.
B. Preparation: Remove old glue and carpet remnants; prepare the floor clean for carpet tile placement.
C. Remove and Reinstall: Detach items from existing flooring and walls, prepare them for reuse, and reinstall as nesecceary, see section 3.9.
D. Transitional Areas: Neatly cut square and true to carpet where existing flooring to remain meets new carpet as required. Use cutting methods least likely to damage existing flooring and walls.
2.11 FLOOR IRREGULARITIES:
A. Floor Irregularities: Report cracks, holes and flooring irregularities to the Contracting
Officer.
1. Minor Floor Irregularities: Minor cracks, holes and flooring irregularities shall be filled in and level with an approved floor grout as the normal floor preparation duties.
2. Major Floor Irregularities: The contractor shall adjust work plan to allow the government to make nesecceary corrections.
2.12 CARPET INSTALLATION:
A. Installation Instructions: Before installation, submit the carpet manufacturer’s printed installation instructions for the specified method to the CO for record purposes. Include complete procedures for an expert installation covering preparation of the substrate, seaming techniques, and recommended adhesives.
B. Installation and Layout: Layout carpet according to carpet manufacturer’s printed instructions and in accordance with the Carpet and Rug Institute’s Installation Standard.
C. Transitions: Install appropriate carpet adapter transition moldings where carpet terminates at other floor coverings. Fit tight to vertical surfaces. Where splicing cannot be avoided, ends shall be tight and flush. Fit carpet tightly into edging recess.
1. Repair: Repair any portion of the existing flooring that may have separated from the floor base.
2.13 COVE BASE
A. Adhesive: Apply recommended by base manufacturer.
B. Installation Conditions: Wall surface must be thoroughly dry, smooth and free from dirt and grease.
2.14 PROTECTION AND CLEANING:
A. Protection:
1. Flooring: The contractor shall protect all newly carpeted areas against damage during moving and carpet installation.
a. Requirements:
1) Moving Heavy Furniture or Equipment: The contractor shall provide clean plywood or Formica sections to be used as runners on all carpeted areas where heavy furniture or equipment is being moved, it must be 1/2” to 3” thick, 4’ by 8’ sheets in the lobbies and corridors, and 32” wide sheets through doors.
2) Heavy Traffic: Protect installed carpet from soiling and damage with heavy, reinforced, non-staining kraft building paper or polyethylene film of an acceptable quality and thickness. Lap and secure edges of covering widths. Keep covering in repair and replace damaged portions. Protective covering shall be removed or left in place as required.
2. Walls: All corridor walls must be protected at all times during the move.
3. Doors: The contractor shall provide their own actual door stops. No tools, cardboard or other means of propping doors is acceptable.
B. Cleaning:
1. Carpet Installation: On completion of the carpet installation in each area, all dirt, carpet scraps, etc. must be removed from the surface of the carpet before returning GOP.
a. At the completion of the work vacuum carpet using commercial vacuum of type recommended by carpet manufacturer. Remove spots and replace carpet where spots cannot be removed. Remove rejected carpeting and replace with new carpeting. Remove any protruding yarns with shears or sharp scissors.
2. Moving: On completion of section 3.1.F for each designated project areas, all packing, crating, and protection material shall be removed and the areas shall be vacuumed.
3. Access Corridors: Walls and areas outside of the designated project areas shall have all protecting materials remove and the carpeted areas shall be vacuumed.
C. Fire Hazards: Clothes and waste which would constitute a fire hazard shall be removed from the project daily.
PART 4: MEASUREMENT AND PAYMENT
3.1 METHOD OF MEASUREMENT:
A. Units: There will be no separate measurement for individual items of work done under this Contract.
3.2 BASIS OF PAYMENT
A. Payment: Payment will be made at the Contract price, as indicated in the Bid Schedule, and will include full compensation for the work described in the Contract. Payment will be made under:

Carpet Installed, complete Lump Sum
Spare Carpet Lump Sum
