Sitka Office Move pre-bid walk through April 13, 2016 10:00 to 11:30 am

Participants: Richard Waddington, Ashlee Sylvester, AAA Moving and Storage Jim Conkle, Reliable Transfer Ken Chenault, Eklutna Frank Barnes, Lisa Hirsch, Bridget Welch, Forest Service

Discussions:

Bid due date is April 20, 2016. Items were labeled as follows:

Green = move, Red = residual/dispose, Yellow = to be determined.

About 1/3 of the red tagged items (excluding cubicle furniture) in the building today will not be part of the contract.

Contractor shall dismantle and reinstall at the new location, three (3) work stations in the Dispatch Room plus various associated fixtures. The dispatch monitor shall be moved and re-mounted by the contractor. The government will be responsible for re-connection at the new location.

Contractor shall remove and remount two (2) large USGS topo maps (four (4) pieces total). The contractor shall remove and remount one (1) AV screen. Contractor shall dismantle and reinstall, at the new location, one (1) work station (to be designated at time of move).

Computers, monitors, keyboards, books and personal items will be boxed and labeled for destination point by the government. Printers, copiers and plotters will be unplugged, and labeled for the destination location. Contractor shall place at new location as labeled.

Contractor will not be responsible for re-connection.

All cabinets, book cases, etc. over 60” high shall be mounted to the wall at new location by contractor.

“Disposal” requires actual disposal, destruction or recycling of all government property marked as residual/dispose. No salvage operations will be allowed. A government official will monitor the handling of all residual government property.

Discussed need to specify who is responsible for any damage (new) from moving out of the existing office. Obviously, the building currently has ‘lived in’ wear and tear damage.

All bidders agreed that the disposal quote mount should be in two (2) parts:

1. Dismantle, hauling, etc. at a flat fee

2. Disposal at a fixed rate per pound. Final amount to be determined at time of disposal as measured by a third party.

All quoters requested an award announcement date before June 10, 2016.

All quoters took photos but did not attempt to catalogue items. Forest Service provided a rough estimate of 70 +/- cubicles in existing building. No estimate of weight for disposal of residual government property was offered.

All quoters expressed doubts that the local transfer facility will be able to handle the volume of residual government property. May have to haul to the Sawmill Creek yard. Disposal may be containerized and shipped south.

The local transfer station fee is currently .06/lb and $25 for each appliance. Metal recycling fee may be different.
