PreQuote Conference Call Notes

10 March – 10 am

Attendees:

Forest Service: Denise Murphy, Contracting Officer; Gordon Brooks, Forest Fleet Manager/Contracting Officer’s Representative (COR)

Contractors: Joseph Mokry, Ocean Rescue Systems International

Reviewed each of the items listed in the meeting agenda.

Responded to questions emailed prior to the start of the meeting regarding the statement of work:

Question 1: We train hundreds of boat operators every year using our own training manuals. Will we provide our manuals or will the Agency provide its version? Or is the checklist the only printed material used for training?

FS Response: The Forest Service has its own manual that will be used (included as an attachment to the solicitation package).

Follow on question: Will trainees have the manual ahead of time?

FS Response: Yes. Trainees will be provided the manual ahead of time. In addition trainees will also have completed a seashore survival course and participated in a minimum of eight (8) hours classroom instruction prior to taking this course.

Question 2: Is the assessment day (Day 5) considered part of the 32 hour training class, or is that additional, non-direct-contact training?

FS Response: The fifth day (Friday) is the day of the practical exam with Forest Service operators/examiners. This is not included in the 32 hours of instruction called out in the scope of work.

The Forest Service has a cadre of Forest Service employees who will conduct the practical examination.

The scope of work ends on Thursday afternoon. It is not expected that the successful contractor would be there on the fifth day.

Discussed work required to prepare the course before it is presented. Forest Service expects several meetings ahead of time to include a briefing with Forest Service operators/examiners.

Discussed that the intent of the training is to get people ready to pass examination; training experience with seasoned operators; and 10 ½ hours of experience with hand on the throttle and tiller.

Discussed the idea of having a USCG representative do a short presentation as part of the training curriculum. Intent is to have USCG talk about inspection of vessels, what is looked at and how to be prepared.
