The following is added to the Description:
Bears Brown and Black Bears range through the contract area. Bears are considered unpredictable and potentially dangerous in human/bear encounters. It is suggested that contractors carry a large caliber weapon as bear protection. Any bear shot in defense of life or property requires a written explanation and becomes property of the State of Alaska. The best protection is avoiding bear/human contacts. Campsites shall be kept clean and free of garbage. Failure to do so will result in the issuance of a cure notice or a stop work order. Waste disposal shall be in accordance with Federal EPA guidelines. Report any problems with bears to the Contracting Officer (CO) as soon as possible. This may be done through the COR, or his/her inspectors. Especially important is the reporting of bears that appear to have become habituated to humans. Report habituated bears so that the Government can notify the public.
The following is added to the technical requirements:
Firewood:
Firewood may be cut and collected in accordance with District policy. Chugach District policy for firewood, the contractor may cut dead standing or down trees for firewood associated with a project camp.
Camping Requirements Structures used to house employees shall be commercially designed and constructed. Examples of commercially designed and constructed facilities include wall tents, travel trailers and motor homes.
Additionally, the structures must:
Protect occupants from the elements.
Provide safe and adequate heating (wood, propane or oil). Employee billet heating is not required during the months of June, July and August. Any other time of year, employee sleeping facilities shall have an appropriate heat source.
Have raised floors.
Have raised bunks for each occupant.
Have a minimum sleeping area of 60 square feet of floor space per occupant.
Have a minimum of two exits.
Have smoke alarms and fire extinguishers.
Except in the case of a mobile home or trailer (which has been specifically constructed and designed for cooking, eating, living and sleeping activities), all food storage, preparation and eating shall occur in a separate structure.
Food must be stored in fly and rodent-proof containers. Perishable food shall be refrigerated. Perishable food can be stored in ice filled coolers and ice chests.
Food and garbage shall be stored in hard-sided vehicles or suitable bear proof containers. At no time will food or garbage be left exposed and unattended. Bear proof containers may be commercially purchased or locally fabricated. Locally fabricated bear proof containers shall be constructed in accordance with the following minimum standards: Minimum of 5/8-inch plywood with 2” x 4” construction and screws instead of nails. Heavy duty hinges and latches strong enough that they can’t be pried open by claws.
Metal flashing to cover seams so that claws can’t get into them. Locally fabricated bear proof containers are subject to government inspection for suitability. Contractors will replace bear proof containers found unsuitable by the Government.
Adequate potable water shall be provided for drinking, cooking and washing. Acceptable sources of

Transport water from approved public potable water source.
Surface water collected and treated in accordance with the following directions:
Water Collection Care should be taken in selecting a water collection point for the camp. Typically, microorganisms are concentrated in stagnant or slow moving water, such as lake shores or along stream banks. These areas should be avoided. It is also important to avoid any body of water that has an algae bloom or has a strong organic odor because these conditions are associated with higher concentrations of microorganisms. The best places to collect water are from a flowing portion of a stream or from lake as far away from the shoreline.
Water Treatment by Filtration and Disinfection Two of the most common pathogens encountered in Alaska are Giardia and Cryptosporidium. Both of these organisms are very resistant to chemical disinfectants, such as chlorine and iodine. Consequently, the most reliable method for removing Giardia and Cryptosporidium from drinking water is by filtration.
During filtration, raw water is passed through a porous material that separates contaminants from the water. Filters are typically constructed of fabric, special media or ceramic. In order to achieve acceptable levels of removal of Giardia and Cryptosporidium, filters must meet the specifications of NSF Standard
53. If a filter meets this standard, it should be indicated on the label or in the manufacturer’s specifications.
Disinfection is done after filtration to inactivate any microorganisms, such as bacteria and viruses, which are too small to be removed by filtration. Chlorine is the most widely used disinfectant for water treatment. Liquid chlorine is available for drinking water uses at a concentration of about 5.25% available chlorine. The table below shows the proper amount of liquid chlorine to use to disinfect small volumes of drinking water.

Chlorine needs to be in contact with the water for at least two hours to kill Giardia cysts. It is advisable to have at least two containers to ensure that the potable water is meeting adequate contact times.
Water Treatment by Boiling Boiling is the simplest method of water treatment. Boiling water, at a rolling boil, for two minutes is adequate to kill bacteria, viruses, and protozoa.
Water Storage After treatment, it is important that drinking water be stored in sanitary containers to prevent contamination. All containers should be properly washed and sanitized.
Latrine Covered toilet facilities with toilet paper shall be provided. Follow these steps to establish the camp toilet facility:
Decide where to locate the pit privy.
Find a site where the groundwater table is deep enough to ensure a 4-foot minimum vertical separation

Locate the pit privy in an area where the water will drain away from the pit. Make sure the pit is in an area that is not subject to flooding.
The pit privy must meet the following minimum separation distances (setbacks).
Minimum Required Separation Distances 100 feet Surface water, streams, wetlands, sloughs and swamps 20 feet Any structure 4 feet Vertical distance between the bottom of the pit privy and seasonal high groundwater table
Dig the pit.
Dig a pit deep enough to provide capacity for the amount of waste anticipated. When sizing the pit, include the estimated amount of ash from burnable solid waste if you intend to dispose of the ash in the pit privy.
As noted above, dig the pit so that the bottom of the pit is at least 4 feet above the groundwater table to prevent flooding of the pit and provide adequate treatment of the waste.
Construct the pit to prevent cave-ins. If necessary, cribbing can be used to shore up the sides of the pit.
Cribbing should fit firmly against the earthen walls on all sides. Cribbing should descend the full depth of the pit and rise flush with the ground level. Use only untreated lumber for the cribbing.
Construct the pit so water drains away from the opening and not into the pit. Use the excavated soil to berm up around the pit.
Construct the privy.
There need not be a “house” associated with a pit privy as long as the opening of the pit is protected from rain and snow. This prevents the pit from filling with extra liquids.
There must be a covering over the pit that prevents insects, vermin (voles, shrews, etc.) and other animals from entering the pit. A bench must be constructed over the pit that has a closing lid. If you use a commercial toilet seat, remove the knobs from the underside of the seat and seal the toilet seat to the bench.
Use durable and cleanable materials. Painted or stained wood surfaces are acceptable.
If you construct a structure that includes ventilation, screening with openings no greater than 1/16 inch should be used to cover the vent opening.
Insure that all possible accesses into the pit are sealed to prevent small insects from entering the pit.
Operate the pit properly.
Use lime to control odors. Apply as frequently as needed.
Use extreme caution when working with strong disinfectants such as lime. Be careful to not spill the lime or allow it to remain on the seat of the privy. Lime may cause chemical burns to the skin.

Ash from burnable solid waste can be dumped into a pit privy.
Abandon the pit privy properly when permanently closing down your camp or when the pit becomes full.
It is full when solids are two feet from the ground level.
Remove any structure erected over the pit.
Apply lime to the pit.
Cover with a minimum of 2 feet of compacted soil.
Contour the soil so there is a mound that will ensure drainage away from the pit and to allow of settling of the soil.
Mark the pit location so that future camp operators avoid digging a new pit into a previously abandoned pit.
Solid Human Waste (feces) outside of the camp toilet facilities shall be disposed of by either digging a “cathole” or packing back to camp for disposal. A “cathole” is a hole dug in the ground to bury solid waste. “Catholes” shall be dug 6- to 8-inches deep and a minimum of 100 feet away from water, trails and campsites.
Personal Hygiene Handwashing and hot water shower facilities shall be provided.
Laundry A laundry tray or tub for every 30 workers shall be provided or transportation, at least weekly, to a commercial laundromat shall be provided for all workers.
Store flammable liquids in accordance with applicable state and federal regulations. The contractor shall submit a plan to transport, store and transfer flammable liquids. In addition, the flammable liquids storage site shall:
Have secondary containment that is covered to keep rain out. Canopy or roof walls and supports must not restrict more than 25 percent (25%) of the perimeter of the storage area to allow fumes to dissipate.
Be at least 50 feet from other facilities and vehicles.
Have a NO SMOKING sign posted.
Store empty flammable liquid containers as if they still contain a flammable liquid.
All containers shall be sound and tightly closed at all times.
All drums and portable tanks shall be properly labeled.
The campsite should be dispersed, as reasonably as possible, in accordance with the attached U.S. Forest Service, Alaska Region 10, Labor Camp Layout Illustration. Compliance with distances of dispersion will reduce hazards and comply with applicable laws and regulation. Additionally, the campsite shall not encroach beyond the boundaries designated by the Forest Service. No camp area shall be located within 100 feet of any open water (lake, stream, pond, etc.).

Seward Ranger District Trail Brushing Upon abandonment, termination, revocation or cancellation the contractor shall remove within ten (10) days all structures and improvements, except those owned by the United States, and restore the site. If the contractor fails to remove all structures or improvements within the ten (10) calendar days, they shall become the property of the United States; however, that will not relieve the contractor of liability for the cost of the removal and restoration of the site.
The camping area may be accessed by the public, other contractors or Government employees.
Disorderly conduct is not permitted.
The campsite shall have a clean appearance at all times and in a condition that will not attract bears or other animals. Open burning of solid waste (excluding rubber products, plastics, oils, oily wastes, and contaminated oil cleanup materials), to prevent animal attraction and to reduce the volume of the waste is allowed as long as the activity does not threaten the safety of persons or property, or violate air quality standards.
Basic first aid supplies shall be maintained, available and under the charge of a person trained to administer first aid. Each campsite is required to carry an emergency trauma kit.
The contractor shall take all reasonable precautions to prevent and suppress forest fires. No material shall be disposed of by burning in open fires during the closed season established by law or regulation without a written permit from the Forest Service. The contractor must comply with the following fire regulations:
A shovel, axe or pulaski, 10-quart pail which is full of water for immediate use, and a fire extinguisher with an Underwriters Laboratory (UL) rating of at least 5:BC are required during the fire season.
All fire rings or outside fireplaces will be approved by a Forest Service representative. The area will be cleared down to the mineral soil for a distance of one (1) foot outside of the ring and it will not have any overhanging material. Fire rings will be dismantled and the material dispersed prior to leaving the site.
All generators and other internal combustion engines will be equipped with Forest Service approved spark arresters and/or factory-designed muffler and exhaust system in good working order. They will be located in a cleared area with the same requirements as in (b).
Pets will not be allowed to interfere with Forest Service officials or other Forest Users. The contractor is responsible for all dogs or other pets located at the work site or at the camp location. The contractor is responsible for keeping all pets from running loose and harassing, killing, or molesting wildlife.
This direction also supplements Code of Federal Regulation 29 (CFR) 1910.142, Title: Temporary Labor Camps, which is the governing direction for temporary labor camp standards.
Any violation of these conditions may result in revocation of camping approval. The Forest Service reserves the right to terminate this permit at any time.
