REQUEST FOR INFORMATION (RFI) #1

Question:

It appears that the Flagging, tagging and painting of the unit boundaries involves the unit layout as well. Unit layout is figured into the per linear foot costs as noted in the schedule of values. My question requiring clarification is, will the roads need to be located in the conventional logging units as well? In reading through the Government supplied materials, it states that unit cards and road cards will be supplied to the contractor. This leads me to believe that these services may need to be included either at a later date or as a separately negotiated cost at the time of negotiation for individual task orders. If it is to be included into the unit boundary costs, I would need to look at our statistical averages for units that we have flagged for the Forest Service and determine on average how many miles of road are located per 1000 acres of units.

Anyway, the point of asking the question is that the logging systems and unit boundaries are tied hand-in-hand to the road location. If we are locating Unit boundaries, the roads will either need to be in before we locate the unit boundaries or the roads should be located concurrently with each task order.

Answer:

The intent of the requirement is to capture all aspects of layout just in case it is needed at a future date.

I would suggest that the there are two bids for this work. One where the unit is already flagged, roads located and laid out where we are only contracting the tagging, painting and refreshing the flagging.

The second is total layout, recon, roads, flag, traverse, tag and paint. The individual task orders will clarify what level of layout we are looking for. At this moment in time we are not expecting any full layout needs only the tag, paint and refreshing the flagging.
