TONGASS ADVISORY COMMITTEE MEETING MANAGEMENT

AND FACILITATION

SOLICITATION AG-0116-S-14-0004

QUESTIONS AND ANSWERS II

March 19, 2014

The following list of Questions and Answers (Q&A) represents a summary of additional questions received from interested Offerors regarding the subject procurement. Offerors are requested to read the entire solicitation carefully to ensure you meet all the proposal submittal requirements outlined in the solicitation. No further questions will be accepted.

1. With the 25-page limit in mind, I assume that the requirement to include 1 copy of the completed, signed offer (Sections A through K of the solicitation package) is not included in the 25 page proposal, since the solicitation package in and of itself exceeds the 25 page limit?

Answer: As stated in the solicitation under C.6 Technical Requirements, submitted proposals must adhere to the 25 page maximum limit for ALL required documents. Offerors are not required to submit the entire solicitation with their proposal package; only the information and documents from the solicitation that must be completed by the Offeror are required. All required documents will be counted as part of the 25 page limit.

2. Where in the solicitation does it say that hard copies must be received by 2:00 PM on March 24th?

Answer: Clarification regarding submitting one hard copy proposal package with original signatures by the deadline date of 24 March 2014; by 2:00 pm AKST was provided in the previous “Q&A.” As stated in Section L.2 AGRICULTURE ACQUISITION REGULATIONS (48 CFR CHAPTER 4) CLAUSES

Email Proposals Comment by PCxx:

**NOTE** [DELETE IF EMAIL IS NOT ACCEPTABLE, OTHEREWISE, INSERT EMAIL]

(a) Definition. "Email Proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via email.

(b) Offerors may submit email proposals as responses to this solicitation. Email proposals are subject to the same rules as paper proposals.

(c) The email address is: sherilsmith@fs.fed.us.

(d) The Government reserves the right to make award solely on the email proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal.

*NOTE: COMPLETE RETURN PACKAGE WITH ORIGINAL SIGNATURES MUST BE HARD COPIED MAILED TO: USDA TNF Forest Service, Attn: Ms. Smith, Contracting Officer, 648 Mission Street, Federal Bldg., Ketchikan, AK 99901 Emailed copies must be received & be complete by 2:00 pm AKST on March 24, 2014.

3. Will the Forest Service pay for the meeting space, or is that the responsibility of the contractor?

Answer: As stated in B.2 GENERAL DESCRIPTION, “The Contractor shall provide the personnel and services necessary to perform the effort described in Section C, the Statement of Work (SOW) dated February 12, 2014 resulting from this Request for Proposal No. AG-0116-S-14-0004.” This includes arranging and paying for meeting space.

We were recently awarded a new contract for the same work by the same agency, but have not been tasked with any meeting management services yet. Would we be able to list this past work as part of our current contract, even though the meetings occurred about 5 years ago?

Answer: If meeting management services has not been performed under your new contract, you lack actual relevant performance and the work is not the same as this procurement. As stated in Section L.8 (b) (3), “all relevant projects completed during the past THREE (3) years” should be submitted. Only RELEVANT current or past projects should be submitted.

4. Page 47 asks for copies of degrees and certifications of key personnel. Can you confirm this is required before we continue with this element?

Answer: Section M.3.3 Key Personnel, Offerors must provide resumes for the KEY PERSONNEL and any RELEVANT certificates or degrees referenced in any submitted resumes.

5. To confirm instructions on page 29 – can we reference paragraphs in sections b-k in our offer to save on the number of pages dedicated to forms?

Answer: Correct. As long as the required information is provided in your proposal package with the exception of the attached documents, it is your decision what format you use.

6. What if I cannot submit all my proposal documents in one email?

Answer: Please send your documents in separate emails. Make sure you list the solicitation number, document title, and email number i.e. (1 of 4) on the subject line.
