The method of measurement for the quantities in Section B.1 are Design Quantity. Accordingly, if the actual quantity is within 15% of the estimate amount identified in the line item, there will be no adjustment in the price owed to the contractor. If the actual quantity varies by more than 15%, a contract modification will be prepared.

SECTION C—DESCRIPTION/SPECIFICATIONS
C.1 General Purpose
The project consists of conducting a statistically sound cruise using the variable-radius plot method, as provided in the Forest Service Handbook 2409.12 Chapter 35: Point Sampling, to provide the Government with collected timber cruise data to facilitate the timber sale appraisal process. This contract requires the work be in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals.
C.2 Project Description
Variable-Radius Cruise Plot: The intent of the Variable-Radius Cruise Plot is to locate, establish and monument the plot center. Plots frequency is determined by the cruise design and may vary by unit. Identify and designate “in” sample trees using a predetermined Basal Area Factor(s). Collect sample tree data. Data collected shall consist of tree number, species, diameter at breast height, total tree height, number of 32 foot logs, log grade and log defect in accordance with the specifications and provisions of this contract and Forest Service
Handbook 2409.12, Timber Cruising Handbook, with the most current versions of the Region 10 supplements to the Forest Service Handbook 2401.12 Timber Cruising Handbook hereafter referred to as FSH 2409.12. See
Map 1 of 3 and Map 2 of 3.
Harvest Unit Layout: The intent of the harvest unit layout is to provide for the location, flagging, traversing up to an estimated 216,519 feet of unit boundary line of an estimated 840 acres and for the location, flagging, and traversing of the associated road access to the units in accordance with the specifications and provisions of this contract. See Map 3 of 3.
If the contract specifications differ from FSH 2409.12, the contract shall take precedence. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered incidental to and included in the payment for the items shown.

The Tonka Project Area is approximately two air miles southwest of Petersburg, Alaska, on the southern portion of Lindenberg peninsula, Kupreanof Island and accessed from the Tonka Log Transfer Facility. The project area is within Townships 58, 59, 60 and 61 south and Ranges 77, 78, and 79 East, Copper River Meridian. Project work locations can be found on the attached vicinity maps.
Plot locations are on a topographic map as dot grid points. Plot navigation coordinates will be provided for each plot by the Government. Topographic unit maps with defined unit boundaries will be provided by the
Government and shall be used to determine the best starting points for locating plot centers.
The project area is accessed by air transportation or boat from Petersburg, AK. Work locations are accessible from the existing road system starting at the Tonka Log Transfer Facility. The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open during the life of this contract. Individual units are accessible by some combination of 2- or 4-wheel drive vehicle, mountain bicycle, or foot travel.
Contractor shall be responsible for adhering to the U.S. Forest Service travel management plan on the
Petersburg Ranger District.

Resource Management Plan (Forest Plan), and Best Management Practices apply.
Arrangements for transferring and care of Forest Service furnished property to and from the contractor will be made at the pre-work meeting.
C.5 Cruiser Qualification
The Contractor, subcontractors, and Contractor employees performing timber cruising shall satisfactorily pass all Forest Service and Region 10 requirements, as outlined in chapter 60 of FSH 2409.12 and R-10 Supplement
2409.12-2005-1, to become a certified timber cruiser at the Qualified Cruiser level. Cruising Certification shall be obtained prior to the Contractor beginning Variable-Radius Cruise Plots under this contract. If the
Contractor, subcontractor, or any Contractor employee that have been previously certified by the Forest Service in Region 10, they may present written documentation of certification to the Contracting Officer for approval prior to Qualified Cruiser field exam.
C.6 Contractor Work Requirements
Variable-Radius Cruise Plot
(a) Plot Location.
(1) Plots per Unit. The number of sample plots for each unit shall be predetermined by the Government prior to starting work in the unit. No fewer plots than the indicated number will be acceptable.
(2) Plot Location. Plots locations shall be identified on a unit map by the Government. The Contractor shall navigate to plot center using a method that maintains the accuracy standard stated for plot location in accordance with this solicitation. All directions from compass readings shall be corrected for magnetic declination. If azimuths are used, azimuths are to be measured from the individual unit map that has plot locations marked on a dot grid design.

Plots shall be established from reference points. Reference points shall be established by the Contractor along roads or harvest unit boundary traverse stations, with a minimum of one reference point per unit. Plots from adjacent units shall not be used as reference points, unless agreed to in writing by the Contracting Officer.
Plot center location accuracy standards shall be +/- 40 feet for each plot, in horizontal dimension of the coordinates provided by the Government.
(3) Flagging shall be used to facilitate the location of a plot and the relocation of a plot in order to check the original measurement. The flagging color for timber cruising shall be red and white striped in accordance with FSH 2409.18: TNF Supplement 2409.18-2005-1, Chapter 41; Sale Plan and Appraisal, Paint and Flagging
Color scheme.
(4) Flagging shall be provided by the Contractor and shall be vinyl material unless otherwise specified by Contracting Officer. Flags as described in this solicitation shall be a minimum of 12 inches long from the knot to the tag ends once it is tied.
(5) The route to plot center shall be marked as follows: (Use “(i)” below for reference points for all stands.)
(i) Reference Point - three flags shall be tied on sturdy, woody plant material at least 5 feet above the ground. On one flag the following shall be written with a grease pencil or waterproof marker: “RP”, unit number, plot number, date, cruiser initials, azimuth and distance to the specified plot from the reference point.
All reference points shall be marked on the individual unit map and provided to the Government for Quality
Assurance purposes.
(ii) Route to plot center - single flags placed inter-visibly between plots, not to exceed 75 feet apart.
(iii) When the line of travel between two plot centers crosses a road or trail, a reference point will be established for the plot center being traveled to on the side of the road or trail closest to the plot the plot being traveled to.
(6) Plot Establishment Procedure.
(i) The Contractor shall identify plot center in accordance with FSH 2409.12, Chapter 30: 35.21, or as specified by the Contracting Officer. The unit number, plot number, date, and cruiser initials shall be written with a waterproof marker or grease pencil that shall be tied to plot center.

(ii) Five flags shall be tied to identify the plot. Flagging shall be tied on sturdy, woody plant material at least 5 feet above ground. Four (4) flags shall be placed around the plot. One (1) flag shall be placed within five (5) feet of plot center, the unit number, plot number, strata, basal area factor(s), date, cruiser’s initials, and the distance and direction of travel to next plot written with a grease pencil or waterproof marker on this flag.
(iii) Plots shall be identified numerically by the Government on each individual unit map provided to the Contractor. The Contractor shall indicate on each individual unit map the direction of travel and sequence of plots cruised.
(iv) Plots shall have all sample trees numbered consecutively, starting from true north and continuing clockwise. Sample trees shall be identified by painting the sample tree number on the bole of the tree facing plot center. The paint color for timber cruising shall be white in accordance with FSH 2409.18: TNF
Supplement 2409.18-2005-1, Chapter 41; Sale Plan and Appraisal, Paint and Flagging Color scheme.
(7) Paint shall be provided by the Contractor. The paint shall be of a type common to the application of forestry and is expected to remain on the tree for a minimum of three years. The type of paint shall be agreed to in writing by the Contracting Officer at the pre-work meeting.
(b) Data Collection. The Contractor shall collect plot and tree data in accordance with the FSH 2409.12 and all relevant R-10 Supplements.
(1) The cruise design shall be provided by the Government.
(i) Sample trees shall be selected based on a variable-radius cruise plot using a predetermined
Basal Area Factor(s). All sample trees (live or dead) that meet minimum merchantability standards, as specified in the cruise design, shall be measured as described below.
(2) Plot data to be collected for each cruise plot shall be:
(i) Unit Number
(ii) Plot Number
(iii) Strata
(iv) Cruiser’s Name

(3) Tree data to be collected for all sample trees shall be:
(i) Tree Number – Assigned to a tree when it is determined to be a sample tree.
(ii) Species – Recorded as Region 10 tree species codes, listed below in (C-6((b)(4))).
(iii) Diameter at Breast Height (DBH) – Measured to the nearest 1/10 th inch.
(iv) Total Tree Height – Heights shall be measured from stump height (one (1) foot above the root collar) to the top of the tree in feet.
Trees with broken tops shall be measured as follows:
Measure and record the actual height, stump height to break.
Locate the missing top on the ground. Measure the length of the top. Add the actual height and length of top together for total height. Record the total height.
If the broken top is not able to be located and measured, project and record what the total height would have been had the top not broken out based on the total height of nearby trees of the same species and similar DBH.
Assign any missing logs grade code 9 down from the projected top to the actual height/break. Assign remaining logs applicable defect percentage and grade code.
(v) Number of logs – Record the number of 32 foot logs for each tree, as referenced in the Alaska
Region Coastal Alaska Timber Cruising Field Guide for Scribner Cruising in 32 Foot Log Lengths.
(vi) Cruiser’s Initials
(vii) Log Grade – Assign grade codes to each 32 foot log as outlined in FSH 2409.12, Chapter
40, R-10 Supplement: 2409.12-2006-5 and as stated in this solicitation. All western redcedar sawlogs shall be assigned grade code 5. Logs assigned a grade code for Peeler or Select shall be recorded as zero (0). Assign grade code 8 for any logs that exceed the maximum allowable defect of sixty-six (66) percent for sawlog.
Assign any missing logs grade code 9, down from the projected top to the actual height/break.
(viii) Log Defect – Assign percent deduction for visible defect only (cull wood) in each thirty-two (32) foot log. Deductions shall be recorded in one (1) percent increments. The maximum recordable

deduction for sawlogs is sixty-six (66) percent. If the visible defect exceeds sixty-six (66) percent record the log grade as 8 (cull log). No defect shall be assigned to any cull log.
(4) Commercial Tree Species: Sitka spruce, yellow-cedar, western redcedar and hemlock are the primary tree species to be cruised. Western and mountain hemlock are considered one species collectively known as hemlock for timber cruising purposes. Other species listed below are rare, but are considered commercial. If encountered they shall be cruised. Tree Species shall be recorded with the following species codes:

(5) Minimum Merchantability Standard:
The minimum merchantability standards for this cruise are all live or dead commercial tree species 9.0 inches or larger at DBH and contain at least one twelve (12) foot log that meets sawlog requirements.
Sawlogs are a minimum of 9.0 inches at DBH, have a small end DIB of 6.0 inches or greater, contains at a minimum a 12 foot log and are at least one third (1/3) sound. Logs that do not meet the minimum merchantability standards shall be recorded as grade code 8.
(6) Identifying Sample Trees:
Commercial tree species shall be determined to be "in" or "out" on each plot as follows:
(i) All trees equal to or greater than 9.0" at DBH that meet minimum merchantability standards and dead/cull "snags" equal to or greater than 9.0" at DBH, shall be determined to be "in" or "out" on each plot.
Cruisers shall determine "in" trees based on the basal area factor (BAF) using a Spiegel Relaskop or instrument of equivalent or better accuracy. A 40 BAF shall be used to identify hemlock and Sitka spruce sample trees. A
20 BAF shall be used to identify Alaska yellow-cedar and western redcedar sample trees. The point of measurement for determining “in” trees based on the BAF is at DBH.
(ii) Windthrown, leaning and "borderline" trees are determined "in" or "out" of a plot by limiting distance.

(iii) Limiting distance is the maximum distance the tree (at DBH, facing plot center) can be from plot center and be considered "in". Accurate measurements are critical when determining limiting distance. All limiting distance measurements and calculations shall be recorded and provided to the Government for inspection purposes. Limiting distance shall be determined by:
Measure tree DBH to the nearest 1/10 inch. Note that DBH is always rounded down to the nearest 1/10 inch.
Measure the slope distance from plot center to DBH, facing plot center, on the tree. For windthrown tress, this measurement is taken from plot center to DBH where the tree lay "on-the-ground". Slope distance is then converted to horizontal distance. Conversion is performed by measuring the percent slope (along the slope distance measuring device) and using a Slope Correction Table. However, if the percent slope is ten (10) percent or less, no conversion is required.
Cruisers shall determine the trees limiting distance, based on DBH, by calculating the limiting distance (plot radius factor X DBH) or using a Limiting Distance Table. Both methods identify the maximum horizontal distance (limiting distance) a tree can be from plot center and be considered "in".
Cruisers then compare the horizontal distance measurement to the tree’s calculated limiting distance and determine if the tree is "in" or "out". The tree is considered “in” if the measured horizontal distance is equal to or less than the calculated limiting distance.
All trees that are measured for limiting distance, whether the tree is determined to be “in” or “out”, the cruiser shall paint “LD” on the bole of the tree facing plot center. The Contractor shall state on the cruise card for all trees measured for limiting distance the plot radius factor was used and from where the slope measurement was taken.
Harvest Unit Layout
Harvest unit layout shall commence no later than XX days after notice to proceed is issued.
Units and roads shall be laid out on the ground to maximize logical, feasible setting based on logging systems capability, economics, topography, resource data, and specific resource protection shown on the unit card(s) while allowing actual implementation to be in accordance with the Forest Plan Standards and Guidelines, Best
Management Practices, and Forest Service Handbook 2409.18, while meeting these contract specifications.
The Unit and Road Cards are “planned” and approximate. The transportation, logging systems, unit boundary locations, etc. will be adjusted “on-the-ground” to fit the actual ground conditions to maximize logging feasibility and economics for each logical settings and road location.
Unit boundaries will be located, flagged and traversed. Access roads and landing locations will be located flagged and traversed.

Inclusion of forest land that requires artificial anchoring systems into the unit boundary location requires
Government approval. If the Government planned unit boundary includes portions of forest land that is not logical or requires the use of artificial anchoring systems, the contractor shall follow the logical timber type and logging systems break, and document the reason for the change. Forest land that requires the use of artificial anchoring systems is typically considered to be forest land averaging less than 10 MBF/Acre.
The contractor shall notify the Government verbally and in writing if, the Contractor’s professional judgment, the Forest Service’s planned unit design is not feasible within any portion of the planned harvest unit blocks.
The Contractor shall document the reasoning for location of road and unit boundaries in a “Change Report between Planned and Laid Out”.
There is an estimated 216,519 feet of boundary to layout. The estimate may increase or decrease for conditions discovered “on-the-ground” during the layout process.
(a) Procedures for Profile Data Collection and Analysis:
Profiles shall be identified on the ground with white flagging (FSH 2409.18; TNF Supplement 2409-18-2005-
1). Unit number, date, initials, azimuth and profile number will be identified on white flagging.
Profiles shall extend a minimum of 100 feet beyond the planned landing and anticipated unit boundary.
See attached Profile Card Template for an example of the recorded data necessary for a profile: station number, side slopes, slope distance, slope percentage, and additional feature remarks are required. Profiles are numbered by the unit/landing, at the origin and the profile number run (for example, the second profile run from landing 1 is L1P2). Stations are consecutively listed as profiles: include 0+00 to 1+00 stations on flagging.
All profile data and analyses shall be compatible with SkylineXL version 2.1.
Original field notes, processed profile data, and work maps shall be presented to the Forest Service for validation (payment checkpoint) prior to painting and tagging the unit boundaries.
(b) Flagging Unit Boundaries, Temporary Roads, Specified Roads, Landings and Turn out locations:
(1) Procedures for Flagging:
Flagging must be inter-visible (placed such that two flags are visible from any point on the harvest unit boundary (one forward and one behind the point, following the boundary). Distance between flags shall not exceed thirty (30) feet apart).

(c) Area Determination:
An accurate determination of unit boundary is required and shall accurately map, spatially locate, and determine acreage of implemented harvest units.
Use of GPS and/or traverse survey and standards shall be done in accordance with Forest Service handbook
2409.12-Timber Cruising Handbook WO amendment 2409.12-2000-4, Chapter 50, Area Determination.
All traverses shall be georeferenced and tied to a known position on the ground.
All original data will be provided, including field data sheets, processed traverses, maps, along with the acres and errors of closure. All final maps shall be oriented to True North.
Traverses shall meet the following standards for each surveyed areas as established in the FSH 2409.12 Chapter
50 – Area Determination and FSH 2409.12 Chapter 60 – Quality Control: Do not exceed a minimum error of closure ratio of:
(i) 1:50 for areas of 20 acres or less, or
(ii) 1:100 for acres greater than 20 acres
(1) Adjust traverse acreages for any error of closure. Carry unit acreages to the nearest tenth of an acre before rounding so the project acreage is not biased.
(2) Accept a traverse not meeting error of closure standards, only if one or more verification traverses where the difference in acreage between the original survey and the verification survey is +10 percent. Use a different crew to run the verification traverse.
(3) Traverse station shall be established and recorded at significant terrain features.
Azimuth compass readings may be magnetic or true north, but must be consistent throughout the entire traverse, and recorded on the field data form. The declination of compasses or lasers with built in compasses for true north shall be current and consistent with the location.
Angle of slope shall be measured as a plus or minus percentage, when slope distances are measured between traverse stations. Percent Slope is not required if horizontal distance is measured between traverse stations.
(i) Existing Roads. Unit boundaries may follow existing roads. The traverse shall be placed on the road shoulder nearest the unit boundary. When crossing existing roads the traverse station shall be placed on the road shoulder nearest the preceding station.

(ii) Planned Roads. Unit boundaries may cross flagged-planned roads. Planned roads are identified on the ground with flagging. The unit traverse station shall be placed within 3 feet of the flagged-planned road.
(iii) Traverses. Unit traverses, road traverses and unit tie-in traverses will intersect with each other and have common or coincidental traverse stations. These common stations shall be documented clearly in the traverse notes. E. E., UT-7=R-5 which means Unit Traverse Station No. 7 falls on Road Traverse Station
No. 5.
(iv) Planned Landings. Planned landings will be located on flagged-planned roads and in some cases along existing roads. The planned landings are identified on the ground with flagging.
(v) Traverse Parallels. The Contractor shall note where the traverse parallels roads, second growth or harvested units, muskegs and cliffs.
The Contractor’s traverse line shall not deviate more than 10 feet from the implemented unit boundary.
All traverse field notes shall conform to the format shown in attached Unit Traverse Field Notes Template.
Unit Boundary traverses that have a greater than 1 percent error may be reworked at the option of the COR or accepted at a lower level of payment.
(d) Roads and Landings:
Locate flag and traverse road locations, and landing locations.
(1) Procedures Locating Roads and Landings:
Field traverses shall be in the format identified in Exhibit B, Temporary Road Traverse Field Notes Example.
Contractor shall measure distance, and side-slopes (left/right) at station locations.
Contactor shall identify locations crossing streams and note required culvert diameter at each crossing.
Landing locations and landing size will need to be identified. Landings shall be located to facilitate safe and efficient yarding.
The Contractor shall provide the Forest Service the original field notes.

C.7 Data Entry
(a) Data Format.
(1) The timber cruise data provided to the Government is required in electronic format that is compatible with the latest version of FS Cruiser. The electronic data shall successfully transmit to the Forest Service Hewitt
Packard Computer Equipment at the Petersburg Ranger District.
(2) A payment unit shall remain separate and unique on field recorders or in any electronic form when it is turned in. Two payment units shall not have units mixed together in one .crz (FS Cruiser file type) or compatible data file.
C.8 Reports
Progress Report. The Contractor shall notify the Contracting Officer’s Representative via phone or e-mail of work location and progress no less frequently than weekly.
C.9 Submittals
(a) The Contractor shall submit completed payment items within seven (7) days after completion of work.
(b) The following will apply for inspection unit and payment unit purposes for this contract. The Contractor shall notify the Contracting Officer's Technical Representative and turn in completed items listed below when a minimum of 20 plots and a maximum of 30 plots have been completed and/or upon the completion of an option item.
(c) The Contractor shall submit with each payment unit the following:
(1) Hard copy print out of electronic timber cruise data.
(2) Electronic field data in FS Cruiser (.crz) file format.
(3) Individual unit work maps with reference points and sequence and direction of travel between plots indicated on each unit map.

(4) Original copies of Plot Cruise Tally Sheets
(5) Unit list containing unit numbers with corresponding number of plots, cruiser’s name(s) and date(s) cruised.

(d) The Contractor shall ensure that completed data is unique to each pay unit.
(a) Upon completion of the items assigned the contractor shall provide to the Forest Service the following:
(1) A report documenting the changes between the planned unit boundaries and access roads and the as laid out unit boundaries and access roads,
(2) As laid out unit and road layout maps in hard copy and electronic form. The electronic form shall be in geodatabase form compatible with ERSI ® ArcMap
TM
10.0 using NAD83 datum,
(3) Copies of all slope profile analysis, and
(4) Copies of all unit field data and other processed analysis

The Government singularly identifies each project with a contract number at time of Award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award.

E.1 Inspection
Before final acceptance, all areas occupied by the Contractor in connection with the work shall be cleaned of all
Contractor's rubbish, excess materials, temporary structures, and equipment, and all parts of the work area shall be left in a neat and presentable condition.
E.1 Contractor Quality Control Plan
(a) Quality Control Plan. The Contractor shall provide in writing a quality control self-inspection system to ensure work conforms to accuracy standards stated in FSH 2409.12. The Contractor’s quality control program shall include inspection measures taken on plot location and review of electronic data prior to delivery.
(1) Self Inspection.
(i) The Contractor shall self-inspect each payment unit as set forth in the Contractor’s work plan that was approved by the Contracting Officer.
(ii) If at any time, changes are made to the Contractor’s Work Plan (i.e. GPS system components, crew members, quality control measures), the Contractor shall contact the Contracting Officer immediately following the change. Any modification of the plan shall be subject to approval by the Contracting Officer (CO).
E.2 Government Inspection Procedures
(a) Government Quality Assurance Assessment.
(1) The Contracting Officer’s Technical Representative will perform quality assurance assessments under this contract to ensure the Contractor’s quality control accuracy standards are achieved.

(2) The Government may spot check the Contractor’s field work at any time. .
(3) The Government shall inspect field notes and Contractor’s deliverables to ensure clarity, legibility, and accuracy. The Government may reject work that is not legible or useable.
(4) The Contracting Officer’s Representative will forward copies of all completed Performance
Assessment reports to the Contracting Officer and the Contractor.
(b) Before final acceptance, all areas occupied by the Contractor in connection with the work shall be cleaned of all Contractor's rubbish, excess materials, temporary structures, and equipment, and all parts of the work area shall be left in a neat and presentable condition.
E.3 Inspection of Work Items.
Inspection will be made on completed items. The Government may spot check the Contractor’s fieldwork at any time.
(a) Plot Inspection. The following will apply for inspection units for this contract. The Contractor will notify the
Contracting Officer's Technical Representative and turn in all items listed above under C.9(b(1)) when a minimum of 20 plots or a maximum of 30 plots have been completed and/or upon completion of an option item.
(b) Accuracy Requirements. The Contracting Officer’s Representative will assess each payment item in accordance with the specifications, accuracy standards and required data elements stated in FSH 2409.12. If the contract specifications differ from FSH 2409.12, the contract shall take precedence.
(1) Field measurement evaluation, for each plot inspected:
(i) Plots shall be located within +/- forty (40) feet of indicated location, as provided on individual unit maps and coordinates provided by the Government. If the plot is not located within the allowable tolerance or not able to be located the entire plot shall fail.
(ii) In/Out Trees: Number of trees must equal Check Cruiser's tally with exception of borderline, windthrown, and leaning trees. These excepted trees that are tallied differently will have a variance of one (1) percent between the cruiser's and Check Cruiser's calculated limiting distance. The cruiser's DBH for calculating the variance will be used if the DBH is within accuracy requirements.
(iii) Species: All trees must be identified correctly for each species.

(iv) Diameter: A maximum variance three (3) percent from the Check Cruiser’s for each diameter.
(v) Total Height: A maximum variance of eight (8) percent from the Check Cruiser's for each tree height.
(vi) Defect: A maximum variance of ten (10) percent is allowed per log.
(vii) Grade: The first thirty-two (32) foot log of must be graded the same as the Check Cruiser.
Each log above the first log a variance of one grade is allowed. Differences in total tree height will not be considered a log grading error.
(2) Sample Tree measurement evaluation, for each plot inspected:
` (i) Items ii - v listed above under (E.2((c)(1))) when checked must be at least eighty (80) percent correct.
(ii) Items vi and vii listed above under (E.2((c)(1))) when checked must be at least eighty-five
(85) percent correct.
(iii) All items, ii – vii listed above under (E.2((c)(1), must have an overall correctness of eighty-five (85) percent.
(iii) The Check Cruiser determines percent correctness as outlined in the FSH 2409.12.
(3) Comparison of gross and net volumes:
(i) Gross Volume shall be plus or minus five (5) percent of the inspection plot data.
(ii) Net Volume shall be plus or minus ten (10) percent of the inspection plot data.
(iii) Mean Absolute Percent Difference shall be less than twenty (20) percent of the inspection plot data.
All plots inspected within each payment unit shall be combined to produce a total Contractor gross and net volume. These total volumes shall be compared against the Check Cruiser's total volumes for the same plots.
The Contractor's total gross volume must be within plus or minus five (5) percent of the Check Cruiser's gross volume. This comparison is directly attributed to diameter and height measurements. The Contractor's total net volume must be within plus or minus ten (10) percent of the Check Cruiser's net volume. This comparison is directly attributed to diameter, height and defect measurements. The maximum allowable mean absolute

percent difference is twenty (20) percent. Mean absolute percent difference applies when evaluating the individual Check Cruiser results. If the allowable percent variances are not met, all plots within the payment unit will require re-cruising.
(4) Cruise plots which do not meet these accuracy requirements shall cause the plot to fail. Two (2) or more failed plots within a payment unit check cruise will require a re-cruise of all plots within the payment unit.
(5) FSH 2409.12 and the contract specifications establish the standards by which the contract shall be inspected by the Check Cruiser.
(a) Inspection will be made on completed items. The Forest Service may spot check the Contractor’s fieldwork at any time.
(b) The Contractor shall turn in completed traverses in the form of notes or laser data and ERSI ® ArcMap
TM
10.0 using NAD83 datum, to the Forest Service after the completion of each item.
(c) The Forest Service shall inspect the traverse field notes for clarity and legibility and may reject work that is not legible or conform to other contract requirements.
E.4 Acceptance and Rework
Acceptance will be determined based on compliance with the contract specifications. Noncompliance will result in non-acceptance of the work. If the Contractor’s work is determined to be unacceptable, the Government may initiate any remedies described in FAR 52.246-4, Inspection of Services.
