Pre-Proposal Conference Minutes July 13, 2011 Situk River Watchable Wildlife Area Improvements

AG-0116-S-11-0099

The conference and site visit occurred on time as advertised. Attendees:

John Inman, Forest Service

Arden Bailey, North Wind Tali Landau, Central Environmental Teresa Hunt, Forest Service Scott Jackson, Forest Service Dani Snyder, Forest Service Bob Pate, Pate Construction Nate Culterson, Forest Service Lee Benson, Forest Service

The contracting officer reviewed the basics of the acquisition, including proposal due dates, proposal requirements, period of performance, and so forth. He did this by skimming through the solicitation. He made note of amendment -01 changing from a Government-provided toilet to a contractor-provided toilet. The matter of merchantable timber arose, and the contracting officer allowed that a solicitation amendment would be needed to add the merchantable timber clause. There was discussion on the 2-day period specified in H.6 for in-stream heavy work. This will also be addressed in a solicitation amendment. Regarding H.11, it was suggested that boulders are not available in Yakutat. However, a Forest Service official contacted the local Native corporation’s rock quarry and found that boulders are available. No utilities are available at the work site. A bid bond is not required, but performance and payment bonds will be required from the successful contractor. The proposal requirements and evaluation factors were reviewed.

Regarding Section 011400 of the specifications, para. 1.1.B., it is understood that the contractor will do the closing of the work area, and this during actual construction (not for the entire period of performance of the contract).

Drawing L112 (sheet 7 of 31) shows the revegetation plan for the NE Quadrant, but there is a small area marked for revegetation which should not be -- this is the small step-down river access area shown on the drawing between the 65’ elevation marking and the word “logs”. Drawing L121 (sheet 9 of 31) has an artifact remaining from an earlier version; the asterisk and the words “INDICATES LOG CURB DRILL HOLE LOCATION” may be ignored as there are no longer any log curbs. Drawing L141 (sheet 15 of 31) also has artifacts remaining from an earlier version; it is correct regarding revegetation (the drawing’s purpose) except for the small step-down area in the NE Quadrant mentioned above, but the markings for Option #1 and Option #2 do not apply to this solicitation and this drawing incorrectly shows a double toilet in the SW Quadrant and two picnic pads in the NE Quadrant -- this drawing L141 should be used only for revegetation plans, and L121 through L133 for site layout. Drawing L001 (sheet 2 of 31) also shows a double toilet, but single is correct as shown on L121 and L131. Regarding the contractor-provided toilet, the Government envisions a left-handed toilet, with building color Liberty Tan and roof color Hunter Green.
