Statement of Work
AFSC CAT OPS CENTER Video Wall in Bldg 3001
Objective: A new CAT OPS Center is being created and the requirement for a full video wall display utilizing government owned equipment listed below has been realized.
• (3) 86” flat screen monitors (LG/86UT640S0UA)
• (1) SmartTech monitor (Smart Board SPNL-6375P-I5)
• (15) Ultra Small Desktop PCs (LENOVO THINKCENTRE M720Q)
• (30) LG PC Monitors (LG/24MB35P-B)
1. Purpose: The AFSC CAT enables the AFSC/CC to efficiently monitor multiple information streams and use data to make mission-critical decisions. The video wall is detrimental to ensure real-time consolidation and visualization of data that is gathered from up to 24 geographic locations across the AF Sustainment Center and made available to Air Force Sustainment Center leadership to make timely decisions about mission critical requirements and threats to the enterprise. Operations Officers should be able choose from an unlimited number of sources to display on the video wall, drag and resize content as necessary, enabling full control from a web browser, with no apps required.
2. Objectives: The system must be able to display any content source on the wall monitors and distribute and visualize unlimited content sources (HDMI, Browsers, Applications…). System must be software based utilizing a server pc not connected to NIPR, SIPR or any other government network. System must have ability to manage system centrally via browser-based GUI to drag, drop and resize content in real-time while the video wall continues to play in the background, schedule presets and use zones, multi-window or picture in picture on all monitors without the need for hardware encoders, decoders, AV switches or video processors. This video wall needs to be able to project information from any of the 15 terminals in the room at any time in any configuration.
3. Scope: The Contractor shall provide all equipment, supplies, facilities, transportation, materials, supervision, and other items and non-personal services necessary to provide CAT OPS Center Video Wall as defined in this Statement of Work except for those items specified as government furnished property and services. Ops Center is located in building 3001, 1st floor near post 1AC79A. The Contractor shall be responsible for insuring all services, materials, and parts provided under this contract are in accordance with the terms and conditions outlined herein, and conform to the manufacturer’s specifications, and this Statement of Work (SOW).
3.1. Contractor will provide hardware and software meeting all objectives, (i.e. server pc, zero client adaptors, and proprietary cords/wiring), set up and training, support and maintenance.
3.2 The contractor shall coordinate any material movements (i.e. deliveries, pallets, boxes, trash), utility outages, and requirements with the appropriate government agencies. It is critical that the agreed schedule be met to ensure minimal disruption to the customer’s mission.
3.3 The government shall be responsible for the installation of new power outlets, LAN, telephone lines and display monitor mounting as necessary.

4. Quality Control: Contractor shall ensure to adhere to Air Force policy, and meet or exceed all National Electrical Codes, Fire Codes, Life Safety Codes, TAFB ASE Standards for Building/Utility Electrical Distribution Systems, in addition to the requirements of this SOW.
5. Hours of Work: Work shall be accomplished during normal business hours, defined herein as 0700 to 1700, Monday through Friday, excluding Federal Holidays. Contractor will not have access to Staff Drive, east of Bldg. 3001.
6. Security Plan. The contractor shall be responsible for providing security for his own tools and equipment. The contractor will contact the AFSC/LG for obtaining badges, or passes to access Tinker AFB, and Bldg. 3001.
7. Warranty and Maintenance: A one-year warranty shall be provided from the date of acceptance.
Warranty shall cover all new equipment, software and all installation related to cabling and physical workmanship. Contractor shall provide total system support during normal business hours (Monday-
Friday, 8:00 AM – 5:00 PM, CST). Total system support includes on-site service and unlimited phone support. Maintenance shall include firmware and software updates for any part of the system.
• Contractor shall provide phone support within 4 business hours
• Contractor shall provide on-site response time within 24 business hours for maintenance issues
8. Configuration Management: The Contractor shall perform configuration management of all equipment associated with the completed video wall. The configuration management information shall include, but not be limited to, a list of all components installed by system serial number (hardware), all passwords, wiring diagrams, layouts and all software/IOS.
9. Training: Upon completion of the installation process, the Contractor shall provide User Training to the designated AFSC/LG staff, in accordance with customer requirements. A minimum of one, two-hour training sessions for up to six people is required. User Training shall include step- by-step instructions on the utilization of all features of the video wall as well as Basic System Troubleshooting. The Contractor shall provide operational training to the users and system training to the Operators/Maintainers as needed. Any applicable training material shall be provided to the Government in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes.
10. Installation Test: The Contractor shall test the system in the presence of the Government to demonstrate the full operational capability and that the system meets or exceeds the requirements.
11. Points of Contact: Mr. Dustin Wilkins, AFSC/LG, is the technical POCs for this effort.
Other POCs will be provided upon contract award.
