AFRL/RW Pilot Program
DRAFT Statement of Objectives (SOO)
Purpose
This Pilot Program seeks to support the Air Force Research Laboratory, Munitions Directorate (AFRL/RW) and its corresponding weapons enterprise partners to achieve the following objectives by ensuring the appropriate resources and infrastructure are in place to support the research and development mission.
Objectives
Execution of the Pilot Program will be accomplished via a neutral broker (RW Broker), acting on behalf of AFRL/RW and its mission interests, by identifying, developing, and maintaining partnerships in pursuit of the Pilot Program objectives. These objectives include, but are not limited to:
1. Establishing and maintaining agile infrastructure that facilitate collaboration, development, and implementation of concepts that foster transformational, multidisciplinary, technology solutions
2. Creating seamless interaction with educational institutions to leverage academic-driven innovation
3. Growing economic opportunities for the Northwest Florida region to include state and local government, academia, industry, and other DoD partners
4. Identifying and supporting opportunities for multi-service or multi-agency research opportunities and initiatives to create new synergies and leverage resources and technical talent
5. Encouraging information sharing and implementation of best practices across multiple partnerships and disciplines to streamline operations and mission execution
6. Conducting or chartering studies and analysis to support P6 objectives and decision making
Execution
The RW Broker will accomplish the above-mentioned objectives throughout the Pilot Program on an as needed basis via a phased approach. This unfunded SOO establishes the legal relationship between the RW Broker and AFRL/RW to then allow funded Cooperative Task Orders (CTO) to be issued to the RW Broker for execution.
Each CTO scope may vary widely. Examples include:
• A small effort to partner on research with another public organization
• A medium effort with a private developer or academic institution for Interim Laboratory Space
• A large effort with the community for a decade-long project to create a technology park
