ORIGINAL: 15 SEPTEMBER 2016

UPDATED BY: AMENDMENT 01 DATED 04 JUNE 2018

Full Text Announcement

NAICS CODE: The NAICS Code for this acquisition is 541712 for Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). NAICS Code changed to 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) (Changed October 2017). The small business size standard is 1000 employees.

FEDERAL AGENCY NAME: High Energy Laser Joint Technology Office (HEL-JTO) changed to The Joint Directed Energy Transition Office (DE-JTO) 801 University Boulevard SE, Suite 209, Albuquerque, NM 87106 Administrative support, to include contracting, is provided to the DE-JTO by the Air Force Research Laboratory.

BROAD AGENCY ANNOUNCEMENT (BAA) TITLE: Beam Control Research and Development (BCRD)

BAA TYPE: Open BAA

BAA NUMBER: AFRL-RVKD-2016-0003

1) PROGRAM DESCRIPTION/STATEMENT OF OBJECTIVES:

a) BACKGROUND The High Energy Laser Joint Technology Office (HEL-JTO), now Joint Directed Energy Transition Office (DE-JTO), Assistant Secretary of Defense for Research and Engineering, develops and executes a DoD-wide, coordinated management and investment strategy to take advantage of opportunities presented by advances in high energy laser (HEL) technologies. The DE-JTO vision is that HELs will be a viable weapons alternative in modern warfare. The DE-JTO mission is to lead DoD’s integrated development of HEL weapon technology. The DE-JTO’s objective is to make HELs lightweight, affordable, supportable, and effective on the modern battlefield. This program promotes projects, research, scientific studies, or other initiatives providing farsighted, high payoff research leading to advances in HEL science and technology.

b) OBJECTIVE The objective of this program is to research and develop component technologies for HEL systems by addressing key technical barriers. The goal is to develop high energy beam control technologies that are lightweight, efficient, affordable, and reliable for Military Service applications. Specific technologies being addressed are based on technical gap analysis of Service HEL roadmaps. Architectures considered are beam director, beam control, target acquisition, target tracking, aim point maintenance, atmospheric propagation, and lethality effects.

c) SCOPE Work to be performed in the Beam Control area shall be within the areas set forth under Technical Task Performance Requirements. All work is anticipated for accomplishment under cost plus fixed fee (completion) contracts.

i) TECHNICAL TASK PERFORMANCE REQUIREMENTS

(1) BEAM CONTROL: The updated Beam Control topic areas focus on the revision to the Beam Control Systems Study now designated as the Beam Control Technology Assessment (BCTA) report. The Beam Control Technical Area Working Group (TAWG) has conducted a thorough state of the art assessment, soon to be published in the 2018 BCTA report. The topics listed below reflect the near, mid, and far term Beam Control technology advancements needed by the services.

The Beam Control 2019 major topics, topic descriptions, estimated schedule, and funding are described below. White papers of particular interest for the beam control area should address research and development in the following areas (not in a priority order):

(a) BC-5 Automatic Target Acquisition in Heavy Clutter Environments.

Background/Rationale: A typical HEL engagement sequence first relies upon an off-board cue from a volume surveillance sensor (typically radar). This cue is used for wide field of view (WFOV) acquisition and then the system transitions to near field of view (NFOV) track. WFOV tracking is usually done passively. This is due in part to the relatively large measurement error of the radar that is exacerbated by propagation phenomena such as super and sub-refractive effects, as well as multipath. Inertial and alignment errors add to this, with the result being that a sufficiently diverged illuminator beam of adequate power is usually not feasible for acquisition. Once the target is in the FOV of the WFOV acquisition sensor, the image processing system must successfully transition to track and maintain that track.

Objective: It is desired this process be fully automated to eliminate the man in the loop (as is the case with many current systems). This automatic target acquisition must function well within high-clutter environments. A number of phenomena contribute to the clutter issue, for example birds or solar clutter from the surface of the ocean can complicate the acquisition process for maritime environments, while urban environments or warm land backgrounds create background returns which have significant structure and may appear to be ‘target-like’, and also decrease the S/B ratio of bona fide targets. These problems are especially severe when the target is poorly resolved due to turbulence or the design/limitations of the sensor subsystem. Creative solutions are sought to this problem. Potential solutions may involve improved image processing and/or other sensor modalities, data fusion techniques, or the like to improve the automation, speed and robustness of the WFOV acquisition step.

Desired Measure of Merit:

· Automatic track initiation (Threshold – 3s/Objective – 1s);

· Signal to Background (SNB) < 1;

· Spatial scale of clutter: <1/2 Target minimum dimension, >5x Target minimum dimension;

· False Target Rate < 10%;

Desired Outcome: Test demonstration of automatic target acquisition in realistic environment that meets “Measure of Merit”.

(b) BC-6 Alignment and LOS stabilization in challenging base disturbance environments.

This announcement is requesting projects to develop and demonstrate alignment and LOS stabilization for tactical HEL operating in challenging base disturbance environments (subsonic and transonic aircraft, ship in sea state, tactical ground vehicles “on-the-halt” or "on-the-move"). Base disturbance spectra for operational scenarios will be provided by DE JTO.

Desired Measure of Merit: Residual jitter above 20 Hz.

Desired Outcome: Test demonstration of alignment and LOS stabilization in realistic environment that meets “Measure of Merit”.

(c) BC-7 High Energy Beam Profiling.

Background/Rationale: In order to characterize the effects of the atmosphere and adaptive optics corrections on a high energy laser beam, the initial beam coming out of the laser and beam control system must be fully characterized. This requires measuring both amplitude and phase of the beam out of the primary telescope before it is propagated through any air or atmosphere.

Objective: This effort requests projects to design and develop a method and apparatus to measure the phase and amplitude out of the aperture of a high-power telescope. Maximum irradiance specifications should assume parameters as stressing as 150 kW out of a 20 cm diameter on-axis aperture. This capability should focus on characterizing the near-field profile out of the aperture.

Desired Measure of Merit: Irradiance handling of 500 Watts / cm2.

Desired Outcome: Demonstration of High Energy Beam Profiler that meets “Measure of Merit”.

(2) ADVANCED BEAM CONTROL CONCEPTS: Projects under the Advanced Concepts topics are intended to be higher risk, higher potential payoff, and longer range to pay-off than the other topics of this announcement. The white papers and proposals should address key technical barriers of HEL development that are proving difficult to resolve with more established approaches. The white paper and proposal should present a clear and compelling understanding of the specific challenging HEL technology barrier(s) being addressed and the limitations of conventional HEL approaches that this unorthodox approach will attempt to alleviate. Failure to address these important aspects will result in a white paper or proposal being found non-responsive.

(a) ACB-2 ARTIFICIAL INTELLIGENCE (AI).

New techniques are sought that address the use of artificial intelligence for targeting, aim point selection and tracking, and adjustments for atmospheric conditions among others. Recent advances in computational capabilities and machine learning have opened the possibilities of applying these advances to high energy laser systems. The goal of this work is to explore the potential application of AI developments into HEL systems for automated targeting, aim point selection, aim point transition with pose as required, optimal tracker selection, and adjustments for atmospheric conditions among others. The work should demonstrate how AI can improve HEL system performance and articulate technology barriers and requirements required to achieve the improvements.

(b) ACB-3 PHASED ARRAYS.

New techniques are sought that address the development of phased arrays of laser systems for the combination of numerous laser sources and the elimination of deformable mirrors in HEL systems. The goal of work is to develop a novel concept for an array of laser sources which can be combined to mitigate atmospheric turbulence and aero-optical turbulence by directly controlling the beam front and effectively combine the beams at the target to maximize the power-in-the-bucket and achieve beam steering. Consideration should be given to the application of the phased arrays on military vehicles, ships, and aircraft systems with jitter used against extended non-cooperative targets. Low power and small scale demonstrations are acceptable with a proposed path to scale in power and number of elements in the array. The proposal should specifically address expected fill factor and bandwidth limitations of the proposed work.

ii) TECHNICAL TASK MANAGEMENT The contractor shall identify a Principal Investigator to manage the technical task effort. The Principal Investigator shall be responsible for ensuring proper technical task program planning and control, timely problem identification and resolution and adequate technical and programmatic interaction with the Government Program Manager.
