Statement of Objectives

AFRL/RQ ELECTRICAL EMERGENCY RESPONSE

Date: 11 Sep 2024

1.0 Background

The U.S. Air Force Research Laboratory (AFRL) Aerospace Systems Directorate (RQ) Integration and Operations Division (RQO) Research Operations Support Branch (RQOO) mission is to provide engineering, project management, R&D support, facility operation, and other technical services for the planning, acquisition, operation, maintenance and repair of R&D support equipment and systems at the AFRL/RQ Wright Patterson Air Force Base (WPAFB) site.

RQ performs R&D of aircraft propulsion and other air vehicle systems. As part of this responsibility, the directorate provides and maintains high voltage electrical systems and equipment that support RQ’s R&D efforts.

RQ’s rotating equipment alone totals over 100,000 horsepower (HP) with much of the existing infrastructure predating WWII. There are over 50 electrical cubicles and equipment included on a list of over 2000 pieces of electrical gear varying from electromechanical to solid state relays;

motors of various age, HP and type; motor control cabinets of various age and size; oil filled and dry type transformers; circuit breakers from molded case to oil filled; and wire and cabling of all types and age.

To ensure reliability of RQ’s high voltage electrical distribution and research support electrical systems and machines, RQOO is establishing a contract for emergency maintenance.

RQOO has followed proven electrical O&M practices to set strict requirements to guard and protect valuable RQ R&D high voltage assets against failure.

2.0 Scope

Emergency Response:

• Provide on-site support for electrical emergencies involving low to medium voltage systems.

• Ensure response times as stipulated in the contract to minimize operational downtime and safety risks.

• The contractor shall provide all personnel, services, test equipment, tools, materials, and vehicles necessary for testing and troubleshooting.

Technical Expertise:

• Deliver highly skilled and certified technicians who are National Electrical Testing

Association (NETA) level II or III certified, ensuring compliance with industry standards and best practices.

• Perform diagnostic assessments, repairs, and restoration services for medium to high voltage electrical systems, including but not limited to transformers, relays, circuit breakers, and switchgear.

Safety and Compliance:

• Adhere to all relevant safety regulations and industry standards to protect personnel, equipment, and infrastructure.

• Conduct all work in accordance with applicable local, state, and federal regulations, including electrical codes and safety standards.

Reporting and Documentation:

• Provide detailed reports of emergency incidents, including the nature of the problem, actions taken, and recommendations for preventing future issues.

• Maintain thorough documentation of all services performed, including inspections, tests, repairs, and replacements.

Engineer Review and Recommendations:

• Utilize an Engineer: Engage a licensed electrical engineer to review test reports and diagnostic data generated during emergency responses.

• Consultation: Facilitate consultations between the engineer and client to discuss findings and implement recommendations effectively.

• Analysis and Suggestions: The engineer will analyze the test results and provide professional recommendations for system improvements, preventive measures, and any necessary upgrades to enhance system reliability and safety.

3.0 Technical Objectives

Deliverables:

• Detailed Reports: Comprehensive reports post-incident outlining diagnostics, repairs, test sheets, and recommendations.

Performance Metrics:

• Timeliness of response and resolution during emergencies.

• Quality and accuracy of technical work and reporting.

• Compliance with safety standards and regulations.

• Client satisfaction and feedback on service effectiveness.

4.0 Operations Security (OPSEC)

Operational Security (OPSEC): Critical Information (CI) associated with any Task Order must be protected to prevent adversary collection and exploitation. The Contractor shall implement security requirements as listed in the unit’s OPSEC Plan, which will be provided as Government Furnished Information (GFI). OPSEC must be an integral part of our daily activities. As we maintain security on our future technologies that are vital to national interest, we must recognize and prepare for the threat poised against our technology.

Department of Defense policies mandate a high degree of security throughout the acquisition process. However, heightened security awareness and threat-based countermeasures are particularly essential during the research and development phase when our technology is most vulnerable to espionage, sabotage, or exploitation. It is the obligation of each employee or persons involved on this agreement be constantly aware of and strictly adhere to security requirements designed to protect sensitive unclassified and other information and resources produced by the acquisition, research and development, and technological security efforts outlined in this PWS.

The recipient shall ensure employees receive training and follow appropriate Operations Security (OPSEC) measures during the performance of the agreement.

5.0 Additional Requirements

• Available Base Support/Facilities: The contractor will be provided access to AFRL/RQ facilities as necessary to perform the requested work.

• Hazardous Materials: Cleaning Materials

• Period of Performance: 12 months

• Estimated Funding Profile: The estimated funding is $250K.
