About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) prepared by NASA Armstrong Flight Research Center (AFRC) for a sole-source contract award to Rolls-Royce for engine technical variance services on the GIII aircraft NASA 808.
The contract (PR 4200923309) requires Rolls-Royce to perform a technical variance analysis and certification to extend the operational life of two MK511-8 SPEY engines (serial numbers 11021 and 11022) for an additional 24 months beyond their scheduled overhaul service due dates. The services include engine health analysis, component evaluation, airworthiness assessment, and provision of all records and test results documenting the completed work. The estimated contract value is redacted in the document. The justification cites 41 U.S.C. 1901, as implemented by FAR 12.102, as the statutory authority for restricting competition. Market research conducted by the technical representative and contract specialist—including searches of the NASA Vendor Database, Small Business Dynamic Search, and the Rolls-Royce website—determined that only Rolls-Royce possesses the technical competence and manufacturer authorization to perform technical variance evaluations for this obsolete engine model. No other repair station currently accepts MK511-8 SPEY engines for overhaul services. The justification emphasizes mission criticality, noting that NASA 808 supports the high-visibility Artemis II program by hosting imaging equipment essential for assessing the Orion capsule re-entry, which will eventually carry human astronauts. No synopsis was published on SAM.gov per FAR 5.101(b)(2) exemption. The contracting officer has determined the anticipated cost will be fair and reasonable, with pricing to be validated through proposal analysis using FAR 15.404-1 price analysis techniques prior to contract execution.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
Armstrong Flight Research Center (AFRC)
Justification For Other Than Full and Open Competition (JOFOC) For PR 4200923309 GIII N808NA Engine Technical Variance 24-month
Extension Services
1. Federal Acquisition Regulation (FAR) 6.104-1(a)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”
This document is a justification for other than full and open competition prepared by
National Aeronautics and Space Administration (NASA) Armstrong Flight Research Center
(AFRC).
The procuring agency is the NASA, and the contracting activity is AFRC.
2. FAR 6.104-1(a)(2) – The nature and/or description of the action being approved:
This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract to Rolls-Royce for an engine technical variance to continue use of MK511-8 SPEY Engine serial numbers 11021 & 11022 past the overhaul service due dates.
3. FAR 6.104-1(a)(3) – A description of the supplies or services required, to meet the
Agency’s needs (including the estimated value):
In accordance with FAR 6.104-1(a)(3), the required services support the analysis required for a technical variance to continue operation of the engines installed on GIII aircraft NASA
808. NASA AFRC desires to extend use of these engines for two years (24 months) based on low use and lacking availability of spare engines. The Rolls-Royce MK511-8 SPEY engine is becoming obsolete, and Rolls-Royce no longer maintains these assets but will perform the TV inspection services. The TV extension will evaluate the engine for airworthiness and allow the GIII to continue using the engine for an additional 24 months. An alternative to the TV extension would be to overhaul the engine to extend the life. However, that option is not feasible. Other than Rolls-Royce, is the only remaining U.S.
repair station that services these engines and they have recently announced the MK511-8 SPEY engines would no longer be accepted for overhaul type services.
All records and test results necessary to document the completed services will be provided by the contractor.
Estimated value of this action is .
4. FAR 6.104-1(a)(4) – An identification of the statutory authority permitting other than full and open competition:
The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented by FAR 12.102, Table 12-1.
5. FAR 6.104-1(a)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The rationale supporting the use of 41 U.S.C. 1901 to restrict competition is the engine manufacturer, Rolls-Royce, has the technical competence to analyze the engine health, components, and desire of the operator to determine if an operational extension can be granted. No other repair station companies or other organizations have been authorized by Rolls-Royce to perform such evaluations.
6. FAR 6.104-1(a)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Part 5 and, if not, which exception under part 5 applies:
This action FAR Part 12 procedures. The Contracting Officer had determined it was in the best interest of the Government to restrict competition based on the Technical Representatives knowledge of procuring these services and the market research performed.
Only one source will be solicited.
A synopsis was not required because this action is exempt under FAR 5.101(b)(2).
7. FAR 6.104-1(a)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The contracting officer’s signature on this document indicates that the contracting officer has determined that the anticipated cost to the government will be fair and reasonable. The contractor must be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. Pricing for this firm-fixed-price action will be determined fair and reasonable in accordance with the techniques at FAR 15.404-1 Price Analysis.
8. FAR 6.104-1(a)(8) – Description of the market research conducted, and the results, or a statement of the reason market research was not conducted (e.g., urgent, and compelling requirement):
Market research was performed by the technical representative and the contract specialist.
The technical representative has an in-depth market knowledge relating to the maintenance of the engine and required services. Although other engine maintenance type services may be performed by an authorized service station, this TV assessment and certification to extend the engine life is only provided by the engine manufacturer. The contract specialist search the NASA Vendor Database and the Small Business Dynamic Search but did not find any capable businesses. Additionally, the Rolls-Royce website was searched and found this service is available through them.
9. FAR 6.104-1(a)(9) – Any other facts supporting the use of other than full and open competition:
The additional facts supporting the use of other than full and open competition are limits of expertise to provide a technical variance. No other company than the engine manufacturer, Rolls-Royce, has the capability or is authorized to conduct the requested analysis. Support of NASA high visibility programs such as Artemis II is also a factor. The NASA 808 aircraft will host imaging equipment which is critical for assessing the Orion capsule that re-enters the earth’s atmosphere. This capsule will eventually carry human astronauts. Imaging during re-entry will provide information of the capsule viability for sustainment of astronauts. Given the limited technical authority and both urgency and importance of NASA missions, any delay in award would jeopardize aircraft availability and mission readiness.
10. FAR 6.104-1(a)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:
A notice of NASA’s intent to award this sole-source action was not synopsized on the GPE website (Sam.gov) per FAR part 5 (See Section 6 above).
11. FAR 6.104-1(a)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
