About this file
This document is an AFMC Form 813, which is a Surplus Material Worksheet used to evaluate all categories of surplus material for potential use in fulfilling government requirements. The form includes criteria for evaluating government surplus and commercial surplus material in various conditions, such as new/unused, new/reconditioned, new/modified, and used/overhauled. The key evaluation criteria include part number verification, prior government ownership, 100% end item inspection, testing and verification, verifiable dimensions, and location inspection. The worksheet indicates that the evaluator (ES) and engineer have approved the use of the surplus material for the requirement.
The related federal contract opportunity is a solicitation from the Defense Logistics Agency Aviation for the Antenna Gimbal Container, NSN 8145-01-315-1349, with a quantity of 102 units. The purpose of this requirement is to establish a one-time surplus buy for this item.

INSTRUCTIONS
This worksheet will be used to evaluate all categories of surplus materiel. Condition categories, inspection clauses, and the section level signature are included in the worksheet.
Key points to remember when processing the AFMC Form 813.
All surplus materiel types/conditions must be evaluated. Determination must be based upon technical characteristics of the item and needs of the Air Force.
The ES will determine the acceptability of surplus materiel types/conditions. ES will provide their approval/disapproval and corresponding information in Blocks 10-15.
The Engineer will review the determination and provide their approval/disapproval and corresponding information in Blocks 16-21.
TYPES OF SURPLUS MATERIEL
GOVERNMENT SURPLUS MATERIEL that is new and unused is generally considered as acceptable. Note: The only exception are items coded as Flight Safety Critical Aircraft Parts which must be in original manufacturer’s pack to be considered acceptable. (AFMCMAN 20-106, para. 11.6.9.)
NEW MANUFACTURED MATERIEL is the result of the Product Baseline "build-to" requirements for each physical element. (DAFI20-101_63-101, para. 5.2.1.6.3.)
COMMERCIAL SURPLUS MATERIEL may be indicated as acceptable only when there is no technical reason for rejection and realistic and feasible inspection and acceptance criteria can be established. (AFMCMAN 20-106, para. 11.6.9.)
