About this file
This Area of Interest notice seeks proposals for a mobile ground data terminal solution to support MQ-9 aircraft operations. Key requirements include a system capable of lifting an 800-pound array 80 feet vertically to withstand winds up to 80 mph, with a 20 square foot tailorable mounting surface. The solution must operate on generator or shore power worldwide in all environmental conditions, transport via pintle hook, and include manuals. Phase I submissions in the form of a quad chart and solution brief are due by April 3, 2020 to the AFLCMC Contracting Officer. Phase I proposals will be evaluated on payload capacity, environmental limits, sustainability, and availability of technical and training materials. Up to three offerors may be selected to submit detailed Phase II prototype proposals.

CSO-AFLCMC-WIIK-2020-001 AOI001
Mobile Ground Data Terminal (GDT) Solution
1. GENERAL INFORMATION
1.1. AoI Background: The MQ-9 Aircraft operates from standard airfields using a clear line-of-sight (LOS) from the aircraft to the Ground Data Terminal (GDT) antenna, for take-off, landing, and local area operations. In order to meet the requirement of unobstructed line-of-sight operations for up to one mile over multiple ground terrains, the GDT has traditionally used a Mobile GDT Tower, elevating the GDT up to 80 feet above ground level. Failure to provide an unobstructed LOS from the GDT to the aircraft out to one mile can result in un-commanded changes in aircraft position, increased latency in command link communications, or complete loss of aircraft control.
2. AOI OBJECTIVES
2.1. This AoI for a Mobile GDT Solution is seeking a commercially-driven solution that meets the following requirements:
• Capable of lifting an 800 pound array 80 feet vertically (max height)
• Capable of withstanding side winds up to 80 MPH o GDT unit wind sail area: 20 sqft
• Tailorable Mounting Surface
• Input power: Generator power and shore power capable
• Industry appropriate safety equipment
• Aircraft warning light capable
• Environmental conditions o Capable of operating in World Wide conditions Capable of operating on “off level” surfaces
• Capable of transport via pintle hook
• Manuals o Contractor manual available for each unit o Contractor manual available in .pdf format o Call in support helpdesk
3. PHASE I – QUAD CHART/SOLUTION BRIEF
3.1. Submission Requirements: Phase I submissions as described in 3.2 must be sent via e-mail submission by 11:59 P.M. (ET) on 3 April 2020, with subject line stating “MQ-9 Area Of Interest (AoI) 001: Mobile Ground Data Terminal (GDT) Solution” to loren.fekete@us.af.mil. Phase 1 submissions received after the specified due date and time will be discarded and not be evaluated by the Government. The Phase I submissions shall include both the Quad Charts and Solution Briefs in accordance with guidelines presented in CSO-AFLCMC-WIIK-2020-001.
4. EVALUATION OF PHASE I – SOLUTION BRIEFS
4.1. The Phase I submission shall be evaluated against the published MQ-9 CSO evaluation criteria.
The general MQ-9 CSO Phase I evaluation criteria shall be used to evaluate and rate the proposed Phase I submission. The MQ-9 CSO evaluation criteria are listed below in order of importance from top to bottom. If a Phase I submission does not meet the first or second evaluation criterion, the submission will not be further considered for Phase II. Upon conclusion
