PERFORMANCE WORK STATEMENT (PWS)
7 October 2019, v3.4 Logistics Support for MPN-25 Mobile Ground Control Approach Radar and FPN-68/PAR-2000 Radar System
1.0. DESCRIPTION OF SERVICES
1.1. BACKGROUND.
The contractor shall provide logistics support for three Air Mobility Command (AMC) owned MPN-25 Mobile Ground Controlled Approach Radar systems and one Navy owned FPN-68/PAR-2000 Precision Approach Radar (PAR) systems. The MPN-25 systems are garrisoned at Joint Base McGuire-Dix-Lakehurst, New Jersey but are deployable worldwide. The FPN-68/PAR-2000 is stationed at Joint Base McGuire-Dix-Lakehurst, New Jersey. Services provided shall include depot-level repair, supply support, technical support, system engineering, and documentation management at contractor’s facility as well as deployed system locations as specified by the Government.
1.2. SCOPE.
The MPN-25 is an autonomous, self-contained, mobile radar system that can be rapidly deployed, setup, and operated during contingency situations requiring instrument flight rules (IFR) precision approach and landing capability. The MPN-25 is capable of providing service to commercial and military aircraft at remote, temporary, austere, and/or unimproved airfields.
The FPN-68/PAR-2000 Precision Approach Radar is a fixed base highly reliable solid state landing aid. The PAR provides critical course and glide slope information to Air Traffic Controllers guiding aircraft requiring Instrument Flight Rules (IFR) precision approach and landing capability.
1.2.1. The MPN-25 system consists of two major equipment groups, the sensor subsystem equipment group and operations subsystem equipment group, interconnected by a fiber optic cable interface.
1.2.1.1. The sensor subsystem equipment group includes Precision Approach Radar (PAR), Airport Surveillance Radar (ASR) and Secondary Surveillance Radar (SSR) (AN/TPX‑56) sensors with associated Signal & Data Processing to provide extracted target data from the PAR, ASR and SSR sensors; extracted weather data from the PAR and ASR sensors; and extracted obstruction data from the PAR sensor.
1.2.1.2. The operations subsystem equipment group consists of a modified lightweight, high strength, insulated and all weather S-280 shelter, providing:
· Three air traffic control displays for the presentation of extracted sensor data and control of selected functions
· One supervisor console
· Six ground-to-air radios and radio antennas
· One communications switch (with four positions)
· One voice recorder and additional ancillary equipment
1.2.1.3. The MPN-25 comes equipped with two 15kW diesel motor generators for each system; one for the sensor subsystem and one for the operations shelter subsystem. The MPN-25 is also operable using utility power (220 VAC, 60 Hz, three-phase, 4-wire).
1.2.1.4. The fiber-optic interface includes the following equipment:
· Fiber-Optic Ethernet Repeater in Sensor
· Fiber-Optic Ethernet Repeater in Operations Shelter
· Fiber-Optic Cable, multi-mode fiber, 3000 feet maximum (2-1500 foot spools per system)
1.2.2. The FPN-68/PAR-2000 system consists of two major equipment groups, site equipment and operations equipment group, interconnected by Government Furnished Equipment (GFE) fiber optic cables.
1.2.2.1. The site equipment includes the Sensor, Radio Frequency Generator, Synchronizer, Power Supplies, LAN switches, and Data Processing to provide extracted target data from the raw data. Target data consists of Azimuth, Elevation, weather data, and obstruction data from the PAR sensor.
1.2.2.2. The operations equipment group consists of two display positions, a remote access server, maintenance processor, and interconnecting switch installed in the Operations Facility to support PAR operations.
1.2.2.3. The FPN-68/PAR-2000 includes an Uninterruptable Power Supply (UPS) and is powered by 3-phase 120 volt commercial power and has a GFE Generator and transfer switch to ensure uninterrupted power is available for continuous service.
1.3. SPECIFIC SUPPORT SERVICES
The contractor shall provide logistics support for three MPN-25 radar systems and one FPN-68/PAR-2000 Precision Approach Radar (PAR) system, establish, and maintain a repair depot capability for the equipment. Support services shall include depot level repair, supply support, technical support, system engineering and documentation management. Specific areas of support are described below.
1.3.1. TASK 1 – PROGRAM SUPPORT
Program support includes quality control and proactive measures by the contractor to ensure established procedures are sufficient for successful performance. The contractor shall provide program support coordination to perform depot-level maintenance, organizational assistance relating to cost management, and interface with Government personnel. Bonded storage and associated rental fees are also included in Task 1 as the contractor shall hold most of the MPN-25’s and FPN-68/PAR-2000’s spare parts at their facility much like a supply warehouse.
1.3.1.1. SUPPORT FOR MEETINGS
The contractor shall provide support to Government meetings. As required, the contractor shall participate in meetings and/or teleconferences to maintain management visibility into program issues and actions. The contractor shall be required to document and forward to the COR the minutes of these meetings/teleconferences. One Program Management Review (PMR) is anticipated per period of performance and a maximum of twenty teleconferences are planned per period of performance. The contractor shall collaborate with the COR to set the date for the PMR. The PMR shall be held at the contractor facility or a mutually agreed upon location.
1.3.2. TASK 2 - PRODUCT AND TECHNICAL SUPPORT
The contractor shall provide Product Support for the procurement, repair, and inventory of spare parts necessary to maintain the MPN-25 and the FPN-68/PAR-2000 systems at a minimum monthly operational availability rate of 98%. MPN-25 radars are deployed worldwide in various locations, including combat zones, product support requirements and extent of emergency maintenance cannot be adequately predicted. The contractor shall not be held accountable for delays beyond their control as determined by the Contracting Officer’s Representative (COR) but shall make a good faith effort to meet the Governments needs within the ceiling price.
1.3.2.1. SUPPLY SUPPORT SERVICES
The primary purpose of supply support services is to provide timely parts support to the MPN-25 and FPN-68/PAR-2000 units in the field. Supply support services include the management and inventory control of GFE. FPN-68/PAR-2000 parts shall be returned to their site of usage within 30 days from arrival at the contractor’s site when repair is necessary.
1.3.2.1.1. MATERIAL PROCUREMENT
A piece part (part of a Line Replaceable Unit (LRU) or larger component) if reported as failed, may be purchased on a one-for-one basis as a material procurement. In the event the contractor must make a multiple unit purchase to meet minimum requirements or to obtain a favorable price break, the contractor shall contact the COR and receive written authorization prior to procurement. Then, prior to procurement, the contractor shall submit a purchase request with the COR’s written approval to the Contracting Officer (CO) for approval. The contractor is required to purchase materials in this task and in no event shall the combined purchases under this line item exceed available funding.
The contractor may also be required to purchase materials to sustain the system in the field such as consumables (fuses, light bulbs, fluids, filters, etc.), test equipment, and line replaceable units (LRU) if Government does not have item on hand. Purchase of these parts shall be considered as a spares procurement and not a material procurement.
1.3.2.1.2. RESPONSES TO SPARE PARTS SUPPORT
Under Task 1 – Program Support, MPN-25 and FPN-68/PAR-2000 spare parts inventory shall be maintained at the contractor’s facility via their own inventory management system. However, under Task 2 – Product and Technical Support, the Government will use the contractor’s inventory database information to provide responses to requests, including emergency repairs, for spares support from the field.
1.3.2.2. REPAIR CAPABILITY
The contractor shall provide a commercial repair facility to repair supported components and modify software. The contractor shall provide a capability to analyze defective, failed, or damaged components received from the field. The contractor shall notify the COR via e-mail on any repair forecast to exceed 75% of the unit price and shall not commence repair until the COR determines whether the repair is cost-effective.
1.3.2.3. TURNAROUND REPAIR TIME
The contractor shall meet a 30-calendar day turnaround time for repairs completed in the contractor’s facilities. For those items repaired at a subcontractor/vendor facility, turnaround time is 60-calendar days. Turnaround time begins when the failed item arrives at the contractor’s facility and ends when the repaired item is added to the spares inventory or is shipped back to the Government. The contractor shall provide e-mail notification to the COR regarding all parts exceeding the specified turnaround times and the reason for the delay. Contractor must furnish specific information referencing why the delivery is late to the COR. The contractor and COR will arrive at a new turnaround time when this paragraph cannot be met.
Mission Capability (MICAP) Repair Time – When a part has been requested to fill a MICAP condition with no spares available for shipment and the item must be repaired to restore the system to operational status, the contractor will notify the COR and CO with the following: normal estimated repair time, expedited repair time, and cost difference for the expedited repair. The COR or CO will determine if the expedited repair or normal repair will be executed based on the cost difference and mission requirements.
1.3.2.4. REPAIR MATERIAL
The contractor shall, when available in inventory, use GFE in the performance of this task. When GFE is unavailable, the contractor shall use material available at the contractor’s facility or procure the material, as required.
1.3.2.5. FAILURE DATA REPORT
Upon COR request, the contractor shall provide a Failure Data Report containing failure data on COR specified failed equipment, to include the following information pertaining to the equipment failure: list the Line Replaceable Unit/Shop Replaceable Unit by name, part number, serial number, cause of failure, identified component failure, what the repair action consisted of and any recommendations. This information is generally requested for items that are irreparable or beyond economical repair or for items that may have seen an increase in failures.
1.3.2.6. SUMMARY OF DEPOT EQUIPMENT RETURNS
The contractor shall provide as requested by the COR, a spreadsheet that is a cumulative summary of all supported depot returns and repairs. This spreadsheet shall contain the number of new failed items inducted into the repair cycle, the number of items in work, the number of Product Quality Deficiency Reports (PQDR), the number of MICAPs requested, the number of MICAP parts in work, the number of items determined to be Beyond Economical Repair (BER), and the number of items determined to have no fault found.
1.3.2.7 Technical Support
The contractor shall provide Technical Support for issues pertaining to software support, hardware support, engineering support, technical order support, and distribution. During deployed operations, technical support phone calls may come from any location in the world. The contractor shall be required to receive requests for all technical support on a continuous basis 24 hours a day, 7 days a week (24/7).
The contractor shall provide user access for "Call-Back" technical support for supplemental fault diagnostics and installation problems. The contractor shall also provide a method of tracking callback technical support as well as a method for allowing user access to this technical support.
The contractor shall support on a 24/7 basis the Units/Squadrons with a supported system such that when the Units/Squadrons contact the contractor, they can provide pertinent information on a problem to a person or system as well as relay "call-back" instructions to the contractor. Such that the contractor can return the call and directly interface with the technician at the equipment.
Response – The contractor shall respond, to validated emergencies, within one business day after the receipt of a call. If not an emergency, the contractor shall contact the COR for instructions on how to proceed within one business day. A “validated emergency” is defined as a situation where a system has suffered a critical failure and is rendered inoperable. In every case, the emergency situation shall be validated by the COR at HQ AMC, and the COR will notify the contractor what actions are approved to remedy the situation.
For each Technical support phone call the contractor shall record and provide a summary of the call via e-mail to the COR: include dates of call, location, caller information and number of unit contacted, name and the discussion of the call within three business days.
1.3.2.7.1. ON-SITE TECHNICAL ASSISTANCE
The contractor shall provide on-site engineering and technical support to MPN-25 and FPN-68/PAR-2000 system locations. On-site engineering and technical support shall be provided for equipment set-up, organizational level maintenance, diagnostic tasks, flight inspection support, and other technical activities requiring the contractor support in the field. (See paragraph 4.3 for contractor travel requirements). The COR will notify the contractor via e-mail of the requirement for on-site services.
1.3.2.7.2. ENGINEERING AND SOFTWARE SUPPORT
The contractor shall provide engineering and software support services for the radar systems. These services shall provide Government-requested analysis of technical areas in which design or upgrade requirements are foreseen or intended or in which design issues are in question. The contractor shall notify the COR when an item requiring engineering or software services is discovered. The contractor shall not provide engineering and software support services without CO approval. These services include research and analysis, generation of technical papers and engineering change proposals, and other issues pertaining to the engineering support of the product. The contractor shall fully test software before delivery to the Air Force (AF). The contractor shall provide the COR a detailed list of changes listed by function that have been changed, added, or deleted. The contractor shall provide the COR with a software version description (SVD) with every software change to the system. The SVD shall contain, at a minimum a list of all changes made as requested, or through maintenance issues. The SVD shall identify the software changed, version of software, date version was released, and affected systems. The SVD shall be tied to each system serial number, to accurately track any software version differences between them. The SVD shall accurately reflect the software versions of the following subsystems: Radar System, Display System, and Maintenance PC, as displayed in the System Revision Menu in the Maintenance PC program. The SVD shall also include installation procedures for each fix or change, to allow Government to install and verify the software. The SVD shall contain any documentation updates or Technical Order (TO) changes required to support the new software version. The SVD shall include a test report for each fix or change to allow the Government to understand the changes made.
1.3.2.7.3. HARDWARE/SOFTWARE DESIGN CHANGES
The contractor shall provide hardware and software design change proposals at the request of the COR and CO, as required. Each proposal shall address all aspects of the design, design tradeoffs, and recommended method of implementation as required. Currently there are no planned upgrades for the hardware/software changes.
1.3.2.7.4. TECHNICAL ORDER SUPPORT AND DISTRIBUTION
The contractor shall maintain a master set of technical orders and supplier documentation necessary to support site operation and maintenance of the MPN-25 and FPN-68/PAR-2000 Radar Sets. The Government reserves the right to make changes to the technical order and provide a copy to the contractor. The contractor shall be responsible for monitoring all changes to the system, in both the contractor built equipment and the supplier provided equipment. Any user-generated changes shall be reviewed by Government program office and forwarded to the contractor for evaluation and possible inclusion in the technical order. The contractor shall notify the COR of any recommended changes to the technical orders. The COR will authorize all changes to the technical order. At the introduction of a new part, process or other change , the contractor shall process and provide all draft TOs or changed pages to the COR for approval. The ability to change supplier documentation remains dependent upon the policies of the specific supplier.
The contractor shall provide interim Technical Service Bulletins (TSB) to notify all users of potential procedural changes requiring immediate action to protect personnel or equipment from hazard. TSBs shall be published not more than 3 days after any safety item, deficient part or procedure is identified to inform users of a problem. TSBs may be distributed by electronic means (Web/e-mail) to ensure the quickest dissemination to field technicians. The COR will provide e-mail addresses to the contractor for all sites required to receive TSBs, usually 2 personnel/site plus the MPN-25 program management officers. An e-mail message will be made to all TSB recipients when a TSB is posted to a web page and not sent as an attachment. The COR may assist in the distribution of these messages, if necessary, due to email or other deployment restrictions that affect the ability of the contractor to distribute.
The contractor shall provide two paper copies of any new, finalized or changed technical order and one electronic copy (CD-ROM) for each system to the COR for approval and distributed to affected users after approval. The contractor shall also provide one paper copy and one electronic copy of the new, finalized, or changed TOs to the MPN-25 program management office (PMO) at HQ AMC. The address for the PMO office will be provided to the contractor by the COR at the time of publication. New, finalized or changed technical order shall be distributed by the contractor not later than 10 business days after the COR’s approval. Distribution addresses will be provided to the contractor by the COR upon final TO approval.
1.3.3. TASK 3 – PACKAGING, HANDLING, AND TRANSPORTATION/SHIPPING (PHT/S)
The contractor shall receive telephone, and e-mail requests for shipment of spare equipment. The contractor shall be required to receive requests for shipment of parts 24/7. The contractor shall transport parts to and from Government designated facilities. The contractor shall provide tracking information within one business day from the shipment of the part on all parts shipped commercially to a Government-designated facility. For those parts shipped commercially, the contractor shall use an established shipping account through General Services Administration (GSA). Forms for establishing GSA shipping accounts will be provided by the COR to the contractor upon award if requested. The COR will provide tracking information to the contractor upon shipment of parts from a Government location. In the event commercial shipping is not available at Government location, the COR will provide the contractor with a designated Government transshipment destination. For locations without commercial shipping options, the COR will be responsible for tracking and managing shipment within Government’s transportation system. If the user fails to furnish shipping information, the contractor shall notify the COR. Requests for shipping of parts may be received via telephone, electronic mail, or mail. The COR will provide the contractor with a list of ship-to addresses and periodically update this list. The contractor shall notify the COR no later than the next business day of an inability to meet a request due to spare non-availability. The contractor shall ship parts using the following three priorities as directed by the COR.
Mission Capability (MICAP) – The contractor shall ship equipment no later than the next business day from the date of requisition notice. All MICAP actions shall be verbally coordinated by the contractor with the Government.
PRIORITY (High) – The contractor shall ship equipment immediately after all MICAP equipment and no later than two business days from the date of requisition notice.
ROUTINE (Normal) – The contractor shall ship equipment no later than four business days from the date of requisition notice.
For OCONUS destinations, one additional business day shall be allowed for external agent processing.
In all cases Government requires notification via e-mail from the contractor to the COR within one business day when a spare is shipped to the field, and within three business days of when a part is received from the field. Part tracking numbers shall be included in this notification.
1.3.3.1 SHIPMENT WORKING PLAN
Within 10 business days of contract award, the contractor shall develop/define a working plan that allows the users to ship parts to the contractor at no cost to the user. The contractor shall coordinate the plan with the COR for dissemination. The PHT/S will be handled by industry best commercial practices. The method of shipment by the contractor shall be consistent with the three priority requirements listed in Para 1.3.3. Containers for shipped items shall be labeled with the nomenclature, part number, serial number, national stock number (if available), quantity and contract number. The contractor shall ensure that all components, devices, and modules sensitive to electrostatic discharge are handled, packaged, and properly labeled to prevent damage. All shipments shall be traceable during transportation/shipment. The contractor shall ensure that the Government can separately estimate, price, and track the transportation/shipping costs.
1.4. OPTIONAL TASKS
1.4.1. SITE-LEVEL MAINTENANCE AND OPERATOR TRAINING
As required, the Government may determine a need for Site-Level Maintenance and/or Operator Training. The contractor shall provide maintenance technical training, operator, and system specialist training for Government maintenance and operator personnel (or their representatives) to support the radar systems. The CO will notify the contractor in writing of the requirement for training services. The contractor shall perform the training at either contractor’s facility or the user site, as directed by Government. For training performed at the contractor’s facility, the contractor shall provide all tools, equipment, materials, and supplies necessary. Training at a Government site requires the contractor to provide all training materials and supplies; Government will make available the subject radar system and any required tools and test equipment. The Government anticipates the sessions will be 5 business days for operators/controllers consisting of up to 8 students, and 15-20 business days for maintenance consisting of 8 students. The Government will specify the depth and format of the material. Training shall be negotiated with the CO at the time the requirement is identified. Funding will be added to the contract as a contract modification. Any cost associated with travel to Government site will be reimbursed IAW paragraph 4.3. Currently there are no planned or anticipated training events.
1.4.2. SPARES PROCUREMENT
The COR may request the contractor to purchase the necessary spares to effectively maintain logistics activities. At the time the requirement is identified, prices for spares will be negotiated with the CO. Funding will be added to the contract as a contract modification.
1.4.3. SYSTEM REFURBISHMENT/OVER-HAUL
If the COR determines that a unit requires system refurbishment or over-haul, the COR through advisement of the CO, will request the contractor to evaluate and provide a proposal to refurbish the subject radar systems as required. The contractor shall maintain an ability to perform a thorough refurbishment and inspection of systems as requested. As refurbishments/over-hauls are unique tasks, the cost will be negotiated with the CO at the time the requirement is identified. Funding will be added to the contract as a contract modification.
1.5. DELIVERABLES
Unless otherwise specified, all deliverables shall be submitted in the contractor format using Microsoft Office Suite of products. Technical drawings and code shall be submitted in a format to be mutually agreed upon by the contractor and COR at time of the proposal. All deliverables shall be submitted electronically when possible to the COR. A summary of all deliverables under this task order are listed below:

1.6. CONTRACTOR MANPOWER REPORTING
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for AMC/A3 via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each
Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and contractors are available at the
Army CMRA link at http://www.ecmra.mil.
2.0. SERVICES SUMMARY
The table below summarizes the most important performance objectives and performance thresholds (specific standards) as identified within the body of the PWS. The absence of any performance objective and threshold from this SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any provision of the contract.

3.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
Government will make available all spare parts required for bonded storage. No other GFE will be provided to the contractor. The contractor shall inventory, store and protect the GFE in a bonded storage warehouse. The contractor shall safeguard all Government equipment and materials in their possession or used in the day-to-day performance of the contract. GFE storage facility must be made available for Government inventory purposes within 24-hours of a written request. In most instances, the Government will perform inventories in conjunction with normally scheduled meetings at the contractor’s facility. For an inventory list of the parts that the contractor is expected to store reference Appendix A.
4.0. GENERAL INFORMATION
4.1. PLACE OF PERFORMANCE
The place of performance for this requirement will be at the contractor’s facility as well as deployed system locations, both CONUS AND OCONUS, as specified by the Government.
4.2. PERIOD OF PERFORMANCE
The period of performance includes a 12-month base period and four 12-month option periods.
4.3. CONTRACTOR TRAVEL AND OTHER DIRECT COSTS (ODCS)
The contractor may be required to travel in performance of this contract. Any travel required in support of PWS tasks shall be reimbursed at cost in accordance with FAR 31.205-46. The COR will identify travel requirements. The contractor shall submit a travel itinerary, which shall include the estimated cost, for approval by the COR. The COR must validate and approve the anticipated travel costs prior to the contractor incurring these costs. The CO will validate the availability of funds. Estimated amounts shall not be exceeded unless authorized by the CO. Per Diem and travel rates shall not exceed the amount authorized in the JTR. Airfare shall be the prevailing rates for commercial airlines at tourist or business class whenever available. When required, the most reasonable means of ground transportation (i.e. taxi, bus, rental car) shall also be used. ODCs may include, but not necessarily be limited to, supplementary direct costs associated with Travel such as internet access for laptop computers, phone charges. The contractor shall provide site support outside the continental United States (OCONUS) upon written request of the COR. In no event shall the combined purchases under this line item exceed available funding.
4.4. US CONTRACTORS WORKING OCONUS
This requirement requires US contractors to work at various OCONUS locations. Each OCONUS location may have their own set of entry requirements for US contractors working on DoD contracts. The contract shall ensure that contractor travelers comply with the DoD Foreign Contract Clearance Guide (FCG). One resource for this information is the DoD Foreign Clearance Guide, which is available at https://www.fcg.pentagon.mil/.
4.5. TEMPORARY DUTY/TRAVEL REQUIREMENTS.
Individuals supporting the MPN-25 Radar Support effort may require travel to both CONUS and OCONUS locations. Visas will be obtained for both potential and confirmed entry to foreign countries as required, when possible. The contractor shall ensure all personnel possess current passports, visas and OCONUS Common Access Cards (CAC), as required. The contractor shall ensure all personnel possess the necessary immunizations for travel to designated high-risk areas.
4.6. CONTRACTOR ACCESS
The contractor shall comply with Federal Government facilities’ contractor identification procedures including identification of the contractor and identification of contractor status at meetings. Contractor personnel shall comply with all instructions and security requirements, when entering, visiting or leaving Federal Government facilities. These rules, regulations, and security requirements include the following: presenting valid identification for base/facility entrance, obeying all posted directives, and providing strict adherence to Security Forces direction in instances where Security Forces have been dispatched to a particular location. The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the Government site. Badges are required to identify (including photograph) the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and Government.

4.8. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS (FPCONS)
Due to the nature of the services being provided, contractors may be assigned as mission essential designation IAW requirements contained in facility/base Antiterrorism/Integrated Defense Plan(s). Only the installation commander or the unit commander requesting contract support will assign the mission essential designation. Contractor shall ensure personnel required to accomplish tasks designated as “mission essential personnel” report to assigned work locations (or Government Continuity of Operations Plan (COOP) designated facilities) and perform required tasks, regardless of weather. At this time contractor provided mission essential personnel are not anticipated.
4.9. ANTITERRORISM TRAINING (AT)
Prior to entering a USAF installation or other deployed MPN-25 and FPN-68/PAR-2000 sites the deployed contractor personnel shall complete Antiterrorism Level I training, as required by DODI 2000.16. This training is valid for 1 year and must be reaccomplished if another site visit is required after the training expires. The training is provided at https://atlevel1.dtic.mil/at/ and also available through ADLS (Advanced Distributed Learning Services), Force Protection Course (ZZ133079) at https://golearn.csd.disa.mil/kc/main/kc_frame.asp for AF Portal access or https://golearn.csd.disa.mil/kc/login/login.asp for non-portal login.
4.10. INFORMATION IN THE CONTRACTOR POSSESSION
Information given to the contractor during the life of this contract must only be used for the purpose of carrying out the provisions of this contract. Only contractor (or subcontractor) personnel possessing the proper clearance will be authorized entry to restricted areas. All contractor personnel must either have the appropriate access permissions and identification cards or otherwise must be continuously escorted by Government approved personnel.
4.11. LIMITED USE OF DATA
Performance of this effort may require the contractor to access and use data that is propriety to a Government agency or Government contractor, which is of such a nature that its dissemination or use other than in performance of this effort would be adverse to the interests of the Government and/or others. Thus, contractor personnel shall not divulge or release data or information developed or obtained in performance of this effort until made public by the Government, except to authorize Government personnel or upon written approval of the CO. Contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as required in the performance of this effort.
4.12. HEALTH AND SAFETY
The Contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (Title 29 CFR Part 1910). If there is no applicable Occupational Safety and Health Administration (OSHA) standard, the Contractor shall use other applicable national, state or locally recognized sources of safety, health, fire prevention, and airfield operations standards.
