About this file
This document is a class deviation memorandum issued by the Air Force Installation Contracting Center (AFICC) that authorizes Contracting Officers to release solicitations without having funds available, under certain circumstances. The memo deviates from AFFARS MP5332.7(d) requirements and allows solicitations to be released when it is anticipated the contract(s) will be funded, even if funds are not yet available. Contracting Squadron Commanders and Directors of Business Operations are encouraged to work with local leadership to establish procedures for efficient resource management during end-of-fiscal-year acquisitions.
The related federal contract opportunity is for the procurement of five golf carts for Luke AFB. The carts must have specific features including four seats, lithium or sealed AGM batteries with solar panels, 4 kW DC motors, regenerative braking, and other accessories. Funds are not presently available for this effort, and the government reserves the right to cancel the solicitation before or after the closing date. No award will be made until funds become available.
