Section B: Description of the Supplies/Services Required

Headquarters Air Mobility Command's (HQ AMC) Directorate of Logistics, Engineering and Force Protection's Maintenance Division (A4M) requires the purchase of the WingWalker G USAF Collision Avoidance System kits. These kits are minorly modified versions of the commercial off-the-shelf (COTS) WingWalker G kits that aide in the prevention of accidents during aircraft tow operations by providing advanced warning to operators. The COTS WingWalker G kits include the following items: one Storage Case, two Radio Batons, two Red Batons, one Radio Strobe, one Alarm Box/Pager, one Charging Station, and one Power Adapter. However, AMC/A4M requires one additional Radio Baton and one additional Red Baton to be included in each COTS kit. Having a total of three Radio Batons and three Red Batons in each kit is required since Air Force Instruction (AFI) 21-101 specifies that three personnel (two wing walkers and one tail walker) must be present during aircraft tow operations. As such, the Original Equipment Manufacturer (OEM) of the COTS WingWalker G kits, Railhead Corporation (Railhead), created the WingWalker G USAF kits (which includes the additional items) and selected one of their resellers, Graybar Electric Corporation Inc.

(Graybar), to be the sole distributer. Therefore, Graybar (Cage Code 0GUD0) is the sole supplier for the WingWalker G USAF kit. The total estimated dollar value of this acquisition is , as reflected on the Mission Partner's (MP) Independent Government Cost Estimate (IGCE), which was derived from a quote received from Graybar during the MP's Market Research. The anticipated delivery period will be 90-days After Date of Contract (ADC). Fiscal Year 2018 (FY18) Operational and Maintenance (O&M) funds (3400) will be utilized.

The proposed Contract Line Item Number (CLIN) is as follows:

Section C: Justification for Soliciting from a Single Source or Brand Name

Per the Original Equipment Manufacturer (OEM), Railhead, when a request for minorly modified WingWalker G kits is made, one reseller is selected to be the sole supplier. As such, although there are multiple resellers capable of providing the COTS WingWalker G kits, there is only reseller that can provide the WingWalker G USAF kits, Graybar, a large business. Therefore, Graybar possess the unique capability to provide the required kits.

Section D: Efforts to Obtain Competition

Market Research began by conducting a general Internet search to determine potential brands of Collision Avoidance System Kits; based on this search, WingWalker is the only brand available for sale. Next, another general Internet search was made to identify sources of the COTS WingWalker G Kit; this search produced an array of various sources. Therefore, on 30 Aug 18 a Sources Sought Notice was posted on the Federal Business Opportunities (FBO) website under the North American Industry Classification System (NAICS) Code 334220, business size standard 1,250 employees, to determine interest in and capability of small and large businesses to provide a minorly modified version of the WingWalker G Collision Avoidance System Kit (as depicted on the Specifications Sheet). Responses were due to 763 SCONS/PKC by 1:00p.m. Central Time (CT) on 05 Sep 18; however, no responses were received.

As a result, 763 SCONS/PKC contacted the WingWalker G kit manufacturer, Railhead, on 06 Sep 18 to discuss the requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The WingWalker G USAF kits were exclusively designed for the United States Air Force and are currently distributed through one source, Graybar. In order for the Government to preclude future Single Source awards, the OEM would need to partner with additional resellers.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
