1. BACKGROUND

In 2009, the Air Force Medical Service (AFMS) transitioned from hardcopy, journal subscription services to an online reference library of full text books, journals and clinical reference materials.

This requirement is for a vendor to continue to supply the AFMS with online reference library services for Cumulative Index to Nursing and Allied Health Literature (CINAHL PLUS with Full Text) books and journals specific to Air Force nurses and nursing service providers.

2. SCOPE

The primary goal of this requirement is to provide for a user-friendly interface with an online resource database that provides journal content for nurses to research and answer clinical questions. The CINAHL PLUS with Full Text online resource database shall provide retrievable (printable and option to file save) nursing information, drug information, full-text nursing books and journals, patient education information, clinical updates, and content including figures, pictures, index and graphs 24 hours a day, 365 days a year. All information shall be accurate, complete, unbiased, evidence-based, and referenced with current medical literature. This online resource database shall provide unlimited access via the internet to authorized users with a Government issued Common Access Card (CAC) and access to the Air Force Virtual Library using common internet browsers (such as Internet Explorer or Mozilla Firefox). Authorized users are Air Force health providers: nurses, nurse technicians, social workers, psychologists, therapists, and clinical nursing service providers.

Additional journal features include a citation matcher, retrieving relevant citations, emailing citations and full-text, and saving and printing citations and full-text articles. Images must be searchable.

• Include all accompanying charts, graphs, tables, illustrations, abstracts and tables of content that would occur in the print version of full text journals.
