About this file
This is a Request for Information (RFI) issued by the County of Orange and the Orange County Housing Finance Trust for the Affordable Accessory Dwelling Unit (ADU) Program. The RFI seeks experienced firms to assist in developing and implementing an ADU loan program, with potential services including administration, technical assistance, loan origination, underwriting, fulfillment, closing, and servicing. Responses are due by January 3, 2025, at 2:00 pm Pacific Time, and will be submitted electronically through the County's Online Bidding System. The Trust is open to reviewing various approaches to the ADU Program, as long as they comply with grant agreement guidelines and state and federal laws.
The RFI requires respondents to possess demonstrated experience in home mortgage loan processes in California, with a track record of compliance with state lending laws and successful loan program outcomes. Preference will be given to firms with specific experience in ADU financing. The document outlines certification requirements for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), providing opportunities for local and veteran-owned businesses. While the exact contract value is not specified (marked as TBD), the RFI indicates the potential for multiple contract awards across different service components. Attached documents include grant agreements, policy manuals, and template loan documents to provide context and guidance for potential respondents.
