About this file
The document is a Market Research Survey issued by the Defense Logistics Agency (DLA) Troop Support in Philadelphia seeking industry input on a potential large-scale Aqueous Film Forming Foam (AFFF) procurement. The solicitation covers four National Stock Numbers (NSNs) for AFFF in 3% and 6% concentrations, available in 5-gallon and 55-gallon containers, with a potential total volume of over 3 million gallons. DLA is exploring a Definite Quantity Contract and seeks detailed vendor responses on business structure, manufacturing qualifications, compliance capabilities, pricing/contract terms, and potential risks.
The survey requests comprehensive information from potential suppliers, including production capabilities, material sourcing, EPA compliance, contract preferences, pricing stability, quantity price breaks, and company details. Key areas of interest include the ability to manufacture MILSPEC-qualified AFFF, production rates, potential foreign material sourcing, EPA regulation compliance, and willingness to engage with different contract structures like multi-year fixed firm contracts or Indefinite Delivery/Indefinite Quantity (IDIQ) constructs. Vendors are asked to provide contact information, CAGE code, business size, Electronic Data Interchange (EDI) capabilities, and any specific questions or concerns about the potential procurement.
