About this file

This document is a Justification and Approval (J&A) for a sole source modification to the existing LMIS Pool 1 - Enterprise Facility Modernization IDIQ Contract SP3300-20-D-0021 with Advantaged Solutions, Inc. (ASI) for the installation of fire doors at the High Bay DR facility.

The J&A states that ASI is the only responsible source capable of providing these requirements, as they already have a general contractor on site performing facility modifications, including fire door demolition and installation. Awarding this work to another vendor would add unwarranted complexity and require multiple mobilizations, increasing costs. The government conducted market research, using historical pricing and online research, to determine the proposed price is fair and reasonable. The total contract value and period of performance are not provided. This is not a solicitation and the government does not anticipate receiving any responses.

. SYNOPSIS ANNOUNCEMENT/POTENTIAL SOURCES:

7. DETERMINATION OF FAIR AND REASONABLE COST:

. DESCRIPTION OF MARKET RESEARCH:

Revised 9-16-2020

A notice of the Government’s intent to issue a sole source modification as required by FAR 5.201 and in accordance with procedures at FAR 6.302-1(d) will be performed prior to issuance of the modification.

Additionally, notice will be given of the Government's intent to increase the Ceiling Price of the LMIS Pool 1 - Enterprise Facility Modernization, IDIQ Contract SP3300-20-D-0021.

To determine whether the contractor’s proposed price is fair and reasonable, the Contract Specialist and Contracting Officer will review the proposed price against current market pricing information for the same or similar services available.

Two estimating methods were used in the development of this IGCE.

a. Historical Pricing Practicies – Prices that a Contractor has charged to DLA Distribution or another government activity that were justified as fair and reasonable by the Contracting Officer on past contracts.

b. Market Research - Conducted market research of industry leaders for pricing of their commercial off-the-shelf (COTS) products that could be used as sub-components of the system.

A historical contract for fire doors in the DDSP EDC was used as a reference to identify requirements for the current contract. Demolition equipment, masonry materials, electrical materials, and paint materials were identified as requirements from the historical contract. An Internet based search was used to identify the cost of labor, materials, and equipment. Labor wages were obtained from the bureau of labor and statistics website. Multiple Internet sites were referenced for the average cost of purchases to include tools, heavy prime mover equipment, dumpster rental, electrical wiring, paint, concrete, sealant, and rolling fire rated garage doors.

Material and Labor estimates.
