Contracting Activity: Form 9

Project/Program Name: AFE BA-30 Parachute Purchase

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $278,506.10

Section B: Description of the Supplies/Services Required

BA-30 Parachute; Back Automatic Bailout Parachute Systems.

Section C: Justification for Soliciting from a Single Source or Brand Name

The entire USAF is switching from the BA-22 to the BA-30 Back Automatic Parachute. AFSOC was the first to transition, followed by AMC who is currently acquiring the remaining needed. AETC is now in the process of acquiring the needed chutes to complete the transition. This company is the sole company that manufactures and distributes the BA-30.

Attached Dept of the Air Force Memorandum 27 Aug 18 from AFLCMC Human Systems Program Office states replacing old BA-22 parachute system with this new BA-30 Parachute.

Also email traffic from AETC who oversees CPFH program approving this purchase using CPFH Funds.

Section D: Efforts to Obtain Competition

There are no other companies that meet the requirement.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Once the USAF is equipped with the BA-30s and the demand level drops, we will be able to acquire new parachutes, along with parts and pieces through the normal supply chain.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
