FA701425Q0042- AFDW Drone Detection

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quotation (RFQ) number FA701425Q0042 shall be used to reference any written quote provided under this RFQ.

The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05; Effective 13 August 2019.

This is a set-aside for 100% Small Business.

The North American Industry Classification System (NAICS) code for this project is 334511 with a size standard of 1,350 employees.

The purpose of this combined synopsis and solicitations for the purchase and delivery of counter-unmanned aerial system detection services for Joint Base Anacostia Bolling (Washington, D.C.)

and Joint Base Andrews (Camp Springs, MD) in accordance with the attached Performance Work Statement (PWS). The quote and contract CLIN structure are below, see attached SF 1449:

Estimated period of performance for base CLIN will be 22 September 2025- 21 September 2026.

Estimated Period of Performance Option year 1 will be 22 September 2026- 21 September 2027.

Estimated Period of Performance Option year 2 will be 22 September 2027- 21 September 2028.

Estimated Period of Performance Option year 3 will be 22 September 2028- 21 September 2029.

Estimated Period of Performance Option year 4 will be 22 September 2029- 21 September 2030.

FAR Provision 52.212-1, Instructions to Offerors – Commercial Items (Sep 2023) applies to this acquisition and the following addendum applies:

(a) The NAICS code and small business size standard for this acquisition appear above.

(c) The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time is specified in an addendum to the quote.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.

FAR Clause 12.602 Streamlined evaluation of offers & 13.106 Soliciting Competition, evaluation of quotations or offers, award and documentation will be utilized for evaluation purposes:

(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government. Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the following:

Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable, the following evaluation criteria must be met:

(1) Compliance with >95% detection rate in urban (3–5 km) and rural (10–15 km) environments.

(2) Real-time geolocation and telemetry decoding of Groups 1, 2 and small 3 UAS and operator using Radio Frequency (400 MHz to 6GHz) and Software-Defined Radio methods.

(3) Compatibility with Android Team Awareness Kit, geofencing, alerting, and integration with existing AFDW C-sUAS C2 systems at no additional cost.

(4) Platform scalability, mobile access, cloud-based delivery, and zero-maintenance architecture.

(5) Cybersecurity compliance with FedRAMP High or DoD-authorized equivalent.

Past Performance:

(1) Provide at least two (2) relevant C-UAS or RF-based detection past performance examples within the last 3 years.

(2) Include CPARS reports, contract numbers, period of performance, value, and points of contact Price: Award will be made to the lowest priced technically acceptable vendor

A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.”

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
