About this file
This file is Appendix J of a Request for Lease Proposal (RFLP) containing industry day questions and answers from the Nellis Air Force Base Enhanced Use Lease (EUL) project. The document compiles clarifications provided to industry developers following the August 24, 2026 Industry Day and addresses ten questions submitted by potential offerors regarding the lease opportunity.
Key clarifications include: the proposal submission deadline has been extended to September 24, 2026; potential offerors may submit proposals for either one or both of the two available parcels; detailed in-kind payment requirements are found in Appendix I of the RFLP; Well 4 may be redrilled within 300 feet of its existing location, while operational Wells 2 and 8 may be relocated within a 300-foot radius provided all relocation costs are covered and performance is maintained; the 300-foot non-developable setback area around wells may be reduced with enhanced security measures, subject to consideration of future well infrastructure enhancements; any landscaping, paving, or parking in non-developable well areas must exclude stormwater and vehicle runoff, restrict all chemical storage and usage, and prohibit features that attract wildlife; information on EUL industry days for 2026 and 2027 is available on SAM.gov; the site was previously offered for EUL in January 2021; a data center is not considered a compatible use at this time; and Nellis has not conducted its own analysis of developable acreage from the 51-acre site.

INDUSTRY DAY QUESTIONS AND ANSWERS
This document compiles the questions submitted by industry developers following the
Nellis AFB Enhanced Use Lease (EUL) Industry Day on August 24, 2026.
Q1) Can the Request for Lease Proposal (RFLP) submission deadline be extended? They received a lot of information and would like to extend the deadline.
A1) The proposal submission deadline has been extended by two weeks. Proposals are now due by
24 September 2026
Q2) Will proposals submitted for only one of the two parcels be considered, or is it mandatory for a developer to bid on both parcels combined?
A2) Yes, potential offerors may submit a proposal for a single parcel
Q3) What IKC are of interest to Nellis?
A3) Please refer to Appendix I (In-Kind Payment General Requirements) of the RFLP for detailed information
Q4) Can the wells be relocated? By how much?
A4) Well 4 is currently in design to be redrilled within 300ft of its existing location. Wells 2 and 8 are operational potable wells and may be relocated within the 300ft radius. The following considerations apply to a well relocation: (a) all costs associated with that relocation must be covered (include infrastructure to access the site, well head, well housing, and anything necessary to work on the well site); (b) the new location for the well is at least equal to the existing location in terms of production, water quality, aquifer drawdown, aquifer recharge; (c) well development
(exploratory well drilling efforts associated with the validation must be funded). Taking an operational production well offline to relocate would decrease Nellis water supply from the wells.
The well will remain operational until the new well is operational. This would need to be timed to ensure there are no mission/production impacts to one of the two production wells being down.
Q5) Instead of a 300' non-developable area around the wells, can we provide enhanced security and walls to reduce setback?
A5) The setback area around the wells may be reduced. Determining a reduced non-developable area around the wells needs to take into account any future enhancements in infrastructure for the wells.
Appendix J
Q6) Can we pave, park, landscape the non-developable well areas?
A6) Any landscaping of the non-developable area must occur outside of well site fencing and not impact access to the well site. Paving, parking, and landscaping should be designed so the well sites do not receive stormwater runoff and gas/oil runoff from vehicles parked in that area.
Chemical storage/usage of any kind must be restricted in that area (including chemical spraying for weeds). Any features that would attract (or become habitat for) animals/pests are restricted
(ponds, water features, fruit trees, etc.). Trash accumulation devices are restricted in those areas.
Q7) Can I get a list of all EUL industry days for 2026 and 2027 for all areas?
A7) Please monitor the official SAM.gov website for updates and postings regarding all upcoming
EUL Industry Days
Q8) Has this site been offered for an EUL in the past?
A8) Yes, RFLP was posted in Jan 2021
Q9) Would a data center be considered a compatible use at this location, from both the Nellis perspective and the City of North Las Vegas planning perspective?
A9) Not at this time
Q10) Has the base done its own analysis of how much of the 51 acres is realistically developable for lease purposes?
A10) No
