This is an 8(a) Small Business Sources Sought (SBSS) Notice. This is NOT a solicitation for Proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified 8(a) small businesses under the classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered an 8(a) Small Business shall not be considered at this time. This Sources Sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the 325th Contracting Squadron, Tyndall AFB, Florida.
Tyndall Air Force Base (AFB), Florida, has a requirement for operations support at Air Force Civil Engineer Center (AFCEC/CXA). The contractor shall provide support to all phases of the civil engineer research, development, and acquisition process. This includes planning and executing programs for acquiring systems, equipment, and technology to fulfill civil engineering needs for in-garrison, expeditionary, and contingency installations and air bases. The contractor shall provide management and labor support necessary to provide baseline operations support capability for AFCEC, including crosscutting operational functions; maintenance of facilities at TAFB FL and assistance in accomplishing Research Development Test and Evaluation (RDT&E) projects and events. This includes maintaining the AFCEC Readiness Directorate, Requirements and Acquisition Division (AFCEC/CXA) test ranges and facilities (i.e., Bldg.
1117, facilities in the 9700 area, AFCEC fire research area at Silver Flag, test ranges, and other facilities managed by AFCEC at Tyndall Air Force Base (TAFB), FL; to include occupants assigned to these facilities by AFCEC and/or AFCEC memorandum of agreement. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Air Force (AF) standards and policies, instructions, and commercial practices. The 325the Contracting Squadron intends to issue a formal solicitation on or about 26 October 2020 via beta.SAM.gov (https://beta.sam.gov/). The Government anticipates the solicitation will result in a firm-fixed priced contract with a base and four (4) one year option periods. The NAICS code is 541990 (All Other Professional, Scientific, and Technical Services) – the size standard is $16.5 million. The entire solicitation will be made available only on the beta.SAM.gov website https://beta.sam.gov/. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package and subsequent modifications. To be eligible for contract award offerors must be registered and marked active in the beta.SAM.gov. Register via the website https://beta.sam.gov/.
Capability Statement/ Information Sought:
8(a) small businesses that believe that they have the ability to satisfy all of the requirements specified in the attached draft PWS and who meet the stated size standards, are encouraged to submit a capability statement. The capability statements will be evaluated based on the information provided in relation to the Project Requirements and the current capability to perform the work including: (a) staff availability, experience, and training; (b) prior completed projects of a similar nature; (c) corporate experience and management capabilities, and (d) examples of prior completed Government contracts, dollar value of the contracts, references, and other related information. On the first page of the capability statement, clearly state the small business concern’s size status and type(s), name, address, point of contact and DUNS number.

The remainder of the capability statement should be tailored to the project requirements state above and must demonstrate that similar work has been performed in the past, including the dollar value of that work. Capability statements should not exceed twenty (20), single-sided pages (including attachments, resumes, charts, etc.), presented in single-spaced, 11-point font size minimum.
Information Submission Instructions:
All capability statements sent in response to this 8(a) Small Business Sources Sought notice must be submitted electronically (via e-mail) to Ms. Nell Matchkus, Contract Specialist, at nell.matchkus@us.af.mil, in either MS Word, or Adobe Portable Document Format (PDF), by 12:00 pm (noon) Central time on 14 October 2020. All responses must be received by the specified due date and time in order to be considered. ANY RESPONSES RECEIVED AFTER
THAT DATE AND TIME WILL NOT BE CONSIDERED.

However, responses to this notice will not be considered adequate responses to a solicitation.

No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
