About this file

This document is a Statement of Objectives (SOO) for the Air Force Civil Engineer Center (AFCEC) C2 ADR Simulator Modular Training System. It outlines the requirements for the contractor to deliver six C2 Airfield Damage Repair Simulators - Virtual Sand Tables (VST) and one VST Mobile to AFCEC's CE Lab at Tyndall AFB, FL. The objectives of the training system include reduced time and resources for real-world training, creation of specific expedient basing scenarios, reduced coordination with various organizations, and augmented repetition of operations in different base environments. The contractor shall provide detailed user manuals and conduct onsite training on the proper usage of the products. The period of performance is from August 2024 to August 2025, and the contractor must adhere to all applicable AFCEC security protocols.

The related federal contract opportunity is a Notice of Intent to Sole Source the Airfield Damage Repair Virtual Sand Table to DS2 LLC, the only known vendor that offers the required product tailored for academic needs. Air Force Civil Engineer Center (AFCEC) C2 ADR Simulator Modular Training System

Statement of Objectives (SOO)

1.0 Introduction

As a Level 1 Maturity Digital Twin for supported airfields, C2 ADR Sim is an application that allows AFCEC Leadership to teach and evaluate Rapid Airfield Damage Recovery (ADR). C2 ADR Simulator uses physically simulated damages including runway shatter, debris generation, subsurface materials, and fluid simulation. This submission explores C2 ADR Simulator as a platform for the integration of external Extended Reality (XR) and Video-based training specific to Expedient Basing.

2.0 Scope

The contractor shall deliver six C2 Airfield Damage Repair Simulators – Virtual Sand Tables (VST) and one VST Mobile. With C2 ADR Simulator, it is envisioned that multiple students will interact and train in a collaborative environment role-playing their teams in XR worlds. XR is an umbrella term for blended Augmented Reality (AR), Virtual Reality (VR), and Mixed Reality (MR) experiences. The positive effects of this are that students and instructors can use the real software tools they would use in the field for these activities. C2 ADR Simulator's ability to participate as a client of the GAS Server enables it to synchronize all activities and decisions made with other ADR clients. GAS integrates with other systems, like Operator Control Units, robotic platforms, RPAs, and other clients, giving the simulator the ability to interact with those systems and the inputs and outputs they provide through GAS.

3.0 Objectives

• Reduced time and resource savings required to provide real-world training on TTPs and related equipment.

• Specific expedient basing scenarios can be created to take airmen through varied conditions and situations.

• Reduced time coordinating with various organizations and/or policies to access the most critical elements of learning tracks or refreshers.

• Augmented repetition of the entire gamut of operations multi-capable airmen will be expected to execute in Main Operating Base (MOB), Forward Operating Base (FOB), and Forward Operating Site (FOS) environments.

• Achieves scalable environments: small (one base/site) and large scales (multiple bases/sites) to support the Pacific Theater.
